Seminar for Tamil Diaspora to join rebuilding of Northern Province Our Correspondent Ministry of Social Services and Rehabilitation, Douglas Devananda, has invited Tamil professionals in the diaspora to participate in the rehabilitation of the Northern Province. A seminar will be held at the University of Jaffna 12th of January 2010 for the Tamils of diaspora to meet and formulate programs for development. Minister Devananda said that the time has come for the talented Tamils to return and help rebuild the Northern Province that has been badly affected by a war. He added: “Tamil aspirations need to be fulfilled at various levels. It is not confined to politics alone. The intellectuals, doctors, engineers and other professionals who left the

country in large numbers during the war have now the opportunity to return home in peace and work for their well being. The Tamil diaspora have much to contribute. We are opening the doors for them to come in. They should not miss this opportunity.”

It was hosted by the Swiss Federal Department of Foreign Affairs. Tamil Information Centre (TIC) in London invited the Tamil parties to the first meeting of Tamil-speaking parties. Each participant was paid $3100 as expenses. When the conference opened Minister for Social Services, Douglas Devananda, representing the Eelam People’s Democratic Party, objected to the presence of Swiss Foreign Ministry officers, saying that they were invited by TIC and foreigners should not intervene in the domestic politics of Sri Lanka. The Tamil National Alliance (TNA) representatives struck a discordant note by trying to discuss the coming Presidential elections. Suresh Premachandra of Eelam People’s Revolutionary Front raised the issue of self-determination. This was followed by Gajendra Ponnambalam of the AllCeylon Tamil Congress, talking about two nations. They were rebuffed by Douglas Devananda, Dharmalingam Siddarthan, People’s Liberation Organisation of Tamil Eelam, and Arumugan Thondaman of the Ceylon Workers Congress, representing the Indian Tamils. Devananda emphasized the need for a political solution within the framework of a united Sri Lanka. These divisions were confirmed when Devananda, Siddarthan and Thondamana returned to Sri Lanka. All three have pledged their support to President Mahinda Rajapakse in the

coming Presidential election due to be held on January 26, 2010. The joint communiqué issued at the end of the three-day meeting also confirmed the failure of the parties to agree on a common agenda. In a laconic statement the parties said: “We, the representatives of the political parties of the Tamil-speaking peoples unanimously:  Affirm the historic meeting enabling an exchange of views, and express a full commitment to a common forum among representatives of all Tamil-speaking peoples;  Recognize ‘Tamil-speaking peoples’ comprise three distinct peoples: Tamils, Muslims, and Tamils of Indian origin;  Respect the distinct and separate identities, interests and positions of the parties;  Recognize and affirm the need for unity and consensus among the Tamil-speaking peoples while acknowledging differences with regard to some issues and the paths to pursue them;  Commit to the engagement by all segments of society towards a just and durable political solution through a dignified, respectful and peaceful process;  Agree and commit to continuing our dialogue.” The conference was organized under the title of “The role of the elected representatives of Sri Lanka’s Tamil and Muslim population in a process of national reconciliation, reconstruction and reform” with the clear objective of forming a broad front of the three distinct Tamilspeaking communities. But political commentators pointed out that it was a failure.

Sri Lanka has bought 10 metric tonnes of gold for 375 million US dollars from the International Monetary Fund. Sri Lanka’s central bank Governor Nivard Cabraal has said that gold would be a “very important anchor” for its foreign reserves. As of September 2009, Sri Lanka had reported gold holdings of 5.3 tonnes. The IMF said its latest sale was of the 403.3 metric tonnes it was selling to raise money. It had already sold 202 tonnes to India and the Mauritius. IMF said it was first selling to gold “directly to central banks and other official holders” instead of to the general gold market.

Some participants suspect that though it was hosted by the Swiss to put up a show of neutrality the real hand behind it was that of the British. The British government is making covert moves to dabble in Sri Lankan politics in a big way. against humanity. The pro-LTTE group raised the issue of dealing with these issues by an international court as in Kosovo. Browne argued that external intervention has not solved the problem. It has be done internally and they favour the internal mechanism to an external intervention. The Tamil diaspora representatives consisted of two wings: the pro-LTTE activists which were in the majority, and the moderate wing which seeks to engage the Sri Lankan government in working out a formula for the future of the Tamils. The pro-LTTE wing emphasized that the Tamils will not get a fair deal now that the government has defeated the LTTE. Browne’s response was that they have to come down to the middle as they cannot expect to get all what they wanted under the present circumstances.

Australian Tamil Community Activist with Des Brown in Canberra

Des Browne, the British Envoy to Sri Lanka, told the Tamil diaspora in Australia that, after the comprehensive military victory, the only option available is to engage the government in working out a solution for the Tamils. He met the representatives of the Tamil diaspora at Westminster House, the residence of the British High Commissioner to Australia on Saturday morning. In the open dialogue with the Tamil representatives he dismissed outright any possibility of the international community supporting a separate state. He told the Tamil diaspora that big powers like Russia and China will be sympathetic to Sri Lanka as they have their own separatist problems. This blunt message from Britain has dealt a hard blow at the current moves of the radical section of the Tamil diaspora to set up a Tamil Transnational government in exile. Browne emphasized that the only leverage available to the West is the GSP+ but even that economic leverage should be handled with care. He added that he preferred to use it as a threat rather than enforcing it as it would affect the Sri Lankan people.

The discussions centred on three main issues: 1) Humanitarian assistance: The proTiger wing complained that the government is not treating the IDPs properly. They said that the IDPs re-settled in their new homes were not provided proper facilities to recover. Browne suggested they have been demanding and early release and the latest information to him was that nearly 100,000 have been re-settled with the relatives and carers. After that is done by the Sri Lankan government it is rather difficult to press for better conditions for the IDPs in their new homes. 2) Political process: Browne indicated that the West was keen on getting a reasonable response from the Tamil diaspora for the way forward. He said that he was prepared to be the facilitator to negotiate with the Sri Lankan government on the reasonable formula of the Tamil diaspora. He emphasized that a separate state is not on the cards. 3) Dealing with the past: Browne ruled out any possibility of going down the track of pursuing action on issues like genocide, war crimes and crimes

Dr. Noel Nadesan, the Editor of The Uthyam, the leading Tamil community newspaper in Australia, representing the moderate wing, said that the Tamils are responsible for their present plight. It is the failure of the Tamil leadership that has driven the Tamils to this deadend. He added that Sri Lanka, with all its imperfections, is a functioning democracy and, after the three insurrections in the north and the south, Sri Lanka has emerged as the best state that faced challenges to its nationhood. It still retains its democratic foundations and the only option available for the Tamils is to engage with the Sri Lankan government. The problem, however, is that there is no credible leadership left among the Tamils – thanks to the LTTE -- to negotiate with the government. Dr. Nadesan then told Browne: “The friend of the West is Ranil. Why don’t’ you ask him to take part in the APRC and get involved in a bi-partisan approach to get the best deal for the Tamils? The history of the Tamils indicates that the Sinhala leadership too has played politics whenever one party tried to solve the problem.” The consensus of the moderate wing was that Ranil has to take the responsibility of rising above party politics and approach the problem in a nonpartisan manner to develop a common solution to bring about a durable peace.

The people and Lankan elections By: Dr.Rajasingham Narendran The presidential election will be held on 26th January’2010, two years ahead of schedule, and the general election on due time, soon thereafter in Sri Lanka. The circumstances under which these elections take place will be different from those prevailing over the past three decades. Two JVP insurgencies and the long running Tamil militancy had negatively affected elections held in the past few decades. Emergency regulations and anti- terrorism laws of a draconian nature were in force and continue to be so. The JVP and the LTTE were in a position at the height of their respective and on one occasion combined powers to subvert the free expression of popular will in areas under their influence and distort the statepeople relationship considerably. The response of the government and the national political parties were reactive in nature and directed at eliminating the symptoms-violence was met with counter violence - while not simultaneously attempting to address the root causes. Civil liberties and rule of law were enfeebled and impunity entrenched. The state and its agencies have progressively become insensitive to issues relating to civil liberties and the rule of law. The state and its agencies have also as a result ceased to reflect the values of the island’s people and the national ethos. The causative factors leading to the JVP insurgencies and the Tamil militancy yet remain unresolved. The defeat of the LTTE has ensured the possibility the elections next year can be held in conditions that are freer and conducive to discussion of issues that are critical at this juncture of our history. However, free expression and a wide -ranging public debate can take place only if the emergency regulations are withdrawn and the anti-terrorism regulations suspended. The public services, police and armed forces should play their assigned constitutional role in these elections and prevented from interfering in this process and distorting results. The Sinhala people- the majority- have to view these elections as an opportunity to demand critical issues such as pervasive corruption, nepotism, favouritism, lack of accountability, disrespect for the rule of law and politicization of all national institutions are brought to an end to ensure good governance. The cost of living and other bread and butter related issues should be relegated to the background for the moment. These issues can be addressed in a transparent manner once good governance is assured. The government and politicians will become responsive to the issues of concern to the people if good governance is entrenched. The war is over. It is in the past. Instead of debating who deserves credit for winning the war, public attention should turn to substantive issues that matter to the future of our country. The stupidity of the LTTE contributed to ending this war, as much as the efforts of all the forces arraigned against it. The government elected democratically by the people led this war effort and succeeded. The people won this war, having backed the war effort at tremendous cost to themselves. The people paid the price in blood, tears and cost. This fact should not be forgotten by the servants of the people, at all levels in the government structure. The Sinhala people also should demand issues of concern to minorities, particularly

the Tamils and Muslims, which have caused national grief, be dealt expeditiously in a visionary manner. The fact that minorities exist and their grievances and demands which are reasonable should be addressed immediately, should receive due recognition. While in the long term the minorities should not feel they are minorities, as envisioned by the president, the fact the minorities feel alienated at present should not be ignored. The need to reform our political system to ensure the minorities are treated as equal citizens and recognize their right to manage their affairs at the periphery and have a say in national affairs, should be an issue at these elections. We should not pussy foot around these issues any more. We have done this for too long and paid a heavy price as a nation. The Sinhala political parties should articulate their proposals to ensure good governance and solutions to minorityrelated issues in unambiguous terms before the electorate. The Sinhala political parties should adopt a national, rather than a sectarian outlook in their policies to attract the minorities to their ranks. The Sri Lankan electorate should not be treated as village idiots once again. One community should not be played against the other for cheap political gain. Emotive reactions and distortions should not be brought into play to cloud national issues such as good governance and the rights of minorities. Issues such as devolution, units of devolution, provincial councils and subjects for devolution, should be discussed openly and widely in an honest and objective manner. Issues and personalities seeking election should be the subject of a wide- ranging discussion in the print, radio, television and internet media, subject to the normal laws of the country. Candidates fielded should be educated, cultured, of proven ability and untainted by criminality and corruption. Any party fielding candidates of dubious reputation and unacceptable conduct should be shunned by the people. The country has been cleared of a virulent and long running armed insurrection seeking to set up an independent state of ‘Eelam’ within its borders, the resulting terrorism and the psychosis of fear. The armed forces and the police had a free hand and plenty of support to end the insurrection. The have accomplished their task amidst allegations of human rights violations. The overt aspect of our national tragedy has ended, hopefully for good. However, the insidious factors that are far more debilitating and are a cancer in our body politic remain to be dealt as a matter of urgency, if we are to take our due place in the 21st century. We have to become a value-based society and these elections are an opportunity to set the process in motion. The minorities, particularly the Tamils have to do a lot of soul searching relating to their current circumstances and, their short, medium and long- term goals. These elections are a golden opportunity to do so. The prolonged insurrection and the civil war have debilitated the Tamils in terms of numbers and economic and social circumstances. The tale of the Tamil speaking people in Sri Lanka is a tragedy that should be a lesson to not only Sri Lanka but also the world. It should primarily be a lesson for these unfortunate people, who were forced to react in a short –sighted manner to the various actions and inactionsperceived as vicious- by the Sri Lankan state

and were very badly led. Emotions rather than pragmatic thinking came to the fore and in the process made what was presumed to be bad, horrible for the Tamils. The Tamils jumped from a warming frying pan into a raging fire, mesmerized by the utopia promised by shortsighted politicians and equally shortsighted, arrogant and ‘Trigger-Happy’ militants. Tamils should reconsider whether they want to continue on the path of emotive politics or embrace a practical and pragmatic path, which will lead to their recovery as a people and win the place they deserve within Sri Lanka. While the Tamil vote will not significantly influence who or which party would be voted into power by the majority Sinhala electorate, they could definitely influence who is elected to serve them. This is an opportunity to elect a new set of Tamil leaders untainted by an unsavoury past, but with fresh thoughts, new strategies and proven credentials. There are many such men and women who are providing leadership silently and unsung in their villages and towns, amidst adversity. They should be given the opportunity to emerge and lead. Let those who have misled the Tamils, have blood in their hands, have enriched themselves on the misery of others and have plans to enjoy power and perks at the expense of the Tamils be shown the place they deserve- hell! The forthcoming elections should be used by the Tamils to give those yet peddling the line of the LTTE and other militant groups the message that they have had enough and ask them to get lost. This is an opportunity to clean the Tamil political stables. This is an opportunity to tell the Sinhala leadership not to foist leaders of their choice on the Tamils. This is an opportunity for aspiring Tamil leaders to define in concrete terms what they seek for the Tamils in the future. This is an opportunity for the Tamils to define their future relationship to the Sri Lankan state and the Sinhala and Muslim people. This is an opportunity to bring real democracy into play among the Tamils. This is also an opportunity for the Tamils not to repeat their past foolishness. How the Tamils should start building bridges to the other people in Sri Lanka and take an interest in both their affairs and national affairs, should occupy the thoughts of aspiring Tamil leaders. The Tamils cannot continue to be parochial and isolated from the national mainstream any longer. Tamils should involve themselves in issues of national concern and vote for those who would be good for the whole country, including the minorities. Tamils should not function as a voting bloc for any party or individual. Tamils should vote as individuals as per their predilections, perceptions, experiences and expectations. All parties

and individuals seeking election should canvass the Tamil & other minority votes. The minorities should not become a football, in the competition between major Sinhala political parties, any longer. Tamils should never give room for a repeat of ‘Dudligey Badey Masala Vadey’ or similar partisan sloganeering among the Sinhala people. The minorities have to work with whichever government is in power, to ensure good governance and progressive national policies. The past must be forgiven, if not forgotten, by the Sinhalese, Tamils and Muslims. The Tamils have to look forward to the future, without morbidly dwelling on a very tragic past. The internally displaced persons, the resettled persons in the north, east and other parts of the country, and the war-affected should be the immediate concern of the Tamils. The need to give these unfortunate victims of the just ended national upheaval a meaningful and productive future should be at the core of Tamil concerns. While every Tamil has been adversely affected in one way or another by the prolonged conflict, the people who came out of the war zone last, have borne the brunt. They were the final victims of a brutal war and the inhumanity of the conflict. They have not only suffered the most, but also seen the most of human insensitivity and wickedness. They are our cross to carry. These elections give the opportunity to demand from aspiring Tamil leaders, what plans they have for these unfortunates. These elections are about the urgency to recoup their losses as a people and recover from unimaginable trauma for the Tamils in Sri Lanka. The Tamils have to be told by their aspiring leaders the truth- the depth of the hole they are in at present. Tamils have to climb out of this hole first, before they start demanding anything. Tamils cannot talk of rights from the depths of a deep hole- a grave that can potentially bury them forever. Tamils need sympathy and help more than anything else now, from everyone in Sri Lanka and the world. This brutal fact must be told by aspiring Tamil politicians to their people. Let these politicians not try to mislead the Tamils once again with their slogans and big talk about a utopia about to dawn once they are elected. Let the Tamils not be fooled once again. It is a hard slog ahead and the Tamils should be aware of this. Sri Lanka has an opportunity through the forthcoming elections to assert its true self as a nation. It is hoped all Sri Lankans and their leaders grasp this opportunity to do what needs to be done. We have shed enough blood. We have seen enough violence. We have brought about enough tragedy in our midst. Enough is enough. Let us learn our lessons from the past and chart a new course into the future.

Unusual move from the U.S. IN an unusual move on November 4, the U.S. House of Representatives approved, by a 421-1 vote, a non-binding resolution seeking, among other things, from the Mahinda Rajapaksa government a commitment to allow the Red Cross, non-governmental groups and others who care for internally displaced people access to the camps for the war-displaced. The following is the text of the resolution. “Whereas May 2009 marked the conclusion of the 26-year struggle between the Liberation Tigers of Tamil Eelam (LTTE), a State Department designated Foreign Terrorist Organization, and the Government of Sri Lanka, and the Government of Sri Lanka committed itself to caring for and ensuring the speedy return of the civilians internally displaced as a result of the fighting; Whereas the Government of Sri Lanka is seeking to identify former combatants who were part of the LTTE and as part of the vetting process the Government of Sri Lanka has set up makeshift camps that initially housed over 280,000 internally displaced persons (IDPs) who fled their homes as the war drew to an end; Whereas of those 280,000 internally displaced persons at the end of the war, approximately 10,000 of those individuals are being separately held by the Government of Sri Lanka as former combatants or on suspicion of having supported the LTTE;

Whereas as part of the United Nations Human Rights Council 11th Special Session on Sri Lanka held on May 27, 2009, the Government of Sri Lanka made commitments to the world to improve the conditions for the civilians housed in the camps and stated that the ‘bulk’ of the IDPs would be resettled within 180 days; Whereas as of October 23, 2009, over 51,000 IDPs have been released from the closed camps in the Vanni, and of those 36,000 have been returned to their districts of origin and found accommodation in their own homes or, pending return to their homes, with host families and in vacant houses of friends or relatives; and over 16,000 IDPs of special categories, such as the elderly, pregnant women and their families, priests, students, or people of special needs, have been released to host families or institutions; Whereas as of October 23, 2009, some 220,000 civilian IDPs still remain in military-guarded camps in the four northern districts of Vavuniya, Mannar, Jaffna, and Trincomalee; Whereas the Government of Sri Lanka has announced that it would facilitate in the next few weeks the voluntary return of over 40,000 civilian IDPs by the end of October and 60,000 per month of the remaining IDPs in the camps; Whereas the Government of Sri Lanka has made some progress in easing camp congestion, registering IDPs, expanding access to humanitarian

Neelambari Perumal plays journalist in "Bombay Mittai" Neelambari Perumal is no stranger to social issues. In fact, she has experienced the trauma that a committed social worker’s family faces while pursuing a genuine cause. Life can’t be different for the daughter of former chief minister of North East Provincial Council in Sri Lanka and Tamil leader Varadaraja Perumal who had to spend a major part of his life in exile fearing the guns of the Liberation Tigers of Tamil Eelam (LTTE). The actor-dancer daughter of Mr. Perumal is now all set to portray the role of a television journalist in an upcoming Malayalam movie, ‘Bombay Mittai’. It was after a stage play she performed at the India Habitat Centre in Delhi, that U. Pradeep, the producer of ‘Bombay Mittai’, approached her with a role in the movie. She liked ‘Bombay Mittai’s' story line and agreed. The actor believes Malayalam films always come out with socially relevant subjects. “It’s a great opportunity for me to be part of the Malayalam film industry,” She also thinks Malayalam film makers still have a long way to go to satisfy the mass audience even

though they produce quality movies. ‘Bombay Mittai’, being directed by Ummer Karikkad, revolves around the life of two youth struggling to eke out a living. “Ummer’s is an attempt to present the social realities without ignoring the essential ingredients of commercial cinema, “says a confident Neelambari. Neelambari’s family had moved to Chanderi in Madhya Pradesh during her early childhood because of the security threat her family was facing. There were no schools for her to attend. “A tutor used to come to teach us and I learned my Hindi lessons from him”. The family again had to move for the same reasons to Rajasthan. There Neelambari attended Sophia school. ”We were the centre of attraction there because of the security cover we had even while attending the class”. She received her first lessons of Bharatanatyam from her aunt and learned Kathak from Guruji Manekchand. The silent, shy girl was slowly evolving into an artist. Finally, after the many journeys to find a secure home with her family, she settled in Delhi, completed her LLB, and is actively involved in theatre.

The Copenhagen Diagnosis, which was a year in the making, documents the key findings in climate change science since the publication of the landmark Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report in 2007. The new evidence to have emerged includes: •

Satellite and direct measurements now demonstrate that both the Greenland and Antarctic ice-sheets are losing mass and contributing to sea level rise at an increasing rate. Arctic sea-ice has melted far beyond the expectations of climate models. For example, the area of summer sea-ice melt during 2007-2009 was about 40% greater than the average projection from the 2007 IPCC Fourth Assessment Report. Sea level has risen more than 5 centimeters over the past 15 years, about 80% higher than IPCC projections from 2001. Accounting for ice-sheets and glaciers, global sea-level rise may exceed 1 meter by 2100, with a rise of up to 2 meters considered an upper limit by this time. This is much higher than previously projected by the IPCC. Furthermore, beyond 2100, sea level rise of several meters must be expected over the next few centuries. In 2008 carbon dioxide emissions from fossil fuels were ~40% higher than those in 1990. Even if emissions do not grow beyond today’s levels, within just 20 years the world will have used up the allowable emissions to have a reasonable chance of limiting warming to less than 2 degrees Celsius.

The report concludes that global emissions must peak then decline rapidly within the next five to ten years for the world to have a reasonable chance of avoiding the very worst impacts of climate change. To stabilize climate, global emissions of carbon dioxide and other longlived greenhouse gases need to reach near-zero well within this century, the report states. The Magic Of Immigrant Charm By Venkat Srinivasan

Thiru doesn't really need to market his dosas anymore. After being a finalist for two years, he won the 2007 Vendy Award for Best Street Cart Vendor in New York City . He's been covered by Time Out New York and has appeared on Oprah Winfrey's website. A regular wrote a Rastafarian song about him titled ' Dosa Man. ' Another designed an "NY DOSA" T-shirt, and Thiru markets those too, along with his water, for about $15 each. Tourists bearing stories about him from East Asian publications pose with him for photographs. Thiru, a 40-year-old first generation Sri Lankan-American, is a star in his own inimitable way.

The customer, dressed in whites, looks flustered as she stares at the menu on the "NY Dosa" cart at Manhattan 's Washington Square Park . She asks the man behind the cart details about his dosa's ingredients. "Rice and lentils, only," he explains. She isn't convinced and asks again.. "All vegan, just rice and lentils," he assures her.. Hesitant but now a little more satisfied, she gets her dosa packed. Credit Adi Narayan "That lady," he points to her as she leaves. "She's Jewish-American, you know.. I've seen her before. It's for Yom Kippur." It was Rosh Hashanah actually, but that's not the point. Serving a long line of hungry customers at a busy square in downtown Manhattan , Thirukumar Kandasamy, it would seem, knows his constituency. Nobody knows him by that name though. "I don't care how people refer to me," he says, laughing. "The news guys, they call me Thiru 'The Dosa Man' Kumar!" Then, a little Shakespearan touch. "For some people, name's a big thing," he reflects. "I am always happy. Nothing's too big a problem." Every morning, Thiru starts work at 5 a.m., preparing food for the day at a kitchen in Queens .. He hitches his cart to his roomy 1986 black Chevy, drives across the Queensboro Bridge to Manhattan and sets up by 11 a.m. at Washington Square . "I completely rebuilt it myself," he says, pointing to his truck (Thiru used to race and rebuild motorcycles). The sign, "NY Vegan Dosas - Price

Range Inexpensive", is painted on the Chevy's rear, along with subway directions to his location. Facing New York University's quaint law school building, Thiru's cart is an icon in this leafy neighborhood. It is frequented by artists, hipsters, students, dogs and their owners, tourists walking off the beaten path, and shutterbugs taking photos of the park's giant squirrels. The cart is a crowd-puller in itself, embellished with a "Little Vegan Monsters" sticker, a label guaranteeing "No Transfat, No Dairy Products, No Animal Products," and at least 30 articles about him from around the world. A movie poster cutout of Kamal Hassan herding a cow is mounted on the side. And then, there's Thiru and his food. Before he scoops up a cup of batter to make the crisp, thin 'rice and lentil crepes,' he leans over his pushcart to check the number of unsold bottles of water. Then, in a swift motion, he simultaneously pours the batter into a frying pan, spreads it evenly with the cup in his right hand, sprinkles olive oil from a bottle in his left hand, and shouts, "Doll-uh, doll-uh, cold wat-uh." That's water for a dollar. In reality then, Thiru never really markets his dosas. "Lots of water left," he tells his new assistant, Maguba. "You set it up?" "Yea, I did," replies the young girl with soft eastern European accent.. "Then why didn't you push it on the side?" he asks, pointing out that she should have sold a bottle to everyone who bought food.. "Gotta be fast, fast!"

He sports a thick moustache, a beige cap with an ' Om ' stitched on it, and a wide smile. He wears a gold chain around his neck, a silver-tinged earring in one ear, and a weathered green apron over his black jeans. And he chats up everyone. "He takes time to chat with each customer," says V..V. Ganeshananthan, an author who recently had Thiru cater the book party for her new novel. Thiru's dosa lunches cost $6 at the most (a lunch elsewhere in that part of Manhattan will probably cost around $10). By using olive oil and avoiding any milk products, he an lay claim to the healthiest dosas around. By selling them on a street corner in an area of Manhattan known to be favorable to experimentation, he also guarantees himself a market and distinguishes himself from every other Indian restaurant in the city. Two other recent and unrelated events seem to favor Thiru and vendors like him. The economic recession hit everyone, either directly or psychologically. "The recession is making people cook more," said Ruth Reichl, the editor of Gourmet magazine, speaking in March this year to a group of students at Columbia University 's journalism school. Reichl was also convinced that the American market was going to see a change in food trends. The magazine's March issue had a Korean food spread, and Reichl felt the success of movies like Slumdog Millionaire meant that Indian food would be one of the upcoming trends, to the extent that one believes in them. The apparent hunger for all things South Asian and the economic recession's ripple effects that tempts people to realize again the value of cheaper food both come at the beginning of another New York summer. Locals flock to the parks, tourists flock to New York . The stars seem to be aligned for South Asian street food in New York . In the gridlock of graduate students, bankers and entrepreneurs in downtown Manhattan , Thiru stands alone as a street entrepreneur, an immigrant who started with little and redefined success in the restaurant business. Thiru arrived in New York City in 1995 via the green card lottery -- the U.S. offers 50,000 visas annually to individuals from underrepresented countries. "I applied on a whim," he says, in Tamil. "The future wasn't great in Sri Lanka for me." He had many jobs in Sri Lanka , including being a diving instructor and working at a travel agency in Colombo . In New York City , Thiru worked a series of jobs, in construction, at a gas station, an iron factory, and then finally, a restaurant. After a lengthy wait for a city vendor license, he set up his dosa cart in 2001. Krishnaraj Kaviraj Das, a yoga teacher, has visited Thiru's cart since he started seven years ago. "I just didn't find his

taste and texture replicated elsewhere," he says. Thiru makes Das a special large dosa and lets him decide how much he should pay for his food. He cuts special deals with other old friends like Kostain, an artist. "I help him set up the stall," says Kostain, "and in return, he gives me food for free." It hasn't been an easy business for Thiru either. While carts have lower overheads than restaurants, city approval can take three to five years. Thiru estimates that operating his 25 square-feet cart costs as much as $24,000 per year, including licenses, taxes and running expenses. While he does not disclose how much he makes annually, his food remains relatively inexpensive and he is the only earning member in his family. "I have no margins," he says. "I have only once increased my dosa price by $1 over the last seven years." The city laws are stricter for street vendors than restaurants. "A restaurant that puts up its sign on the sidewalk may be fined a maximum of $100," says Sean Basinski, founder of the Street Vendor Project, organizer for the Vendy Awards. "But a vendor who obstructs a path may be fined $1,000." But the unfavorable vendor laws don't tempt Thiru to operate a dosa restaurant instead. "Nothing unique about a dosa restaurant," he retorts. "Vegan dosa cart, I'm the only one in the U.S. " It is a pride that manifests itself when he talks about his daughter, who started freshman year at Columbia University this month.. "Hard work pays off," he says, adding that he intends to write a book in 2010 on his story. It is nearing the end of another busy weekday afternoon. "We have only masala dosa and plain dosa left," he tells an approaching customer. "Masala dosa," she replies.. "Sure thing. I'm going to add the roti inside the dosa too, O.K.?" He mashes the potato-filled roti appetizer and spreads it within a plain dosa. An unsold appetizer and an unwanted dosa morph into something that leaves both of them happy. "End of day special," he tells her. "For $4. For you, anytime, miss." It would have usually cost $6. How does he gauge how much to cook, day after day? "According to the weather, man. Today's a rainy day, Saturday, no events around here. I bring only one tray of samosas." The next how brings up a smile on his face. "I've been doing this for seven years," he says. At 4 p.m., Thiru has his own first bite for the day. "Talk to me, girl. This is New York ," he tells Maguba. He laughs out loud. His food is sold out. He gets up to clean the cart, and wipes off his running nose, sniffling intermittently in the drizzle. "I didn't wear jacket while cooking," he says. "Got wet in the rain." His black ski pants keep him dry waist down. "Ready , ready, quick," he says to Maguba, pointing at the cart's metal surface. "Yesterday I did everything, you weren't there. You got to wash it today. You didn't clean underneath." "I am cleaning, I am cleaning," Maguba says, with some annoyance. "Did you clean the door?" "Where, outside?" "No, inside. Gimme, gimme. I'll clean outside."
