DON’T LOSE SIGHT OF YOUR EYE HEALTH (NAPSA)-To many people, good vision means good eye health. But that is not necessarily true. A comprehensive eye examination can catch problems with your eyes well before your vision is affected. Aaron Weingeist, M.D., an ophthalmologist in Seattle and a clinical correspondent for the American Academy of Ophthalmology, regularly sees patients who thought they were perfectly fine. “As an example, an otherwise healthy, 38- year-old man came to see me complaining of mild blurriness in his vision,” he said. “He had nearly perfect vision, but after dilating his eyes, I found severe hemorrhages and swollen spots in both eyes. Although he had a family history of diabetes and had similar symptoms five years ago, he never had a follow-up examination or further testing. He is now coping with diabetic retinopathy but was very thankful to finally be diagnosed.” Through its EyeSmart campaign, the American Academy of Ophthalmology, the world’s largest association of eye physicians and surgeons, reminds otherwise healthy Americans of the importance of getting a baseline eye disease screening at age 40-the age when early signs of eye disease and changes in vision may first be noted. For individuals at any age with symptoms of, or at risk for, eye disease (such as those with a family history of eye disease, diabetes or high blood pressure), the Academy recommends that they see their ophthalmologist to determine how frequently their eyes should be examined. Based on the results of the initial screening, an ophthalmologist will prescribe the necessary intervals for follow-up exams. “Eye diseases become more common as we age. By the time you hit 40 years old, diseases such as primary open-angle glaucoma and diabetic retinopathy can begin to show early signs. Often, patients with eye diseases do not have recognizable symptoms until the diseases are quite advanced,” said Dr. Weingeist. “Vision problems can be prevented only if identified and treated early.” By 2020, 43 million Americans will be at risk for significant vision loss or blindness from age-related eye diseases such as cataracts, diabetic retinopathy, glaucoma and macular degeneration, an increase of more than 50 percent over the current number of Americans with these diseases. Despite the statistics, many Americans are more concerned about weight gain or back pain than they are of vision loss. “Unfortunately, millions of people will suffer significant vision loss and blindness because they don’t know their risks,” said Dr. Weingeist. “I can’t stress enough the importance of getting your baseline exam, because knowing your risks can save your sight.” Eye health care is provided by the “three O’s”-opticians, op-tometrists and ophthalmologists. It is the ophthalmologist, or Eye M.D., who can treat it all, eye diseases and injuries, and perform eye surgery. BOOKS -- Recommended Reading “Poe: A Life Cut Short” by Peter Ackroyd Reviewed by Larry Cox Edgar Allan Poe was described by no less than Lord Alfred Tennyson as the most original genius ever produced in America. Thomas Hardy thought him to be “the first to realize in full the possibility of the English language.” A new book on Poe by London-based writer Peter Ackroyd draws on letters, first-hand accounts and public documents to present a fascinating account of the life of this troubled genius. The book has all the unexpected twists and turns of a good novel. Edgar Poe was born in Boston in 1809. Orphaned when he was 3, Poe was taken in by John Allan, a wealthy merchant from Richmond, Va. Unable to support himself when the relationship soured, Poe enlisted in the U.S. Army as a private in 1827. That same year his first book was published, but it sold less than 50 copies. Poe left the Army and enrolled at West Point, and when that, too, ended in failure, he turned to journalism. Throughout most of his life, Poe scrambled for money. He was an alcoholic, and his relationships with women were complex. Ackroyd says that Poe often courted women who were not available, sometimes getting entangled with more than one at a time. In 1835, he married his

13-year-old cousin, Virginia Clemm. Several years later, he contracted tuberculosis. During this turbulent period Poe wrote “The Raven,” his most famous poem, and “The Murders in the Rue Morgue,” considered by many to be the first detective story ever written. For “The Raven,” he received the princely sum of $9. After Virginia’s death in 1847, Poe became more depressed and slipped even further into alcoholism. Poe was found unconscious in Baltimore during the fall of 1849. He was admitted to a hospital charity ward, where he died several days later. GAME COMMISSION RELEASES OFFICIAL 2008 BEAR HARVEST Harrisburg - According to official 2008 bear harvest figures released Feb. 25th by the Pennsylvania Game Commission, hunters took a total of 3,458 bears, which included 69 bears during the second archery bear season, Nov. 19-20; 2,951 bears during the statewide 3-day season, Nov. 24-26; and 438 bears during the extended season, Dec. 1-6, that was open in select areas of the state. This harvest ranks second among Pennsylvania’s annual bear harvests. In 2005, hunters set a record harvest of 4,164 bears. Other recent harvests were: 3,075 in 2000; 3,063 in 2001; 2,686 in 2002; 3,000 in 2003; 2,972 in 2004; 3,122 in 2006; and 2,360 in 2007. “This year’s harvest was what we had expected, as many areas had above-average bear populations,” said Mark Ternent, Game Commission bear biologist. “There were a few exceptions to this, like Clinton and Cameron counties in WMU 2G, where poor acorn crops contributed to a smaller harvest, but elsewhere across the state, harvest generally increased. “In WMU 3A, the increase was pronounced, as the black cherry crop was good, and there was plenty of standing corn. In fact, we suspect this availability of food may have drawn some bears from parts of WMU 2G into WMU 3A.” Ternent also noted that bears were taken in 54 counties, and increase from 2007, when bears were taken in 49 counties. “More bears were taken in counties traditionally labeled as periphery ‘bear range’” Ternent said. “We have been expecting this expansion, which is reflected in the significant increase in bear harvest in WMUs 1A and 1B.” The largest bear taken was a 716-pound (estimated live weight) male taken in Tobyhanna Township, Monroe County, by Morgan C. Neipert, of Tobyhanna, on Nov. 25. In all, 12 bears taken by hunters weighed 600 pounds or more, continuing to reinforce Pennsylvania’s status as a major bear hunting destination. All visitors welcome! tfb GRAZING ASSISTANCE AVAILABLE THROUGH NRCS DuBois, PA, February 25, 2009- Gary Swope, District Conservationist with the Natural Resources Conservation Service’s (NRCS), today reminded farmers that NRCS is continuing to promote grazing systems through their Environmental Quality Incentives Program (EQIP) to help them improve their overall farming operation. “With feed and fuel prices on the rise, more and more farmers are considering grazing for their livestock operations,” said Swope. Farmers like Forrest Stricker of Wernersville, Pennsylvania have gained immense benefits from switching to grazing and letting their cows work for them. Stricker, who has been farming since 1978, ran a strictly confined operation until he introduced grazing in 1993. Along with noting the cost benefits that he has reaped, he also says, “Before grazing, we worked long hours with little profit at the end of the year and farming was no longer enjoyable to me. Since becoming grazers, farming is fun again, our quality of life has improved, and we’ve seen more in profits.” According to Cliff Hawbaker, Chairman of Pennsylvania’s Grazing Lands Conservation Initiative (GLCI) Committee, “Grazing of livestock is the most cost effective,
environmentally friendly, consistent form of agriculture. Animals harvesting their own forage, spreading their own manure, promoting healthy plant communities, and improving livestock health and longevity are just a few of the benefits of a well managed pasture system,” said Hawbaker. “Simply put, the environmentally friendly aspect of grazing is what really makes it work.” While fuel prices may continue to fluctuate, the cost of animals harvesting their own food will stay the same. Costs to install fence may vary and property taxes will increase, but there is assistance available to develop a plan, defray the costs, and ensure the quality of the installation of the system. This assistance is made available through the Natural Resources Conservation Service’s Environmental Quality Incentives Program (EQIP). EQIP is a broad-ranging conservation program that provides technical and financial assistance to individuals interested in addressing soil, water, air, wildlife, and related natural resource concerns on their operations. The assistance is in the form of incentive payments that will be available for new pasture seedings, fence, water systems, buffers, winter feeding areas, walkways, and wildlife habitat. Conversion of sensitive cropland to pasture and improving degraded pastures are high priorities for EQIP funding with the new 2008 Farm Bill. Well managed pastureland that follows a prescribed grazing plan benefits every resource concern that is identified by the NRCS as a priority. Soil erosion, soil health, water quality, water quantity, air quality, plant health, plant diversity, domestic animal health, wildlife food and cover, human social and economic stability and viability of a farm operation are the top resource concerns for Pennsylvania agriculture. To apply, producers should first contact their NRCS Field Office at a USDA Service Center. Offices can be found at: http:/ /offices.sc.egov.usda.gov/locator/ Applications are accepted by NRCS on a continuous basis throughout the year to evaluate, rank, prioritize, and select applicants. There is no due date to apply; however, applications received early will be given preference for funding by the anticipated mid-March cut off date. Applications will be evaluated on a monthly basis and approvals made on a regular basis as long as funds remain available. Applications that cannot be funded because of a shortage of funds or lower priority can be retained for up to two years, after which time the producer will need to re-apply. DOLLARS AND SENSE by David Uffington Payday Loan Can Put Monkey on Back Just a few years ago it was folks who lived paycheck to paycheck who were more likely to take out a payday loan. Not so anymore. With the down economy, many people are scrambling to get cash from anywhere they can -- including payday loans. Payday loans aren’t always the quick fix that borrowers hope. Sometimes they lead to increased debt. Here’s how a payday loan works: You apply for a loan, say for $250. You’ll be charged a fee, possibly $50, which comes off the top. You write a postdated check for the full $300 (the check is your collateral) and receive $250 in cash. At the end of the period, perhaps two weeks, the lender deposits the check -- or you go in and pay the $300 in cash. If you don’t have the money, the lender will be happy to roll it over into another loan, which will include more fees. If another $50 fee is tacked on, you’ll then owe $350 on a $250 loan. If you don’t pay, they’ll cash that check, leaving you with even more problems, this time with the authorities for writing a “bad” check. If the lender takes you to court to seek repayment for the bad check, some states allow a “three times the amount” penalty to the payee. You’ll pay that, plus non-sufficient funds charges at the bank. Online, the situation can be even more serious, and the opportunity for scams is rampant. For a lender to electronically deposit the money, it needs your bank account number, as well as personal information that likely includes your Social Security number. You may be required to pay an upfront fee for the loan, thereby giving the lender permission to do an electronic funds transfer out of your account. When it comes to the loan itself, the question to ask yourself is: Will it be putting money in -- or taking more money out? A number of states have legislation in the works to cap the annual interest rate, generally at 36 percent. Some states have already done this. If you need cash, do anything you can to get it elsewhere. If you’re caught up in a loop of ever-increasing payday loans, seek counsel at your local Legal Aid. (c) 2009 King Features Synd., Inc.

DON’T LIKE THAT CEREAL? To use up breakfast cereals that no one in my family wants to eat, I make them into cereal treats, and my family gobbles it up. I start by spraying a 13x9x2 pan and a spatula with non-stick cooking spray. Then I use two tablespoons of butter (margarine can be used), a half of a bag of large marshmallows or three cups of miniature marshmallows, and six cups of breakfast cereal, mixing Rice Krispies® half and half with other cereals. First, I melt the butter in a stockpot and then add the marshmallows, stirring until completely melted. I then remove from heat and add the cereal. I stir the cereal until it is thoroughly coated. Using a spatula, I press it into the pan. After it’s cooled, we eat it. -Jennifer A SLIGHT ALTERATION Now is the time of year the clothing sales are huge! Most of what is left is small sizes, big sizes, or something marked with the wrong size. I buy a size larger than mine and then take it home and alter it myself. I bought a lovely elastic waist skirt this season in a much larger size. I shortened the elastic and removed a little fabric at the seam. They’re very good at what they do, but they’ve been doing the same thing for an awfully long time. NASCAR has been growing since the early 1970s. The last time there were hard times, the Founder, Saint Big Bill of France, was still alive. As the throne passed to St. Bill the Junior, and then to St. Brian the Ambitious, no one had to worry much about failure. The Energizer Bunny really seemed to be in charge, and the sport kept growing ... and growing ... and growing. As noted by many people who went to high school, Abraham Lincoln said you could fool some of the people all of the time and all of the people some of the time. NASCAR has been basing its strategies on the latter. It hasn’t come to grips with Lincoln’s view that you can’t fool all of the people all of the time. God knows they try. NASCAR has targeted its moves to people who don’t love cars. That’s why, gradually, all of the cars on the track have become just

Newcomers are welcome. f HE WASHER GASKETS I just recently bought my first front loading washing machine. At the appliance store, the salesman tried to sell me a small package of chemical tablets for $6. He said that I needed to run the washer once a month with one of the tablets in it instead of clothes to keep the rubber gasket on the door smelling fresh. Thinking I might get these tablets cheaper elsewhere, I told him I’d wait. Well, when I read the owner’s manual, there was no mention of these tablets. It recommended running an empty washer, if the gasket smelled, with a half cup of bleach. Bleach costs pennies for a half a cup compared to those tabs! I still didn’t like the idea of wasting electricity and water on an empty load, so I have started leaving the washer door open for a couple of hours after I use it. The gasket dries completely and then I shut the door. So now I have triple savings! I use no chemicals, no water and no electricity unless I am really washing clothes! -Laura

Where once they stared in wonderment and said, “My gosh, Virgil, I want you to look at the flared fenders on that Galaxie,” now they mutter to themselves, “The only difference is a *#@%^&! decal.” The new fans don’t know the cars they drive don’t have carburetors anymore. New fans think the Chase is groovy because it keeps anyone from having much of an advantage. Old fans really wish they could buy a Chevy shaped like the one on the race track. They wish NASCAR would “let ‘em race” at Daytona. They never saw a debris caution flag they thought was on the level. They neither own nor like dogs they consider lucky. I’m not sure why they write me. I don’t have much clout. NASCAR seldom does anything other than the opposite of what I write. Now, though, NASCAR is worried. The pie fell out of the sky. A bunch of people don’t have jobs anymore. A bunch of owners don’t have teams anymore. NASCAR might even have to pay attention to the old fans again. FINDING THE BEST WAY TO GET SUPPLIES HAS BEEN A LEARNING CURVE (NAPSA)-Schools are getting a better grade on purchasing the supplies they need, thanks to an efficient new prepaid debit card system designed specially for them. The need for a more efficient method was long overdue. In the past, teachers and administrators had to use valuable time to cope with such tediously time-consuming and costly obstacles as purchase orders, paper checks and out-of-pocket expenses just to obtain valuable and necessary school supplies. Fortunately, teachers now have more time to devote to teaching. The special debit card features a designated budget that can be used to purchase anything that’s needed-and so far, it’s getting an A+ from teachers. “Our teachers have been thrilled with the new Bank of America Visa Supply Shelf Card,” said Bart J. Reed, director of business operations for the Pocatello School District No. 25 in Pocatello, Idaho. “It came time to try something new that would not only help us speed up the process of obtaining school supplies, but would also allow for teachers to purchase classroom supplies when it was most convenient.” Last April, the bank introduced the prepaid debit card, which is loaded with a specific allotment of cash funded by school district administrators and then provided to the district’s respective teachers. Participating educational institutions manage card issuance to teachers and can load cards with a monetary value between $25 and $750. Because out-of-pocket expenses are eliminated and because the funds can be more easily tracked by both teachers and administrators alike, the card eliminates the risk and hassle typically associated with the distribution of cash or checks for teacher supplies. Once loaded with cash, the cards can be used by teachers to purchase supplies at school-supply merchants designated by administrators. For safety measures, the card cannot be used to withdraw cash from ATMs or to obtain cash back at the point of sale. Administering the program is far simpler for both teachers and administrators than the current typical processes involving purchase orders and the execution of paper checks. Administrators also benefit from improved visibility of available balances and the receipt of daily and monthly reports, which detail each transaction. This transparency is key to retaining cash that is usually lost when teachers pay for expenses out of their own pockets. The card was initially introduced in 2007 and since then the bank has issued more than 22,000 cards loaded with more than $4.7 million to several school districts in four states. Based on the overwhelmingly positive response from teachers and administrators alike, the bank has experienced a 100 percent retention rate of all school districts that were initially involved in the program. Through the month of October 2008, administrators had issued an additional 5,000 cards to teachers in three states and the bank is actively working with school districts nationwide to expand the program across state lines. “The teachers enjoy the flexibility of being able to purchase when they need supplies,” said Reed. “They would love to use this system all the time,” in lieu of the traditional purchase order system. In order to get my savings immediately without worrying about keeping track of the coupon, I politely ask the checker to ring my required purchases up first and separately from the rest of the groceries. When it is totaled up and paid for, the coupon pops out. I then apply it towards the remaining groceries in the cart. Also, usually during those types of promotions, the brands are on sale! It’s a good time to stock up. -Sheila TWO TO A CHECKBOOK When more than one family member is writing checks and using the same checking account, sometimes one writes a check when there are insufficient funds to cover it. Besides the embarrassment of having a check bounce, there is a fee for overcharges. Here is the solution. When a deposit is made, split it between the checkbooks.
