KEPUTUSAN DIREKTUR JENDERAL PERHUBUNGAN UDARA NOMOR : SKEP/196/VIII/97 TENTANG TATA CARA EVALUASI TEKNIS PENGADAAN DAN/ATAU PEMASANGAN FASILITAS TELEKOMUNIKASI PENERBANGAN, NAVIGASI UDARA, ELEKTRONIKA BANDAR UDARA DAN LISTRIK DIREKTUR JENDERAL PERHUBUNGAN UDARA, Menimbang : a. bahwa untuk kelancaran pelaksanaan evaluasi teknis penggadaan dan/atau pemasangan fasilitas telekomunikasi penerbangan, navigasi udara, elektronika bandar udara dan listrik, diperlukan kesamaan pola piker, persepsi dan pengertian yang jelas bagi semua pelaksana yang terkait sesuai dengan tugas, fungsi dan peranan masing-masing; b. bahwa untuk melaksanakan ketentuan sebagaimana dimaksud dalam huruf a, maka perlu ditetapkan Tata Cara Evaluasi Teknis Pengadaan dan/atau Pemasangan Fasilitas Telekomunikasi Penerbagnan, Navigasi Udara, Elektronika Bandar Udara dan Listrik dengan Keputusan Direktur Jenderal Perhubungan Udara; Mengingat : 1. Keputusan Presiden Nomor 44 Tahun 1974 tentang Pokok-pokok Organisasi Departemen; 2. Keputusan Presiden nomor 15 Tahun 1984 tentang Susunan Organisasi Departemen sebagaimana telah diubah terakhir dengan Keputusan Presiden Nomor 76 Tahun 1996; 3. Keputusan Presiden Nomor 16 Tahun 1994 tentang Pelaksanaan Anggaran Pendapatan dan Belanja Negara sebagaimana telah diubah terakhir dengan Keputusan Presiden Nomor 8 Tahun 1997; 4. Keputusan Menteri Perhubungan Udara Nomor KM.91/OT.002/Phb-80 dan KM.164/OT-002/Phb-80 tentang Organisasi dan Tata Kerja Departemen Perhubungan sebagaimana telah diubah terakhir dengan Keputusan Menteri Perhubungan Nomor KM.58 Tahun 1991; 7. Keputusan Menteri Keuangan dan Menteri Negara Perencanaan Pembangunan Nasional Nomor Kep-27/MK.3/8/1994 dan Nomor

Kep-166/KET/8/1994 tentang Petunjuk Teknis Pelaksanaan Keputusan Presiden Nomor 16 Tahun 1994 tantang Pelaksanaan Anggaran Pendapatan dan Belanja Negara; 8. Keputusan Menteri Perhubungan Nomor KM 48 Tahun 1995 tentang Tata Cara Tetap Pelaksanaan Pembangunan di Lingkungan Departemen Perhubungan; 9. Keputusan Menteri Perhubungan Nomor KM 47 Tahun 1996 tentang Standar Dokumen Lelang untuk Pelelangan Dalam Negeri di Lingkungan Departemen Perhubungan.

MEMUTUSKAN:

Menetapkan : KEPUTUSAN DIREKTUR JENDERAL PERHUBUNGAN UDARA TENTANG TATA CARA EVALUASI TEKNIS PENGADAAN DAN/ATAU PEMASANGAN FASILITAS TELEKOMUNIKASI PENERBANGAN, NAVIGASI UDARA, ELEKTRONIKA BANDAR UDARA DAN LISTRIK. Pasal 1 Tata cara evaluasi teknis pengadaan dan/atau pemasangan fasilitas telekomunikasi penerbangan, navigasi udara, elektronika Bandar udara dan listrik, sebagaimana tercantum dalam lampiran Keputusan ini. Pasal 2 Tata cara evaluasi teknis sebagaimana dimaksud dalam Pasal 1, wajib dipergunakan sebagai acuan oleh Panitia dalam menyusun rencana kerja dan syarat-syarat (RKS), untuk pengadaan dan/atau pemasangan yang dilakukan dengan cara pelelangan umum, pelelangan terbatas, pemilihan langsung atau pengadaan langsung. Pasal 3 Kepala Direktorat Fasilitas Elektronika dan Listrik mengawasi pelaksanaan Keputusan ini.
