i m p l e m e nt a t i o n o f s e rv i c e o u t s o ur c i n g ' T h o us a n d h u n d r e d t e n p r o j e c t " . U p t o July 2008, the four Ministries have designated 16 cities, four nation-level service outsourcing demonstration zones and one service outsour cing talent 2

training base in four batches. The pattern of China service out sourcing industry presents a multi-dimensional competition trend.

At the beginning of February 2009, The State Council released t he "Reply to

Q u e s t i o n s o n t h e P r om o t i o n o f S e r v i ce O u t so u r c i n g I n d u s t r y D e v e l o p m e n t " a n d approved 20 cities include Beijing, Tianjin, Shanghai, Chongqin g, Shenzhen, Guangzhou, Wuhan, Harbin, Chengdu, Xian, Jinan, Hangzhou, Hefei , Nanchang, Changsha,

Daqing,

Suzhou

and

Wuxi

as

China's

service

outsourcing

demonstration cities, and encourage them to expand internationa l outsourcing business, and carry out a series of encourage and support measu res in the 20 pilot cities.

While at the same time, to establish international service outs ourcing talent database and long-term service outsourcing talent recruitment mechanism, as well

as

to

set

organizations;

strengthen

research

The service outsourcing development level of these cities stand s a leading position in the domestic market, and some even become the inter national top outsourcing

destinations

and

expand

“ Chinasourcing”

brand

in

th e

international stage. At the same time, some areas with Jiangsu Province as representive, through the continuously excavation of the potent ial advantages of the region, also leads the development of service industry i n surrounding areas.

Furthermore,

some

second-tier

cities,

with

its

outstandi ng

cost

advantage through differentiated position and the development l ine has become new outsourcing hotspots.

Service outsourcing refers to a management mode of enterprises outsource its non-core business, to use of the best external professional tea m to undertake its operations so as to focus on its core business, cut costs, improve efficiency, enhance the enterprise’ s core competitiveness and change-handli ng ability. It mainly includes business process outsourcing (BPO), information technology outsourcing (ITO) and knowledge process outsourcing (KPO).

Carrier construction is the key point for the development and g rowth of service outsourcing industry, thus park construction has become an important tache in the development of outsourcing industry. In order to promote th e development of China's service outsourcing industry, recommend and present China’ s outsourcing parks with greatest investment potential and outsourcing value in the globe, from November 2008, Devott began the selection and e valuation of "

3.1 Background Following the global shift of manufacturing in last century, se rvice outsourcing, especially the offshore outsourcing has become an irreversible new-round global industry revolution and industry shift trend, and it is becoming an important means for multi-national corporations to do global layout, face competition

competitiveness.

outsourcing is presenting a globalized feature. Facing the pres sure from competition, cost and human resources, the international enterp rises choose near-shore

offshore

outsourcing

to

achieve

its

global

resources

optimization development goals. While at the same time, China h as become the next target center of the international service outsourcing ind ustry transfer for its

distinguished

cost

advantages,

improving

delivery

ability

a nd

rapid

development. Service outsourcing is playing an increasingly imp ortant role in globalized economy development. Experienced the global economic crisis in 2008, the service outsourcing industry, relying on its own feat ures, has become the best choice for a large number of international companies t o recuperate and deal with the crisis, and it is about to embrace a rapid growth phase.

In February 2009, The State Council released the "Reply to Ques tions on the Promotion of Service Outsourcing Industry Development" and appr oved 20 cities as China's service outsourcing demonstration cities, and carry out a series of encourage and support measures in the 20 pilot cities. It has also identified 84

to

speed

up

the

development of China's service outsourcing industry. Advance the service outsourcing industry development to national policy and industrial upgrading level, the service outsourcing industry faces a decade of golde n development opportunities in China. China's service outsourcing industry sh ows a diverse competition trend. Therefore, it is quite necessary to do a con tinuous and wide range evaluation so as to promote a healthy development and com petition among the parks.

3.2 Evaluation Purpose Through the Top10 evaluation to truly reflect the development o f China's service outsourcing parks, we aim to dig out the ability and po tential of China industry carrier; recommend and share the successful experience s of typical parks; lead China's service outsourcing parks to find out a Chi nese and local development path; successfully cultivate local outsourcing ente rprises; prosper the

regional

outsourcing

market

and

realize

the

great-leap-forward

development of China's service outsourcing industry.

The outcome of the selection should truly and fairly reflect th e development level and capability of China's service outsourcing parks, and also provide a scientific

basis

and

data

support

preferential

for

the

policies

governments and

for

make

3.3 Organization T h e s e l e c t i o n o f " C h i na s o u r c i n g – T o p 1 0 S e rv i c e O u t s ou r c i n g P a rk s i n C h i na ” is exclusively initiated and organized by Devott Co., Ltd. (Chi nasourcing).

Devott Service Outsourcing Research Center is in charge of the data collection, basic analysis, park assessment, evaluation and argumentation etc.

3.4 Evaluation Process 3.4.1 Questionnaire Design The Top10 questionnaire is jointly designed by Devott Co., Ltd. and Devott Service Outsourcing Research Center after rounds of face-to-fac e interviews and research with industry experts, enterprises and parks.

The design of the questionnaire is based on the actual developm ent of outsourcing parks, follow the industry development rules, combine the actual needs of outsourcing enterprises, and strive to form a comprehe nsive and impartial judgment and assessment on the status quo of China's service outsourcing industry.

3.4.3 Questionnaire Distribution and Take Back The TOP10 selection covered 29 cities and 126 parks around the whole country, issued a total of 98 questionnaires, and take back 83 valid questionnaires.

The Top10 evaluation covers all representative parks with certa in scale, as well as some parks with good development trend or local features. Strive to reflect the overall outlook of service outsourcing parks from multi-aspects, and provide strong data support for the TOP10 selection.

Beijing-Zhongguancun Software Park

Founded in 2000, as one of the key projects in the Capital City’ s “ Two, Four, Eight Key Innovation Projects” program (a program aimed to buil d up two service systems, four industrial bases and eight hi-tech indust rialization demonstration projects) to provide an environment conducive to industry, with speedy services and comprehensive facilities, Zhongguancun Soft ware Park shoulders the responsibility of being the core and the leader o f all member software parks of Beijing in promoting the development of the s oftware industry.

It

was

designated,

by

the

National

Development

and

Re form

Commission, the Ministry for the Information Industry and the M inistry of Commerce, as the National Software Industrial Base and National Software Export Base.

Zhongguancun Software Park is located in the Dongbeiwang, Haidi an District, to the west of Shangdi Information Industrial Base, to the nort h of Peking University Biology City and to the east of Dongbeiwang Tree Nur sery. All kinds of financial, educational and transportation facilities are eas ily accessible within the Park.

As the National Software Industry Base and National Software Ex port Base, Zhongguancun Software Park has, since its inception, professed the goal to become the “ No.1 software park in China, a first-class software park in the world” . Located in the Higher Education and Culture Zone of Dalian, Dal ian Software Park is surrounded by numerous universities and research instit utes. After its establishment in 1998, Dalian Software Park was certified and approved by the Ministry of Science and Technology as a key base for the "State High-Tech Torch-Plan

Shanghai Pudong Software Park

Shanghai Pudong Software Park, situated in Zhangjiang High-tech Industrial park, is co-established by CEC and Shanghai municipal governmen t, with registered capital of RMB 80 million yuan.

Since its establishment in March, 2002, Pudong Software Park ha s built up a park occupying 120,000 sq.m. and it sees positive tendency in b usiness invitation and industrial service; the occupied area will reach 580, 000 sq.m. pursuant to the third-stage programming. Hundreds of famous domestic or overseas enterprises have registered for entrance and their mai n operations ranges

At present, Pudong Software Park has been approved by the sate as “ National Software Industry Base” and “ National Software Export Base” .

As an important metropolitan in the Yangtze Delta, Shanghai is advantageous in its geographic location and economic conditions. The software i ndustry in Shanghai, with Pudong Software P ark as its kernel, has made great progress in the recent years, and industry clusters form into being. In Jul y 2005, there were more than 1400 software ventures in Shanghai, some of which wer e local ventures and had their particular characteristics. In 2006, the revenue of software industry in Shanghai reached 61.6 billion RMB and gained the top position in China, and maintained a steady increasing rate over 50% from 2001 to 2006, which was unique in China.

Shanghai is also aiming to attract over 2,000 foreign and Chine se software companies to set up in the park by that time. It is estimated t hat the combined annual revenue of these companies will be 13 billion yuan (US$1.57 billion).

Suzhou National New & Hi-tech Industrial Development Zone

Suzhou National New & Hi-tech Industrial Development Zone (SND) was established in 1992 under the approval of China's Central Gover nment as a “ National Level Hi-tech Park” . It is located in west of the cit y's old town, eat of Lake Taihu, totally 258 km2. SND’ s natural hills and waters, together with Lake Shihu, Dongshan and Xishan Scenic Area, Tianping and Lingy an Scenic Area, Hanshan Temple, Tiger Hill, have made SND a perfect combination of natural landscape and ancient Wu culture. SND provides high standard infrastructures. 16

All recommended sites and buildings have access to roads, power , water, gas, sewage treatment, drainage, telephone, and cable communication.

SND is one of the first four Chinese industrial parks recommend ed APEC members; First ISO14000-certified industrial estates in China; First “ National Environmental Protection Industrial Park” ; and also first “ Nati onal Circular Economy Demonstration Park” .

By the end of 2007, foreign-invested companies had a total regi stered capital worth of USD 13 billion, of which USD 6.8 billion was paid in. SND now hosts more than 1,500 foreign companies. Some forty Fortune 500 compa nies set up 67 projects in the district. And according to its planning, SND will become a concentration of new and hi-tech industries, a pioneer of insti tutional and technological

innovation,

example

of

ecological

and

environm ental

protection as well as a modern city.

In recent years, the outsourcing industry developed rapidly in Suzhou. Firmly combine with the local industry features; based on the outsourc ing parks, embedded software as the main product, Suzhou has got a great s uccess in outsourcing industry mainly in software outsourcing, animation outsourcing, R & D outsourcing, logistics, financial service and HR outsourcin g etc. In software outsourcing, the whole output amounted to 27.2 billion yuan in 2007. Mainly targeted the American and European market, Suzhou’ s software ex port amounted to 590million USD, the embedded product took 480 million USD.

5. Huaqiao International Service Business Park

Huaqiao International Service Business Park locates in the junction of Suzhou and Shanghai, next to Hongqiao transportation hub of Shanghai i n the east. It is less than 25km from Shanghai downtown and 80km from Pudong airport. Shanghai-Nanjing expressway, Tongsan expressway, 312 national highway, high speed railway and inter-city railway constitute the solid and c onvenient transportation system of the park.

was

approved

as

the

only

provincial-level development zone focused on modern service ind ustry in Jiangsu province in Aug. 2006. And it was listed in the first b atch of service outsourcing demonstration zones of Jiangsu province in Jun. 200 7. The Park will try all the efforts to build itself into an internationalized b usiness park taking financial service outsourcing as main character, supported by m odern trade and business, and headquarter economy and third party logistics syn ergistically developing. Up until now, more than 100 certain-scaled modern s ervice items have been introduced in the park, such as Capgemini France, Chi na Data Group, Centrin Data, NSK headquarter, Kingboard headquarter, China Int ernational Purchase Center, Decathlon Distribution Center and so on. The t otal investment is over RMB 40 billion.

Tianjin Hi-tech Industrial Park Software Park is one of China's national software parks. 8.Xi’an Software Park

Xi’ an Software Park, established in December 1998, is the profe ssional park for Xi’ an to develop scale software and service outsourcing industr ies. The Park has been appraised as a software industry base under the Nation al Torch Program, national software industry base, national software exp ort base, city demonstrational area of national service outsourcing base and i t is one of the four parks with “ double bases” of software in China currently.

Xi’ an Software Park assembles 90% of enterprises engaging in software and service outsourcing in Xi’ an. The annual industrial growth in P ark rate up to 45%.
