Mineta Questions (1) As I understand it, you spent much of the day on 9/11 in the Presidential Emergency Operation Center (PEOC) with other senior officials, including Vice President Cheney. How did you end up at the White House that morning? Were you there when Flight 77 was circling the White House before it crashed into the Pentagon? Did you stay there throughout the day? (2) What was the source of the information you and the Vice President were receiving that morning in the PEOC? Who were you in communications with? (3) Who initially notified the White House that a plane was barreling toward it, which led to Vice President Cheney being ushered down into the PEOC? Did the FAA call the Secret Service directly? (3) Can you describe how and when the decision was made to shut down the entire aviation system on the morning of 9/11? What information was it based on? How was the decision implemented? (4) As I understand it, the Pentagon organized an Air Threat Conference Call on the morning of 9/11. Did you and/or the Vice President participate in the call? If so, who were the other participants? What decisions were made on the call? (5) Sometime during the morning of 9/11 the President authorized the military to shoot down commercial flights that were suspected to be controlled by terrorists. Were you in the PEOC when that order was given? What is your understanding of the substance of the order? How was it communicated down the chain of command? What steps did the FAA take to carry out the order? (6) With respect to Flight 93, can you tell us what decisions were made from the PEOC regarding that flight? Was there an order to shoot it down? Were military planes in position to shoot it down? What type of information were you and the Vice President receiving about Flight 93?
