By our correspondent Melbourne: Those refugees (asylum seekers) on the Australian ship anchored in Indonesian waters seem determined not to accept getting down in Indonesia and stay in an Australian funded detention centre. It is clear they want to come to Australia as asylum seekers fleeing the now defunct civil war between the LTTE and the Sri Lankan Army. As a nation which understands its international duties, an Australian ship picked up these people in distress at sea. Once on the Australian ship, the asylum seekers became our responsibility. But it is also a fact that those who apply for refugee status

mainly come by plane. The politicians seem to have an obsession with boat people. The opposition Libs sniping instantly at the government for not protecting its borders, Prime Minister Kevin Rudd went in for the Indonesian solution of unloading this human cargo in Indonesia. A solution not different from John Howards Pacific solution, Kevin Rudd’s Indonesian solution has run into rough weather. The Libs are happy seeing the Rudd government cornered on the issue and are demanding the strict mandatory systems put in place by John Howard and abandoned by Kevin Rudd , be reintroduced.

The type of political hypocrisy and political football being played speaks for itself. The Libs who had the Pacific Solution now oppose the Indonesian solution. But also do not say whether the fellows on the Australian ship be brought to Charismas Island for possessing their refugee claims. Labour who opposed the Pacific solution are now all for a similar Indonesian solution. So, both the major parties are divided and are in a dilemma of sorts. Obviously, no sane person can support the inhuman mandatory systems of the Howard regime. Labour rightly abandoned them. PM out of loop on Tamil asylum seekers Prime Minister Kevin Rudd has admitted he does not know the status of 78 Sri Lankan asylum seekers aboard an Australian customs vessel in Indonesian waters. The ethnic Tamils, who are refusing to leave the Oceanic Viking, have reportedly been living in Indonesia for years. Citing written messages thrown off the ship, Fairfax newspapers reported group members as saying they had been in Indonesia for up to five years, and had been accepted by Jakarta's United Nations High Commissioner for Refugees (UNHCR) office as genuine asylum seekers. Mr Rudd said he knew nothing about the news."The UNHCR has got responsibility for processing the individuals on this particular vessel," he told reporters in Canberra. "I am unaware of what the outcome of any ... initial processing or initial discussions may be concerning their status - that is a matter for the UNHCR." Asked if Australian officials had interviewed those aboard the boat, Mr Rudd said: "I'm unaware of where all that is up

Opposition Leader Malcolm Turnbull was also remaining non-committal, refusing to be drawn on whether a future coalition government would adopt previous prime minister John Howard's tough stance on asylum seekers. "When we come into government, after the next election, presumably a year from now, we will examine all of the options, including the policies that we had in place at the last election," he told Network Ten. He did say, however, that if the latest news on the Sri Lankans was true, it contradicted the government's statements that push factors - such as war - were behind the recent increase in people seeking asylum in Australia."If these people had left Sri Lanka five years ago to Indonesia then that completely demolishes Kevin Rudd's argument that his changes to our domestic policies ... have had no influence on this surge," he said. The Indonesian solution is an Indonesian fiasco and it's clearly not working." Australian Greens senator Sarah Hanson-Young said an Australian solution to the asylum seeker issue was required, one that was practical, long-term and humane. "The prime minister, the leader of the opposition and all the other parties in the parliament - including the Greens should be putting our heads together and coming up with a real solution," she told ABC TV. Is the Congress, which is emerging stronger with every assembly election in the aftermath of its unexpected success in the May Lok Sabha elections, getting firm with its allies? That seems to be the case as the volte- face by Karunanidhi on Jairam Ramesh, union minister for environment and forests, and the curious case of the CBI on the telecom ministry headed by A Raja shows. And now comes yet another about turn by CM Karunanidhi who was all set to spew fire and brimstone first at Jairam Ramesh, then pencilled in Kerala for the treatment but has retreated.  A meeting scheduled in Madurai on November 1 to condemn Jairam Ramesh – whose ministry gave permission to Kerala to conduct a survey as a precursor to building a dam to replace the 114-year-old Mullaiperiyar dam (a standing committee of the National Board of Wildlife chaired by Ramesh had given the go ahead to Kerala) – was to go ahead except that its changed agenda was to vilify Kerala. The Madurai meeting which was to have Karunanidhi addressing and his son, M K Azhagiri, union minister for chemicals and fertilizers, presiding was to show that the DMK can read the riot act to its ally, the Congress. But Karunanidhi’s announcement in party organ, Murasoli, showed that the DMK thought better of provoking its ally which seems to be in a mood to flex its muscle in the changed political scenario.  Karunanidhi is down on his luck with the Supreme Court declining to give in to TN’s plea to order a stay on the ongoing survey. Karunanidhi has to battle political parties, chiefly AIADMK’s Jayalalitha who has accused him of not doing enough to protect TN’s rights. When he called the Madurai meeting to condemn Jairam Ramesh, Jayalalitha was derisive saying the move was “absurd” and what Karunanidhi should do is walk out of the UPA. Obviously that is not something he is not willing to do, and therefore with so little room to manoeuvre he was going to target Kerala instead. Ironically the Kerala CM gave him a rope saying it was Jayalalitha’s shrillness that had prompted him to take such an intransigent position on Mullaiperiyar. The spin DMK sources gave for the CM’s change of heart was, “If it was a condemnation meeting against a minister, it will be construed as one against the UPA government. The state will not gain by blaming the centre, which has to give several more clearances before a dam is built. Our idea is to highlight the fact that a new dam is not necessary.” 

The history books say…. Incidentally, the Supreme Court had in 2006 allowed TN’s plea to increase the storage level in Mullaiperiyar dam from the current 136 ft to 142 ft, which Kerala has sought to nullify through legislation. It was during Jayalalitha’s time as CM that TN had approached the court to increase the storage level in the dam. Now she takes credit: “Though Kerala opposed this tooth and nail, we made such a powerful presentation of Tamil Nadu’s case that the Supreme Court allowed the storage level to be raised from 136 to 142 feet.”  On the day the court declined TN’s play for a stay on the survey, it had also rapped Kerala for adopting a tough posture on the inter-state water dispute. In July, the Kerala assembly had passed a unanimous resolution urging the centre to take the lead in building a new dam to replace the old Mullaperiyar dam located on the Kerala-Tamil Nadu border. In this context, opposition Congress leader Oomen Chandy said: “They need water and we need to look after our safety.”

The PMK is in search of an ally ever since it walked out of the AIADMK alliance (which itself was forged conveniently for the Lok Sabha poll) protesting against the court case filed by former minister C V Shanmugham seeking to implicate founder S Ramadoss and his kin in a case of violence in the run-up to the 2006 Assembly elections. The left parties have made it clear that they were part of the AIADMK alliance only for the Lok Sabha poll. Besides, they have already broken ranks with the AIADMK by contesting the five bypolls recently whereas Jayalalitha boycotted the elections. So, the rainbow coalition minus the Congress is a distinct possibility. But since politics is the art of the unpredictable, the DMK apparently thought discretion will serve it better and hence, its retreat.

It’s recent history that appears to have provoked Karunanidhi to retreat. He had got into a messy situation with the Supreme Court in October 2007 when he called a statewide bandh on the Sethusamudram issue. When he got wind of the Apex Court’s (which was hearing the case) displeasure, he rushed back to the secretariat to clear files, so that the court would not construe his action as defiance. Now he has attributed his latest retreat to the fact that the Mullaiperiyar issue is subjudice.  Grist for the election mill But for TN’s assembly election scheduled for May 2011, the Mullaiperiyar issue is pregnant with promise as an election plank. The DMK’s aim is to up the ante on the issue so it can look good. And if the Congress looks bad, so much the better. The Australian High Commissioner for Solomon Islands, HE Mr Frank Ingruber, WO Mike Winter and Mrs Dawn Winter. Warrant Officer Michael Winter is a Navy Physical Training Instructor working at the Australian High Commission in the Solomon Islands and this week he had the unusual honour of being awarded the Solomon Islands Medal (Silver) for his “dedicated & voluntary commitment in the development of sports in Solomon Islands and to other charitable services.” WO Winter played an active role in initiating fitness programs and equipped the only gymnasium in Honiara with modern fitness equipment. Warrant Officer Winter conducted fitness classes and as a result there are now 60 women attending classes. He has also recruited the services of other expatriates living in the Solomon Islands to assist with fitness classes, in a voluntary capacity. “To be awarded the Solomon Islands Medal (Silver) gives me the satisfaction and joy of knowing that I have been recognized by a foreign country for my contribution in the field of sport in another land. For this I am a proud Australian and a very proud member of the RAN, as I learned my trade as a serving member of the RAN”, said Warrant Officer Winter Warrant Officer Winter also provides fitness training to local soccer and netball teams, and was approached by the National soccer coach to be their fitness trainer, a position he unfortunately had to decline due to a lack of spare time - hardly surprising with all of his volunteer work! Obviously, the best option is to immediately take them to Christmas Island where the immigration authorities can process their refugee claims. This is likely to inflame the Libs who are busy trying to get maximum political mileage out of the issue. A story by Claire Harvey, The Sunday Telegraph (October 25, 2009) in the news.com.au tells us that the boat people represent just a small fraction of Australia’s intake is just a fraction of our intake. It says every day at least 13 asylum-seekers enter Australia through airports, representing 30 times the number of boat people that are supposedly "flooding" across our maritime borders. A total of 4768 "plane people" - more than 96 per cent of applicants for refugee status - arrived by aircraft in 2008 on legitimate tourist, business and other visas compared with 161 who arrived by boat during the same period, the Sunday Telegraph reports. And plane people are much less likely than boat people to be genuine refugees, with only about 40-60 per cent granted protection visas, and compared with 85-90 per cent of boat people who are found to be genuine refugees. In 2007-08, 3987 claims were received and 1930 of these were approved. Exact plane-people figures for 2009 are not yet available, but an Immigration Department spokesman said the figure was likely to have increased at a similar rate to that of boat arrivals, which grew from 161 to 1799 since last

year, in response to increased pressures within the region, including the end of civil war in Sri Lanka.

An analysis by The Sunday Telegraph of immigration records shows that Sri Lankans represented more than 28 per cent of "plane people" who successfully applied for protection visas in 200708, followed by Chinese (26 per cent), Iraqis (14 per cent) and Pakistanis (7.6 per cent). Of the plane people found to be non-genuine refugees, many are Indonesian, Malaysian, Indian and Chinese. Chinese represent 30 per cent of plane people who apply for refuge, followed by Sri Lankans (8 per cent), Malaysians, Indonesians, Iraqis and then Indians. Australia will take 13,750 refugees through its humanitarian program in 2009-10, an increase of 250 on last year. The story adds: Politicians' "expedient obsession" with boat people is clouding the truth about Australia's refugee flows, according to migration law expert Professor Mary Crock, of Sydney University Law School. "It's a great mystery why people get upset about boats -- and it's disappointing that our Prime Minister is playing to the old politics," Professor Crock said. "We have a small number of arrivals and the ones who arrive by boat are nearly always genuine refugees." Also, compared to countries like Italy, Norway, France, Pakistan, Syria, India etc, only a fraction of people get refugee status entry into Australia. It is not time to resurrect Howard policies on refugees but to show a humane solution to the stalemate. These asylum seekers should be processed under our laws.

‘INNER PEACE FOR WORLD PEACE – SERVE SRI LANKA’ SPECIAL PROJECT TO SERVE SRI LANKA At this present time there is unending conflict, disputes and war which are ripping apart many nations, causing immense peacelessness, sorrow and suffering to mankind. Some countries like Sri Lanka, Myanmar, and many African, Middle-Eastern and South Asian countries have been in a state of unrest for many years. Everyone aspires for peace to be restored and many dialogues, conferences and peace treaties have been formulated year after year, with no result. How can we really establish peace in any particular nation or in the world as a whole? Is it merely a dream that can never be achieved? As we know the famous saying “war begins in the mind of humans” likewise, peace can only be established within the peaceful minds of individuals. Therefore, it is only possible if each one of us contribute to world peace by spending a few minutes each day by praying or meditating i.e. to think positively to achieve world peace. We may wonder if that is possible. Well, it is undeniable that the human mind has the greatest potential to uplift or to destroy the world. Let us bring a heavenly world by first of all creating peace within our own minds to influence the world positively. Internally displaced persons in Sri Lanka Noel Nadesan This speech was delivered at Mural room, Parliament, Canberra at 29-10-2009.

However, the lasting legacy of the just ended civil war, are the large number of 'Internally Displaced Persons' scattered around the island, with the biggest concentration in Vavuniya. The IDPs in Sri Lanka can be classified into several categories: 1.The Tamils who have scattered to various parts of the south of their free-will, to escape the ravages of war, including LTTE and Sri Lankan armed forces harassment. 2. The Tamils who were forced out of their normal habitations during the course of the war and had to be accommodated in camps by the government. 3. The Sinhala villagers who were forced out of the border villages, because of LTTE terrorism. 4. The Muslims who were forcibly driven out of the northern province by the LTTE, and are living in camps in Puttalam for 20 years. 5. The Tamils who moved with the LTTE – either willingly or under compulsion- as the war progressed towards it culmination starting when the LTTE was driven out of Jaffna. Approximately 300,000 Tamils crossed over to the government side as the war ended. Most of them are presently living in camps set up in the Chettiikulam area of the Vanni district. There are also thousands of Tamils who have fled Sri Lanka to escape the ravages of war and are living in India, either in refugee camps or in freer conditions. There are also hundreds of thousands

12. Adequate amounts of water are available in these camps for drinking and bathing. However, people have to take their turns to get their drinking water or to have a bath. There are plenty of tube well outlets and tap outlets. But each has to be shared by many families. This is an inconvenience rather than a problem. 13. The officials- civil, military and Police- were friendly towards the people and this was reciprocated. There was no visible tension between the officials and the people.

15. People were engaging in small scale trade and had established their back yard gardens. 16. There was a special area for the Brahmin families, because they are vegetarians and have cultural and religious practices that are mandatory. 17. 54 NGO's and INGO's are working in the camps and providing services to the IDPs.

The armed resistance from among the Tamils living in the northern and eastern provinces had spanned a period of thirty years, before being brought to a dramatic end on the 18th May, 2009.

The LTTE combined conventional, and Guerilla warfare, with a heavy sprinkling of various acts of terrorism in its operations against the Sri Lankan state and its peoples, including Tamils. The details of this act of terrorism are well known to you and need not be elaborated.

14. The camps are of course crowded , but this was not a cause for complaint by the IDPs.

There are several controversial reports on the conditions of the IDPs housed in the camps. In this speech Dr. Noel Nadesan analyses clinically, without political biases, the realistic conditions that prevail in the IDP camps. This is a first-hand report that is a must read to get behind the political spin that has distorted the realities of the conditions faced by the IDPs.

It is not my intention to discuss the reasons for the armed resistance, here-in. However, the armed resistance identified with the Tamil minority within Sri Lanka, evolved over time into a civil war, where the armed forces of Sri Lanka were pitted against the armed forces of the LTTE. The LTTE had established the rudiments of a state within the island and had developed the military structures to be on par or in some instances superior to those of the Sri Lankan state. However, what was deemed impossible was accomplished by the Sri Lankan armed forces on the 18th of May, this year.

These are the 'Externally Displaced Persons', who are also the victims of the tragedy in Sri Lanka. They need to be remembered although, we are focusing today on the IDPs in Sri Lanka. The concerns being expressed on the plight of the IDPs, are largely centered on those in the camps in Vavuniya. The Muslim IDPs in Puttalam and the 25,000 IDPs in the East are rarely mentioned. Further, the 'Internally displaced Sinhalese' are never thought of. The selfdisplaced Tamils living in the South are of course not considered 'Displaced' at all. Our plans for the future should centre on all these people who were forced out of the places of residence and habitation by forces beyond their control.

twice and spent long hours there. On the first occasion we visited the Gamini Vidyalaya reception camp and the Kadirgamar IDP camp. On the second visit we visited the Kadirgamar camp and the zone- 4 camp. We have thus seen the plight of these refugees as they arrived from the war zone and how the conditions in the camps have improved between our first and second visits. We were given the freedom to move around within these camps and interact with the people on both occasions. We also have spoken to the ministers, military officials, the government agent and camp officials, during our visits. What we saw, heard and learnt are: 1.There is no major disease out breaks in these camps as alleged. 2. Mortality rates in these camps are comparable to those in any normal society.

Among the IDPs in Vavuniya are also thousand of men, women and children, who were participants in the war on behalf of the LTTE or were sympathetic towards its cause. Thousands have been identified and separated, while many more live amidst the IDP's in the camps. How these people, have to be treated and dealt with should be our concern too. They are also 'Displaced Persons' today and sooner or later have to find a place in society.

3. The malnutrition visible during the first visit, had largely abated by the second.

The recently displaced persons, who are living in the Vavuniya camps in large numbers and have been cleared of any LTTE involvement, of course should return to normal life, in their original habitations as soon as possible. There can be no dispute about this. However, when this is realistically possible is a subject of much debate, of a rancourous ,ill-informed and emotional nature.

6. No cases of rape by the armed forces were reported to us by the people we spoke.

The conditions in the Vavuniya camps have been described as akin to those in Nazi-type concentration camps by many who have not seen these camps and interacted with the people there. The presence of LTTE cadres within these camps makes it imperative that the camps be fenced for security reasons by the government. LTTE flags have been hoisted within these camps occasionally! Our team has visited these camps

4. The medical facilities within the camps are adequate and the sick have access to specialized care in the Vavuniya and Chettikulam hospitals. The more serious cases are taken to the Anuradhapura and Colombo hospitals. 5. There are skin ailments and cases of chicken pox. The IDPs , when arriving from the war zone already had skin diseases such as scabies.

7. The people were free to move around within the camps. 8. There were facilities for communal and individual cooking. Dry rations meeting international standards of basic nutrition are provided free at these camps. 9. The toilets constructed by the UNHCR and the tents provided by it, were unsuitable for the climate and circumstances. The government -built structures were more climate- and peoplefriendly. 10. There are places allocated for visitors to meet the camp residents. 11. There are co-operatives stores, schools banks, libraries, temples and vocational training centers within these camps.

20. Mr. Basil Rajapakse, showed us details of plans to re-build damaged infra-structure in the war torn areas and presented us details of what had been achieved. He also answered our questions without any hesitation and in an open manner. 21. The people in the camps were relieved to have escaped from the horrible conditions in the war zone and were happy to be in a safe place. 22. The LTTE supporters, sympathizers and cadres within these camps are of course unhappy at the turn of events and can be suspected to be vocalizing exaggerated stories about the conditions in these camps. We have experienced this ourselves. From what we had seen and heard, we are convinced the IDPs cannot be sent back to their places of residence immediately. The majority in these camps are poor, daily wage earners. They need the infra-structure to provide them employment, health care, schooling and welfare support. Farming and trading activities should be possible in these areas, soon after they arrive. There should be facilities to give long-term care war the psychologically and physically traumatized. These areas should be free of landmines and arms. The security of these people should be assured. The long term interests of these unfortunate people should engage our conscience and financial resources, rather than scoring short-term political or emotional points. It should not be forgotten that although the conditions in these camps can be found fault with, they are much better that what would await these IDPs, if released from these camps immediately. These camps are temporary and the UNHCR demands they be temporary. The TNA demanded they be temporary, soon after the war ended. In fact the TNA accused the government of trying establish new villages in these camps at that time! We cannot have it both ways. Temporary camps will have their inadequacies and meant to be so. Let us work to ensure a better future for all IDPs in Sri Lanka and to ensure a united and prosperous Sri Lanka for all her people.

TRINCOMALEE, the capital of the Eastern Province, remains a sleepy town on week days and comes to life only during the weekends when people from all parts of the island flock in for their first glimpse of the east after years. A few houses along the road even have “Lodging Available” boards in Sinhala. The tariffs for furnished houses vary from Sri Lanka Rs.3,500 to Rs.5,000 a day. ($1 fetches Sri Lanka Rs.114). Nilaveli is one of the main beaches where the ocean is calm and a sea-bather could venture far out into the sea. On weekends the beach is packed with vehicles and families can be seen frolicking. Another attraction is the seven hot-water wells at Kinniya, on the outskirts of the town. The waters of the wells are considered to have mineral properties that help in healing skin eruptions and rheumatic pain. The springs are under the care of the local municipal council, and the authorities need to do a lot more to make them tourist-friendly. The entry fee per person is Sri Lanka Rs.20. A wall surrounds the area, which has shelters and separate changing rooms for men and women.

It includes a study of the pogrom against the Muslims in 1915 and a remarkably detailed analysis of the projects of Anagārika Dharmapāla (1864-1933), a staunch Sinhala Buddhist who launched a full-throated campaign against British rule and Christian missionaries. The author's preface "Before Pirapāharan, after Pirapāharan" was written after the military decimation of the LTTE early this year, but all the other articles are the product of years of research. This journey, clearly, has been a labour of love. We now have some of the results before us so that they can be subject to critical scrutiny. Taken as a whole, this book of 450 pages that include 35 striking photographs with mini-essays comes as a breath of fresh air in an atmosphere heavily polluted by hasty accounts penned by flyby-night journalists and self-appointed Sri Lanka experts on Eelam War IV. The temporal focus encompasses the last two centuries for the most part, though there are excursions further back. Issues of collective identity, modes of communication and the embodied practices of committed people provide some of the overlapping themes that straddle past and present. Sinhala consciousness serves as a central theme within the collection, with particular attention to its modern form, namely, the currents of Sinhala nationalism from the British period onwards. The author's readiness to depict some of these expressions as "chauvinist" provides a clue to his political positioning today. The book clearly shows that the crisis which Sri Lanka faces today was born well before Prabākaran. The roots of Sinhala claims to hegemony go deep. If the chapter on Dharmapäla's think-

ing and the "Marakkala Kolahālaya" in 1915 are not revelatory enough, that on the logic of association and conflations of time which inspired the Kandyan rulers of the 1810s to link the threat posed by the demonic white foreigners with that of the "sädi demalu" (vile & fierce Tamils) of Dutugämunu's time is illuminating: it highlights the historical depth of sharp differentiation. Attention to Sinhalese thinking is balanced, albeit unevenly, by some space devoted to Tamil nationalism in modern times. Roberts indicates that the first sustained exposition of Sri Lankan Tamils as a "nation" was presented by the Ceylon Communist Party in 1944. However, the book does not trace the history of this current and jumps to a consideration of specific threads informing the commitment of those who joined the LTTE. Two essays elaborate on the religiocultural roots of the martyr cult deployed by the LTTE in the course of the Tamil struggle for self-determination. This takes Roberts on a journey into the southern Indian heritages around the Cankam poetry and bhakti movement. These chapters also dwell upon a whole range of everyday practices of religious devotion oriented towards the negation of the self and the offering of votive gifts to powerful entities/ goals. Renewal of self through fusion with a deity, it is argued, is conducive to martyrdom on behalf of one's people and their cause. Michael Roberts's corpus of writings is substantial. They "straddle the fields of politics, history and culture;" while his disciplinary specialities are described as "cultural anthropology and historical sociology" (publisher). Few scholars on Sri Lanka can match his credentials, though his arguments on the ethnic strife in the island nation have been contested and debated by equally erudite personalities.
