Morris County Department of Human Services We are here to help! The mission of the Morris County Department of Human Services is to provide help and assistance to residents in need, from children to families to seniors. Services provided by the Department include financial and emergency assistance, access to mental health and substance abuse services, job training and support, prevention services for youth, support for veterans, transportation for elderly and disabled, meals on wheels and adult protective services for vulnerable adults at risk of abuse. The Department also provides residential care for seniors and the disabled at Morris View Healthcare Center, as well as for juveniles and youth at risk at the Juvenile Detention Center and Youth Shelter. Telling Our Stories

Program Description: “Telling Our Stories” is an arts-based literacy program that serves teens in the Morris School District in Morristown. The program includes three components: a “pull out” storytelling program for 6th, 7th and 8th grade students at Frelinghuysen Middle School, a “push in” storytelling program for English Language Learners at Frelinghuysen and an after-school program for 8th-12th grade girls at Morristown High School. The program uses the traditional art of oral storytelling to teach students to reflect upon, tell and gain insight into the stories of their own lives. Participants publish their stories through writing and oral theatrical performances for school and community audiences. Long term participants improve skills in communication and social interactions and gain self-confidence. This program is open to 6th through 12th grade students in the Morris School District. Our participants are referred because they are at risk for anti-social or selfdestructive behaviors.

Length of Program:

Middle school students may enter the program in January of their 6th grade year and remain until they graduate in 8th grade. Girls who participate in the middle school program often join the after-school program when they go to the high school.

Hours of Service:

In-school components take place during the school day, meeting for 80 minute workshops between September and June. Girls Surviving, the high school component, meets on Thursday evenings, 6:00 pm-8:00 pm at Morristown High School from October to June. For the past 4 years, we have been able to offer a Girls Surviving summer program for 20 teen girls in July and August.

There is no fee to participants.

Referral Process:

Participants must be eligible to attend Morris School District schools. Referrals to the middle school program are made through guidance counselors or child study team. Referrals to Girls Surviving are made through student support counselor, Karen Jones-Williams (ext. 2132). School Based Mentoring Program

Program Description: We match children at local elementary schools with high school students from the same school districts. The HS students travel to the elementary school once per week, after school, to meet with their Little Brother or Little Sister. They meet for 1 hour per week.

Care Management Organization - CMO

Program Description: Caring Partners CMO is a 501(c)(3) non-profit Care management organization dedicated to organizing and coordinating services, resources and supports for children in Morris and Sussex County with multiple and complex emotional and behavioral needs. Caring Partners is a core component of the New Jersey State Child Behavioral Health Service’s reform effort designed to provide a better coordinated and streamlined service delivery system for children with emotional and behavioral needs, and their families. Program Description: Child & Family Resources has been providing services to parents, child care programs and the community for 40 years. We are a private non-profit organization that creates and delivers programs and services for the community that support the development of children and strengthen families. We simplify the process of finding child care for parents. We provide diapers for needy children. We assist with child care payments for eligible families. We provide training for the childhood community and parents to help reduce childhood overweight and obesity, child abuse and neglect as well as child development. We provide Parent Coaching.

Young Adult Program

Program Description: The Young Adult Transitional Program provides individuals in recovery from serious and persistent mental illness with affordable housing and support services needed to ensure successful community tenure and an improved quality of life. The housing and services are designed to assist individuals between the ages of 17 and 24 to successfully transition from the children’s system of care (DYFS) into the adult (DMHAS) system. Services include: counseling, advocacy, mental health education and illness self-management recovery skill development.

Eligibility Requirements:

Young adults served by the Division of Youth and Family Services (DYFS), ages 17-24 with serious mental illness, a desire to live independently and a need for onsite support and linkage services from Community Hope counselors. Candidates may share a home with other people in recovery and should be willing to maintain a clean and health living environment.

Length of Program:

Individuals will have 18 months from the day they enter into Community Hope or from their 18th Birthday to complete the program.

Hours of Service:

The program provides access to services 24hours a day, seven days a week.

Referral Process:

Referrals must be submitted through the Morris County DYFS Resource Development Specialist (RDS) or a DYFS case manager with approval of the RDS. All referrals received shall be reviewed against Community Hope’s eligibility criteria and a preadmission assessment shall be completed accordingly. Final approval for enrollment shall be based on the clinical team’s assessment of the individual’s needs versus the aptitude of care in the program.

Mending Arts®

Program Description: Mending Arts is a therapeutic arts program designed to heal children ages 4 and up who have experienced a trauma or a loss. Small group workshops are held weekly for 2 hours in a series of 10 to 12 weeks. The children are grouped by age and stage of development and persisting behavioral problems or life challenges. The group is facilitated by a master’s level board certified creative arts therapist and a visual or performing artist. If child is deemed inappropriate for group, individual arts or music therapy is available.

Eligibility Requirements:

Minimum age is 4 years. Child who has experienced trauma, loss, severe illness or disabilities.

Length of Program:

Series of therapeutic workshops of 10 to 12 weekly for 2 hours per week.

Hours of Service:

Afterschool, usually 4:00 pm to 8:00 pm.

It is designed to provide information and referral, peer support, independent living skills training and advocacy at individual and system levels. Self-Advocacy Institute for Leadership (SAIL)

Program Description: A project funded by the United Way of Northern New Jersey to provide students with an IEP or 504 Plan, ages 13 to 21, with an interactive learning experience addressing issues of self-advocacy, accessing community services, successful goal setting, understanding personal learning styles and more. The program includes 8 sessions at DAWNS Morris county office in Denville plus one session consisting of an activity in the community.

Eligibility Requirements: Participating youth must have an IEP or 504 Plan and must be age 13-21.

Length of Program:

9 weeks.

Hours of Service:

Program typically operates weeknights, 6:00 pm to 8:00 pm. Information about the program may be obtained weekdays from 9:00 am to 5:00 pm.

Student Transition Empowerment Program – Unlimited Possibilities (STEP-UP)

Program Description: A project funded by the New Jersey Division of Vocational Rehabilitation Services and the New Jersey Department of Education to promote self-advocacy skills among students and their families in the IEP process, to increase students’ knowledge of rights, responsibilities and resources and to promote vocational awareness and readiness as youth people transition from school to adult life. Schools are welcome to request DAWN to deliver this transition program on school premises, free of charge to the school and their eligible students. The program is also available at no charge to eligible youth onsite at DAWN’s premises during the school year and during the summer.

Eligibility Requirements:

Participating students must have an IEP or

504 Plan.

Length of Program:

Typically, 12 weeks, 1-2 class sessions per week.

Hours of Service:

Daytime and after-school program sessions are available. Schedules vary.

Youth Recreation Program

Program Description: DAWN coordinates and sponsors a variety of fun and enriching community-based recreational activities and events throughout the year for young adults ages 16-25. Accommodations are made available to attendees as needed. Transportation is not included.

Career Way Mentorship Program

Program Description: The Educational Center offers the Career Way Mentorship Program to provide mentorship services for teens that have minor offenses and have entered the juvenile probation system. The aim is to limit their involvement in the juvenile justice system and offer them opportunities for advancement through career pathway exploration, life skills and education.

Program Description: The ESCUCHA! Youth Mentorship Program

Is a network of volunteer mentors, including both professionals from are corporations who team-teach workshops and supervise group projects and college students who serve as mentors and tutors.

Program Description: Girl Scouts of Northern New Jersey provides leadership development programs for girls ages 5-17 throughout Morris, Bergen, Passaic, Sussex and Northern Warren counties. Girls Scouts’ mission is to build girls of courage, confidence and character, who make the world a better place. We offer programs of a wide variety of topics including bullying, selfesteem, career exploration, safety, science and math, financial literacy, cyber-bullying and much more. The programs are offered by staff, volunteers and outside vendors. The Girl Scout Leadership experience is offered in conjunction with leaders and volunteers who have been trained and background checked to provide a safe, nurturing environment where girls can be mentored and are encouraged to take on leadership roles.

Eligibility Requirements:

All girls ages 5-17 are welcome to the Girl Scouts. Girls must pay annual membership dues to be registered with Girl Scouts of the USA, the national organization. Girls are required to follow the Girl Scout Promise and Law.

Hours of Service:

Girl Scouts of Northern New Jersey operates three service centers in Paramus, Riverdale and Randolph. They are open Monday through Friday, 9:00 am to 5:00 pm and Tuesdays 9:00 am to 7:30 pm. Service Centers are open the first Saturday of each month from 10:00 am to 2:00 pm. An additional resource center is open in Paterson from 10:00 am to 6:00 pm Monday through Friday.

Geographic Criteria: Girl Scouts of Northern New Jersey serves all of Morris, Bergen, Sussex and Passaic counties and the northern half of Warren County.

Fees/Payments:

Girls between the ages of 5 and 17 pay $24 annually beginning in the 2012-2013 program year. Adult volunteers pay $12 annually.

Referral Process:

Girl Scouts is open to any and all girls between the ages of 5 and 17. Adults can volunteer for Girl Scouts and must undergo a series of trainings and a criminal background check provided by Girl Scouts of Northern New Jersey.

Children’s Mobile Response and Stabilization Service & Sussex County FCIU

Program Description: MRSS/FCIU provides immediate, in-person response to a crisis within one hour. MRSS/FCIU is available 24hours per day, 7 days per week. MRSS/FCIU provides service linkage and case management coordination for up to eight weeks. Our goal is to maintain children in the community and their home environment. We work together with the family and caretakers to resolve the current crisis and to link them to community-based support services. If a youth is receiving services from Youth Case Management (YCM) or the Care Management Organization (CMO) then MRSS/FCIU can only provide crisis intervention services to the youth for 72 hours, as YCM or CMO will continue to coordinate services. If MRSS/FCIU has placed a youth in the shelter who is receiving YCM or CMO services then MRSS/FCIU will service they youth until they are transitioned out of the shelter. Coordination of services will take place during this time between MRSS and either YCM/CMO program. 24

If MRSS/FCIU services are being court-ordered, the following will ensure that services are provided promptly: fax the court order to the CSA at 877-736-9166 and assist the family with calling the CSA to arrange for a MRSS/FCIU dispatch.

Eligibility Requirements:

Morris and Sussex children and youth aged 5-18 or 21 if the youth was involved with any system of care partner including DYFS, Juvenile Justice System or the Division of Mental Heath Services on their 18th birthday whose escalating emotional or behavioral difficulties threaten to disrupt their current living arrangement.

Enhanced Supervised Visitation Program (ESVP)

Program Description: The Morris County Enhanced Supervised Visitation Program (ESVP) is designed to meet the individualized needs of families. ESVP consists of coordinated, frequent visits that provide opportunities for parent/caregiver enrichment of skills and assists DYFS and the courts to make decisions in the best interest of the child(ren). ESVP is tailored to suit the family’s needs regarding the level of supervision required and the location of the visits. Visit activities focus on supporting the 25

parent child relationship and on providing the parent with opportunities to learn and practice new skills. ESVP activities focus on tasks including childcare, feeding and diapering babies, food preparation, supervision of meals and snacks for older children and help with homework. In addition, at the end of each visit the staff who supervised the visit, discusses behaviorally specific observations with the parent or caregiver and provides them with feedback regarding what went well during the visit as well as areas to improve at the next visit.

DYFS involved families in Morris County. Families with court ordered visitation (must be DYFS) involved.

Program Description: The Family Crisis Intervention Unit (FCIU) prevents at risk youth from entering the court system by providing crisis intervention services twenty-four hours per day, seven days per week. FCIU offers prompt, crisis-oriented therapy (up to 8 weeks) provided by trained family counselors. The counselor helps the family deal with the immediate crisis, provides short-term counseling and continues to work with the 26

family until an appropriate plan of action can be defined. Sessions are primarily provided in the FIS office in Rockaway but community outreach sessions are available under special circumstances as determined by the FCIU.

Eligibility Requirements:

Families with children/youth between the ages of 11 and 17, who exhibit emotional or behavioral challenges that may jeopardize their current living arrangements and who are not under the supervision of the Division of Youth and Family Services (DYFS) may be referred. The services are provided to Morris County residents only. Referrals can be made by any community member.

Program Description: The Family Intensive In-Home Treatment (FIT) program provides in-home treatment to prevent out of home placement. The primary goals of the FIT program are: preventing out of home placement when the safety of the child is being ensured, improving family functioning and developing skills to 27

Family Outreach Program (FOP)

Program Description: The Family Outreach Program (FOP) provides services to families that reside in Morris County with youth aged 0-18 years with special social and emotional needs who are at risk of out of home placement or has been involved in abuse and neglect. Program Description: Good Grief offers peer support groups to children (3-18 years) and young adults (18-30 years) and their families who have lost a parent or sibling due to death. Groups are designed to help children share feelings and memories about the person who died and identify ways of coping and growing through grief. Children and teens meet in small groups with others their own age. Parent groups meet separately and run concurrently to the children/teen groups. Program Description: The New Hope Foundation provides residential addiction treatment services for alcohol and other drug abusing adolescents, which approximates the American Society of Addiction Medicine (ASAM, PPC II-R) Level III.7: Medically Monitored High Intensity Residential/Inpatient Treatment. Our residential services are available to all residents of Morris County. The program accommodates both males and females and gender-specific interventions are in place. We are recognized by the State of New Jersey as a ‘dual diagnosis-enhanced’ (ASAM PPC-II-R) program and can serve individuals whose psychiatric disorders are stable and do not interfere with their participation in addiction treatment. New Hope’s Marlboro facility is accessible to the physically handicapped. Intake Assessment - Initial medical screening, NJ-SAMS (State datagathering/outcome measurement system) and counseling interviews screen clients for the appropriate level of care and establish an initial treatment plan. Educational/Recreational Programming - Individualized academic tutorial plan developed provides for remedial and/or academic 67

instruction designed to advance grade level and improve academic skills. High school classes are provided 4-hours per day/5-days per week throughout the year, excluding holidays and field trips. Recreational activities are scheduled on a daily basis. Program Description: Shepard Preparatory High School is a stateapproved private high school program for classified students with behavioral and/or learning problems. We service students in grades 9 through 12. Our mission is the enhancement of educational and social functioning of each student with an eye toward the successful reintegration into public school. This is achieved through a persistent system of positive reinforcement, feedback, counseling intervention and individualized academic instruction. Shepard Prep strives to provide the best quality education to students by stimulating the growth and development of their moral, creative, intellectual and athletic skills. Program Description: The TLC has operated as a county based collaborative since the year 2000 with a TLC coordinator in each county. These county coordinators provide meetings throughout the year bringing together school personnel, mental health clinicians, juvenile justice personnel, law enforcement officials, social service agencies, child welfare workers and many others who work closely with youth. The meetings are effective forums for reviewing traumatic loss events, identifying service needs, and providing professional development through the inclusion of an educational component. Speakers for the educational component are experts in topics related to the needs of youth. The coordinators also work within their counties to direct a Lead Response Team (LRT) to assist schools when needed following a traumatic loss event, or as in the case of several counties, support the director of an existing team. Post Traumatic Stress Management (PTSM), Psychological First Aid (PFA), Classroom, Culture and Community Based Intervention (CBI) and Traumatic Incident Intervention (TII) trainings are provided for members of these teams. The TLC for Youth Program has created an expanding statewide network that effectively works to prevent suicide and promote 93

healing and resiliency in the aftermath of traumatic loss.

Program Description: Zufall Health Center is a non-profit, Federally Qualified Health Center that offers affordable, high quality medical, dental and behavioral health (counseling) services to individuals and families. Patients with no health insurance pay for their visits on a sliding fee scale, which means that the cost of the visit is determined by income.
