RUNNING QUESTION LIST -Was there any thought to notify all planes in the air to secure your cockpit doors, (especially after the fate of AA11 and UAL 175) were known. Either from FAA or the airlines?? -Did the U.S. Secret Service notify the Capitol as well as the White House for evacuation after Dulles reported the unidentified plane barreling from Washington. -Can we get a copy of the internal and distributed memos that the FAA said they circulated with respect to their knowledge that there were cells operating in the United States. -Did the Intelligence Community know that the FAA was their customer and that they weren't piecing information together to see threats and take actions to avoid them. They were waiting for the Intell community to pull the fire alarm for them. -Is the Intell community and TSIS clear on what their respective roles are today? -Why didn't the Intell community explain to FAA what the Moussaoui arrest was about when they notified FAA about the arrest? Why didn't the FAA liaison to FBI ask about it? -FAA tells the JI that they received a cable from FBI regarding the detention of Moussaoui with no further explanation of his activities. FAA also told the JI that the FAA Civil Aviation Security Field Office in Minneapolis was contacted.on September 5th 9/11 Law telephonically by a local FBI agent \c visited the FAA Enforcement security office on Sept. 6th providing a SECRET document about Moussaoui to the FAA Privacy field office. The FAA field Office contacted the ACI to confirm they had the message. They said they did. This doesn't make sense. What did the Secret document contain? Did FAA have this or not? -Why did Moussaoui raise flags but none of the others? -\ an employee of therPanAm IhterhatioharFlight Academy raised concerns 9/11 about Moussaoui to the company. Did the response follow the protocols? -Why did the FAA think that a Sikorsky helicopter went into the WTC when they could see on TV what happened? --ATC Pete Zalewski at Boston Center said he know at 8:24 it was a hijacking after he heard the transmission form the plane. NORAD says they were contacted at 8:40. Why wouldn't the notification have been instantaneous rather than 16 minutes later? -The NET was requested at 8:50 and not established until 9:20. Why so long? You had one hour between when an ATC authority knew it was a hijacking and when critical communications were established. Could we recommend that before any pilot's certificate; shipping license or trucking license is granted it be run through a terrorist watch list. Was there a connection between Al Qaeda and the Oklahoma City bombing. How did they make this decision. Who made this decision. What are the extra security measures accompanying the alert levels? What are the "Contingency Passenger Profile Criteria" that the carrier's are supposed to impose at AVSEC alert level III.

Why didn't they let CAPPS identify individuals for additional screening of their things, etc. If CAPPS wasn't designed to manage "no fly lists" and "watch lists", what was the process for applying them to air carriers? Two SD's had names of people to watch. Was this the normal way of giving a heads up to the system of bad people. Why were there only 15. In a Level III alert, Annex XV says that "contingency Passenger Profile criteria should be applied. Was this CAPPS? How was the Northwest pilot program amended before CAPPS went operational systemwide. What does CAPPS really mean today, since there is 100$ EDS screening of bags currently.

Did they activate the Massport Crisis Control Center on 9-11 (as described in the airport security plan). What did the annual "Screening Activities" report and semi-annual Aircraft and Airport Bomb threat report due in January and July respectively say about activities at Logan. Did the Massachusetts State Police know of any complaints (or patterns) of unauthorized or suspicious individuals hi unauthorized areas/ Was the FSM; Security Director or MSP aware of any access control problems and issues that suggest the hijackers may have circumvented security. Ask Steve Luongo the FSM, did he know of any major exceptions to security rules under 14 CFR 107 granted to Logan. Anything unusual such as lost badges, unaccounted for etc. What would Logan have done if we were at AVSEC IV? You are probably aware of this, but just in case-The Aviation Security Improvement Act of 1990 (PL 101-604) required the intelligence agencies to develop policies and procedures to ensure that intelligence reports concerning international terrorism were/are made available to the other members of the intelligence community, the DoT, and the FAA. It would be interesting to ask the Intell agencies what specifically were the policies and procedure they developed to comply with the act (as well as how each defined "reports."). Hope this is useful. What were those procedures.

Is a flight specific threat the appropriate threshold on which to raise the alert levels to the highest degree? How long were we at Alert Level III? Did the continuing high level of alert allow the system to go complacent? Was the alert level sustainable. How did the administration of AVSEC comport with the alert level where we were? Is the size of the airport the appropriate standard for vulnerability/response? All, the CONR logs are precise on the shootdown orders, the timing and the intent, at least the timing as CONR logged them. The combined information we have, to include Arnold's testimony is consistent, less Mineta's testimony. However, his testimony becomes consistent under the hypothesis that he was an hour off. From Miles, John, do you think Ken Mead would have some insight as to whether Mineta meant to say ten rather than nine?The CONR logs are classified, which is a temporary problem for us at GSA. Further, they are not portion marked, so we have no way of telling what is classified and what is not. I will pick them up today at DoD and take them to K street. Dan, Steve, we need to think about a process to address declassification/downgrading. For now a simple request to have selected deliverables portion marked for us may be the way to go. For DoD, we can ask that specific bates numbered material be reviewed in that light. What time did Mineta think the shoot down order was?
