Sam Caspersen National Commission on Terrorist Attacks Upon the United States 26 Federal Plaza, Suite 13-100 New York, New York 10007 Re: 9-11 Commission Requests for Documents and Witnesses Dear Mr. Caspersen: This responds to requests made on behalf of the 9-11 Commission for information from the New York City Police Department (NYPD). With respect to witnesses that have been requested: the 9-11 Commission has interviewed Police Officer Sean C. Flanagan and Lieutenant Lawrence McNamee. Police Officer Jose Espinal has kidney stones and is still recuperating. Police Officer Michael Mazziotti has retired and we have been unable to contact him. With respect to documents requested: concerning the request for "deployment logs" reviewed by McKinsey and Company, McKinsey and Company is a private consulting firm who independently prepared their report. The use of the term "Deployment Logs" is a phrase they coined and likely refers to roll calls and Command Logs, some of which were made available to them. All of these documents have since been made available to the Commission. With respect to the list of Requests for Departmental Recognition, which you state are missing, all Departmental Recognition with a PO# of 000 were issued by the Commissioner, NYPD, without a written request, consequently there is no Request for Departmental Recognition for recognition awarded to those individuals. All of the Departmental Recognition with a PO# other than 000 has been previously provided to the 9-11 Commission. However, as a matter of courtesy, we are providing them again. Please note that there are four minor discrepancies with respect to the Requests for Departmental Recognition that have been provided. The discrepancies are: a) Bugge, Hurt (Tax_#/"" |) - Departmental Recognition request was submitted for Antonio Buffa (Tax #/ I) not Bugge. However. Bugge's tax number was entered onto Buffa's request; b) Luback, David (Tax #| t - Departmental Recognition request submitted for Luback, but submitted with the incorrect tax number; c) McNally, Daniel (Tax..#] \ Did receive Departmental Recognition, however, no separate formal request was submitted.

McNally's request was included in the request for recognition of Mark DeMarco; and d) Williams, Nancy (Tax # j b - Departmental Recognition request submitted for Nancy Ramos-Williams, but published in Personal Order as Nancy Williams. We are also providing the following documents referred to by Lieutenant Lawrence McNamee in his interview: Confidential Operations Unit Miscellaneous Log for Tuesday, September 11, 2001; Operations Log - Incident Report for September 11, 2004; and the Temporary Telephone Numbers used in connection with the Terrorist Attacks on September 11, 2001. With respect to the questions for McKinsey, NYPD has contacted McKinsey and McKinsey states that they have no information in addition to what is in their report.
