Subject: Lautenberg's manifest Philip/Chris Chris asked me to explain why the Lautenberg manifest—quoted in today's Post-shows 25 passengers (plus security guards) and we say there were 23 (plus security guards).

1. There were many versions of the manifest faxed around the country before the plane took off. These different versions had different numbers of passengers on it. I do not know if I have seen the Logan manifest, nor do I know if it reflects the actual passengers at departure. Obviously, we would like a copy of it for our review. 2. The FBI agent in Baltimore had a copy of the initial manifest from Ryan Air which he faxed to FBI agents in the field monitoring the flight. 3. FBI agents checked the flight at each location and identified the passengers on the flight. 4. The people on the plane were not always the people reflected on the manifest, and the FBI had to make corrections as the plane proceeded. 5. We based our conclusion on the number of people on the plane when it left on FBI reports regarding the number of people who got on at each location. 6. The sum of the people who got on was 23. This was the FBI's conclusion as to the total number as well. 7. There was a small question whether Isabel or Maria Bayma was on board when it left. We concluded Maria was on board, and the FBI initially thought it was Isabel. I think the FBI now thinks it was Maria, not her sister. That would not change the number, however. •
