Sprint records for the 24 hour period beginning at 8:30 AM on September 11, 2001 • FATN System reports for the same period. • Daily debriefing reports to the extent they exist, for September 11, 2001 through September 20, 2001 • Precinct command logs for Manhattan south for 24 hrs after 8:30 AM on September 11,2001 • Background materials for McKinsey report, to the extent it exists • Roll call for First and Second Platoons for September 11, 2001 for Manhattan South Task Force, 2nd and 3rd Precincts, Transit Districts, Housing Authority, and Police Academy, Special Operations Division, and al personnel in One Police Plaza. • Copies of all line of duty injury and death reports for injuries and fatalities suffered between 8:46 AM and 9 PM, September 11, 2001 • Any unusual occurrence reports done with respect to the September 11, 2001 terrorist attacks. 9. Forward reports via next department mail as follows: a. Chief of Patrol, DIRECT (forward in UNUSUAL OCCURRENCE REPORT [ENVELOPE] PD370-150). b. Copy for each intermediate command. c. Copy for commanding officer of uniformed member of service concerned, if member not assigned to reporting command. d. Copy to Chief of Housing Bureau or Transit Bureau if incident occurred in Housing Authority development or in subway system. e. Copy to Pension Section if occurrence involves line of duty death or serious injury and likely to die. f. Copy to Deputy Commissioner-Community Affairs, if occurrence affects police-community relations.
g. Copy to Deputy Commissioner - Policy and Planning, if occurrence involves the death of a person while in police custody or death or serious injury to a person in connection with a police activity or death or injury to a person as a result of a police firearms discharge. ADDITIONAL DATA Whenever doubt exists concerning whether an incident is unusual, make required notifications and prepare reports. The main criterion in determining the preparation and forwarding of the report is the Chief of Patrol's need to know. When an unusual occurrence involves a prisoner, comply with "Prisoner Unusual Occurrences" procedure to satisfy reporting requirements.

Information on obtaining all SPRINT reports related to 9/11 attacks 03/16/04 The first week of August I was assigned to the commission I reviewed a number of 911 phone call tapes as well as the different radio frequency tapes. These tapes were submitted to the commission by the city in response to first a request I noticed that the tapes that we received did not have any corresponding (SPRINT)-Special Police Radio Information Network Terminal reports or print outs. Normally when 911 tapes or division radio recordings are ordered in regards to an investigation each tape has a corresponding SPRINT printout attached to it. This would allow a person to listen to the audio on the tape of the 911- caller and with the print outs, you could see what information the 911 operator entered into her computer. If there was more than one call about an incident you could still listen to tape and read the SPRINT report as the tape goes on supplying you with names, addresses, phone numbers and the reason for the calls After you listen to the 911 calls you would then get the corresponding radio transmissions made in regards to that call. Example if someone called about a robbery the SPRINT report would show what PCT. Unit was assigned to respond to that call. It would also show the time that unit was notified and what other units also responded. Again there would be a corresponding SPRINT report that you could read as you listen to radio transmissions. The SPRINT report would show the date and time each entry was made in the SPRINT computer by first the 911 operator and then the radio dispatcher. They would also time stamp notifications to other agencies, Fire, EMS or other city agencies. The commission then issued a subpoena for all 911 tapes and radio transmissions and any transcripts or related materials. There was a meeting at Police headquarters with representatives of the City Corporation Counsel and the Police department in regards to these SPRINT reports. The police department agreed to supply the commission with the SPRINT reports and ask what time frame we were looking for. I requested SPRINT reports for a 24 hour period to start at 08:30hhours on 09/11/01 to 08:30 hours on 09/12/01. Several weeks later I received a cardboard box containing SPRINT print outs for that 24 hour period requested. They included every 911 call made through out the city for that time period. We needed only the SPRINT reports for calls related to the 9/11 attacks. I reviewed those printouts and found only 911 call related print outs and no radio division SPRINT reports. After reviewing other material submitted by the city to the commission I located a report titled Synopsis of the radio zone frequencies from the world trade center attack. They included reports for the following radio zones. City Wide Radio 1 S.O.D. Radio Zone 1 Radio Zone 2 Radio Zone 3 Transit Radio Division 1
After examining these reports I believe that they were produced by using SPRINT reports for the different radio zones. These would be a chronological listing of the entries that were made by the radio dispatcher showing the time that they were made up to a hundredth of a second. When listening to division radio dispatcher tapes you can hear the dispatcher typing on her SPRINT computer as she talks. On 02/23/04 I called the NYC Police department Communications Unit Tape Reproduction office in regards to 911 tapes made on the events of 9/11/01. I talked to a P.A.A Samson and explained my reason for calling. Ms. Samson stated that all tapes that are reproduced have a corresponding SPRINT report for each tape. She stated that no tape leaves the office without a matching SPRINT report I then called Inspector Michael Healy of the police department my assigned point of contact. I gave him P.A.A. Samson's name and updated him on my conversation with her. I called Inspector Healy several times over the next few days and finally got in louche with him on 2/26/04. He apologized to me and stated that he was wrong about the SPRINT reports. He then stated that he would get me the corresponding SPRINT reports for calls only related to the 9/11 attacks. I called Inspector Healy on 2/29/04 and asks him to include not only the 9/11 call SPRINT reports but also the different Radio Zone SPRINT reports. He assures me he is working on the request. On 3/1/04 I again called the NYC Police Department communications Unit Tape Reproduction office and again talked to P.A.A. Samson. After talking to Ms. Samson I fax a copy of a Synopsis of City Wide Radio Zone 1 report from the World Trade Center that we received from the city of New York. I ask her to identify how that report was produced. She stated she would look at it and call me back. Approximately 2 hours later I received a phone call from a Sgt. Armstrong of the Communications Unit. He informed me that I should not call the office of the communications unit. He stated that all inquires should be made to Inspector Healy. I then called Inspector Healy and explained my reason for calling the tape room. He stated that he was working on getting me the SPRINT reports and should not be calling anyone for information. On 3/4/04 I received a file containing only the SPRINT reports related to the World Trade Center Attacks. They only included SPRINT reports for the 9/11 calls received by the NYC Police Department that were related to the 9/11 attacks. I did not find any SPRINT reports for Radio Division transmissions. I called Inspector Healy office and left messages for him to call me.
On 30/08/04 after doing an interview with a police officer at police headquarters I met with Inspector Healy. I explained to him the Report of Synopsis of Radio Zone Frequencies from the World Trade Center Attack and they show the times of transmissions to the 100th of a second. I told him that they were apparently made from looking at a SPRINT report. He agreed with me and stated he would look into it and also stated that the Sergeant that prepared that report did it on his own. I also ask him to talk to that Sergeant Richard Pfluger whose signature appears on the original report. He informed me that Sgt. Pfluger was no longer assigned to the communications unit and would try to locate him. On Friday 3/12/04 I called Inspector Healy twice and left messages for him to call me. On Monday 3/15/04 when I arrived at work I had a message from Inspector Healy. He had called on 3/12/04 at 6:15 PM and left a message that he would be in late on Monday 3/15/04. I called Inspector Healy and he informed me that the Synopsis Report was not made from a SPRINT report. He explained that Sgt. Pfluger made that report by listening to tapes while they were on some kind of machine that marked the time. I told him I found that hard to believe and asks again to talk to Sgt. Pfluger. He stated that Sgt. Pfluger was working in the 6th Pet and works 6:OOPM at night to 02:OOAM He stated that he would try to arrange a meeting with another communications technician.
