The Department of Health (DOH) holds the over-all technical authority on health as it is a national health policy-maker and regulatory institution.
Basically, the DOH has three major roles in the health sector: (1) leadership in health; (2) enabler and capacity builder; and (3) administrator of specific services. Its mandate is to develop national plans, technical standards, and guidelines on health. Aside from being the regulator of all health services and products, the DOH is the provider of special tertiary health care services and technical assistance to health providers and stakeholders.
While pursuing its vision, the DOH adheres to the highest values of work, which are: o Integrity – The Department believes in upholding truth and pursuing honesty, accountability, and consistency in performing its functions.

But these centers has a different locations and some health care centers are away from home or away from the emerency site. These are the reason why some patients are not able to reach the health care centers in time. And this will cause of multiple problems. Places in the barios are one of the problem because they are away from the city proper where more hospitals are available. Health centers are available in the area but may lack of medical supplies.
1.3 Project Objectives 1.3.1 General Objectives Nearest Health Care Around Me Service are aimed to help search for an available hospital or health centers that are near to you. Especially for emergency situations happened in the street. 1.3.2 Specific Objectives Nearest Health Care Around Me Service will provide users a responsive health care assistance for emergency situation, where it will let you know the nearest health care centers around you.

Feasibility Assessment The propose project target the citizen in Koronadal City, South Cotabato for the purpose to help people locate Hospitals and clinics and other emergency service within the area of Koronadal City in order to locate easy way in allocating them. 3. Management Issues 3.1 Team Configuration Management Vilma D. Amoloria and Eva Rose Azucena are the proponents that are assigned to gather the needed data for the proposed system and also assigned in analyzing all the data gathered, and whom documented the project.
3.2 Communication Plan The user of this project will inform them the nearest emergency serviceswithin the city, and display their basic information or whatsoever. And the system can also notify user vias sms if they intend to contact the web server of the emergency servicethat they want ot connect, in order to update them or help them with their emergency problems.

SECTION III 1.Description of the Current System The Koronadal ACS (Animal Control Service) most people called it animal control agency is an entity charged with responding to requests for help with animals ranging from wild animals, dangerous animals, or animals in distress. An individual who works for such an entity was once known as a dog-catcher, but is generally now called an animal control officer, and may be an employee or a contractor. Koronadal ACS (Animal Control Services) may be provided by the government or through a contract with a humane society or society for the prevention of cruelty to animals. The most common requirements for this job is some prior experience handling animals on a farm, as a veterinary assistant or animal trainer. Training is primarily on the job to become expert for what they are doing. Animals may be returned to their owners, or transported to a veterinary clinic or animal shelter. Animals held in the shelter can be returned to their owners, adopted or released to the wild.

PROJMAN Project Management will provide an Adoption Program. People wanting to adopt an animal from the Koronadal ACS must enter into the adoption with an adoption contract. The contract requires that all animals that have not been spayed or neutered, be spayed or neutered within 30 days after the adoption. Spay and neuter vouchers are given out for cats and dogs that are adopted through the shelter. A free sample of pet food is given out with each adoption. All animals that are adopted or reclaimed from the Koronadal ACS are monitored and observed for safety measures.

The Professional Standards Unit - is responsible for a variety of professional services including policy development and implementation, background investigations, internal investigations, audits, complaint investigations, and review boards.
The Training Section - is responsible for the development and administration of Department-wide training programs and ensures the Department meets various Federal, State and local training mandates for commissioned and non-commissioned personnel.

6.2 Approval Process Koronadal ACS (Animal Control Service) are appointed by the Mayor of Koronadal City and approved by the government official of the city. Taking state and city law into consideration, the Koronadal ACS (Animal Control Service) is given the power and authority to adopt such rules and regulations as in its judgment are required for the operation of the animal shelter and related activities, and for the proper care and treatment of animals within the city limits. Such rules and regulations have the same force and effect as city ordinances.
6.3 Acceptance Criteria The City of Koronadal contracts animal care and control services through a partnership with the government officials in the city. Under the contract, city government it operates a day use facility located at Korondal City, South Cotabato entitled Koronadal ACS (Animal Control Service). Residents are able to view animals available for adoption, license their animal, reunite with lost animals, or surrender animals. 6.4 Critical Success Factors The mission of Koronadal ACS (Animal Control Service) is to promote and enforce the humane treatment of our animal population as well as a dedication to rabies eradication, reducing animal euthanasia and controlling the pet population through a cooperative effort with the community.

6.2 Approval Process Koronadal ACS (Animal Control Service) are appointed by the Mayor of Koronadal City and approved by the government official of the city. Taking state and city law into consideration, the Koronadal ACS (Animal Control Service) is given the power and authority to adopt such rules and regulations as in its judgment are required for the operation of the animal shelter and related activities, and for the proper care and treatment of animals within the city limits. Such rules and regulations have the same force and effect as city ordinances.
6.3 Acceptance Criteria The City of Koronadal contracts animal care and control services through a partnership with the government officials in the city. Under the contract, city government it operates a day use facility located at Korondal City, South Cotabato entitled Koronadal ACS (Animal Control Service). Residents are able to view animals available for adoption, license their animal, reunite with lost animals, or surrender animals. 6.4 Critical Success Factors The mission of Koronadal ACS (Animal Control Service) is to promote and enforce the humane treatment of our animal population as well as a dedication to rabies eradication, reducing animal euthanasia and controlling the pet population through a cooperative effort with the community.
