ORIGINAL 2 March 2004 Memorandum for Record Subject: Testimony of Dr. David Finkleman before the National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission) During Dr. Finkleman's interview with the 9-11 Commission staffer members, he stated that I told him "not to volunteer any information" or words to that effect. This is not true. I never told Dr. Finkleman "not to volunteer any information." I also did not advise him to say or do anything to be less than fully cooperative with the efforts of the 9-11 Commission staff members. My advice to Dr. Finkleman in this regard was the same as that which I had given to all of the witnesses with whom I had had the opportunity to talk prior to giving their statements, which essentially was to answer the question they were asked and not try to anticipate questions or discern the motives of the questioner.
