Which organizational units (business functions and divisions) are affected by the proposed system?
Who will be using the proposed system?
What external application systems will it be interacting with? Which of those external systems need to be changed or revised as a result of implementing the new system?
Who inside and outside the requesting department/branch/section (or the organization as a whole) would care about the proposed system?

Aside from budget, specify other factors that could hinder, impact, or severely limit the implementation of this project
2. Feasibility Assessment – Evaluate project based on economic, technical, operational, and political feasibility. 3. Management Issues 3.1 Team Configuration Management
Provide a list of team members and a description of the team member roles and reporting relationships.
3.2 Communication Plan
Describe the communication procedures to be followed by management, team members, and the customer.
Explain how the user will be kept informed about the project progress (ie. Periodic review meetings) and which mechanisms will be used to facilitate sharing of ideas and information (ie.telephone conferencing, e-groups, Internet messaging software).
3.3 Project Standards and Procedures
Describe how artifacts/deliverables will be evaluated and accepted by the customer (eg. via formal sign-off document to finalize scope of requirements).
