In 1995 Italian authorities conducted their first investigation on Islamic radicals in the country, focusing their attention on the ICI in Milan. At the time the ICI was led by members of the Egyptian Islamic Jihad and in particular by Anwar Shabaan, who died in Bosnia while leading the notorious mujaheddin battalion of Arab volunteers. Italian authorities analyzed the activities of several companies that were linked to the ICI. Of particular interest was a company called Paradiso, which used to run two businesses related to the mosques. Paradiso used to run some refugee centers for immigrants in the Milan area. Paradise's director was the above mentioned Anwar Shabaan.

Italian authorities also found several seals, rubber stamps and other tools typically used to forge documents inside the offices of the ICI. Moreover, several blank and counterfeited documents were found inside the ICI. At the time the ICI was the headquarters for Islamic militants going to fight in Bosnia and the ICI provided them with false documents. Considering that Anwar Shaaban was at the same time the imam at the ICI and the leaders of Arab fighters in Bosnia, we can see that the leadership of the ICI played a major role in supplying them with documents. 1

It should also be noted that the ICI has been under the spotlight since 1995 and every single investigation conducted in Italy (and many in Europe) has passed thru the ICI, which is now considered one of al Qaeda's headquarters in Europe.
