Subject: FDNY Dispatch project Gate, to flush out what we briefly talked about earlier, by the time PZ arrives on Wednesday, I would like us (i.e. you) to be able to give a good FDNY dispatch summary. What does this mean? Well, we know that Pfeifer initially called a second alarm, followed by a 3rd alarm and a "1060". We need to know the times of these, and what exactly they mean - i.e., how many engine companies and ladder companies (ladder companies are also known as truck companies) are called for a 2d alarm, how many for a 3rd alarm. And which units were called in at that time? And who was called in for the 1060? (I think it might be rescue units, which are separate from engine or ladder unit). Then, when was the first 5th alarm called? Who called it? Which units were called in that? And to where were they called? And what about the second 5th alarm? Who called it? When? Where to report? And I think there was a third 5th alarm called. Again, who called? When? Where called to? Which units? Put differently, we want to have the whole macro story of units called/dispatched to the WTC. Now, of course then we'll have to worry about matching that up to where units actually went that day, but for the time being that is my problem. As for sources of information, I'm bringing you some stuff now, but you should start with McKinsey and then use our dispatch records to fill it in, as well as the presentation given by dispatch union president, though we can't take that presentation at face value. I'll be out in a minute to discuss.

Manhattan Dispatch contacts DC01 (Hayden) MD to DC01: "Division 1, be advised, 3 Alpha reports they have a second plane that crashed into the second tower, about 2/3 of the way up. He recommends you transmit 5th alarm for that tower as well." DC01 to MD: "Yeah, 10-4. Go ahead Manhattan. Proceed with your um proceed, K." MD to DC01: "Alright, 10-4" NOTE: It's clear on Manhattan Dispatch tape 1 A, that Hayden never says the words "5th alarm," nor does he give any location for a staging area.

"Dispatch Reason 5™ ALARM" on CADS report for 2WTC box 8087-1 (5-5 is the signal code for a 5th alarm; DSEP means that the Decision Dispatcher, from the Decision Dispatcher Status Entry Panel, assigned units in response to the alarm) NOTE: there is an almost 5 minute delay from when Hayden issues the 2nd 5th alarm to when Manhattan dispatch is recorded as signaling the 2nd 5th alarm. I believe that this is not a simple mistake in synchronizing times between CADS, Manhattan Dispatch, and Brooklyn Dispatch. 2 possible explanations for this delay are: 1. dispatch may have been trying to confirm the 2nd 5th alarm and establish a staging area for the units responding on an unrecorded line of communication, or, 2. dispatch may have gotten diverted by other radio communication about the 2nd plane.

5 beeps (5th alarm signal code) over Brooklyn frequency BD to all on Brooklyn frequency: "Brooklyn announcing, in the borough of Manhattan, an additional 5th alarm has been transmitted, box 9998, for 8087 box, at 2 WTC, 0912, dispatcher 419 NOTE: This is the only audio recorded radio communication of the 2nd 5th alarm being transmitted for 2WTC. I believe this is why McKinsey estimates that Ganci called for a 5th alarm at 9:12am.
