9-11 COMMISSION

NO. 2009

To: Geoff and John A From: Lisa Date: March 8,2004 Re: Command Center Recordings The attached spreadsheet is the latest attempt to synthesize what recordings we have received from Command Center, what is significant, what we have done with the recordings so far, and what we still need from them. A few notes: 1.1 listed the tapes first by position, then by line number, 2. Tapes that are "shaded" (5 tapes) were brought to Alderson transcription in December and they have not returned them yet, and I assume they are still working on the transcripts. I have emailed them requesting these tapes. 3. All the lines that existed at the Command Center are listed, I wrote "received?*' next to lines I don't think we received from the FAA because the line might be recorded on one of the remaining tapes that are labeled only by position. Position 14 on the spreadsheet demonstrates this. We will only be able to reconcile line-position when Alderson gives these tapes back. 4. With the exception of the 5 "shaded" tapes, all the operational tapes (5000 series) have been relabeled by FAA and returned to me and are reflected as such on the spreadsheet. As you know, most of the tapes (because they were from the first delivery) were voice-activated. 5. The furthest column to the right shows which lines we are missing the most significant time frame starting at 1230 Z. You'll find that we received recordings of many of the operational lines but a significant number of them do not cover 1230-1330 Z. 6. The "Significance" column reflects a comparison between all the Alderson transcripts. Important to note that a overlap in transcription (redundancy) exists already in the few we have asked them to transcribe, revealing great variation in the caliber of transcription (ex: Unt| f~ pos 4 SVRWX -11356 J overlaps with linej |- pos 11 -11356 E for a length of time offering different interpretations of same recording!). - this presents a problem because transcripts demonstrate that recordings of different operational positions are on the same line or are actually the same recording?? 7.We have not received a complete set of operational, non-voice activated tapes. The few tapes that we received that were not voice-activated (admin and ops) are marked in the "not VA" block. 9/11
