NGOs have traditionally taken on the role of gap filling; that is, taking on activities of basic education provision where the government lacks the capacity to do so or does not consider it a priority.

That is why NGOs that have programs regarding free education and skills training for the youth that could help them get a job after completion caught our attention.
Statement of the Problem
This documentary seeks to answer the main problem of NGOs free programs to help the youth to find jobs; what are the functions of the NGOs to their beneficiaries?
Statement of the Problem Specifically, this research seeks to answer the following sub problems:
1. What are the different programs of these NGOs for their beneficiaries? 2. How helpful are these programs to their beneficiaries? 3. What do the local government or private sectors do to improve these programs?
Significance of the Studies The finding of this documentary will be noteworthy to all students/youth/beneficiaries, benefactors/NGOs/private sectors, the government, and researchers. Students NGOs Local Government Future Researchers
Scope and Delimitations This study will focus on the functions of the NGO’s to their beneficiaries. The study will involve the ERDA Tech Foundation in Pandacan, Manila, ERSA Tech Foundation in Taytay, Rizal and other foundations that we may find related to the research or serve the same purpose as ERDA and ERSA Tech Foundations. The students, faculties and owners or private sectors of the said foundations and the local government are involved as well in this research.

Introduction Local Government Units (LGUs) are the ones responsible for regulating ambulant vendors. Republic Act No. 10611 or the Food Safety Act, states, "The LGU shall also be responsible for street food sale, including ambulant vending.” That’s why the Tarlac government’s program regarding street vendors caught our interest.

The study will involve the street vendors, customers and the implementors themselves and experts on this field around Tarlac City. This study attempts to look into the factors that are related to the programs of the street vendors in Tarlac City.
