FEMA DOCUMENT REQUEST NO. 1 RESPONSE FROM OFFICE OF NATIONAL SECURITY COORDINATION: The Office of National Security Coordination (NS) is providing an inventory of internal documents that may be related to the information request. 1) After-Action Analysis and Assessment Report Executive Summary, dated October 29, 2001 Summary: Document provides a high-level overview of the methodology used to develop an after action analysis of the continuity operation events surrounding September 11, 2001. The description of the assessment methodology outlines three phases: data collection, lessons learned, and recommendations for corrective actions. Classification: Top Secret. 2) After Action Analysis and Assessment of Federal Executive Branch Response to Terrorist Attack on the United States - 09/11/2001, dated April 26,2002 An after-action analysis and assessment of continuity operations during the period September 11 through October 3, 2001, this document focuses on five key areas: -
The development of an after-action analysis and assessment report; The development of a comparative analysis between the 1995, 1999, and September 2001 assessments; The development of a lessons learned library and recommendations for remedial actions; A review of the sufficiency and effectiveness of key program documentation; and The development of timeline of events during the time period

Classification: Top Secret. 3) Briefing: "September 11, 2001, After-Action Analysis and Assessment Report Briefing for the Director and Deputy Director, Federal Emergency Management Agency (FEMA), Office of National Security Coordination," dated September 27, 2002 Summary: The briefing provides an overview of the "After Action Analysis and Assessment of Federal Executive Branch Response to Terrorist Attack on the United
States - 09/11/2001," report developed following the events of September 11, 2001. The briefing contains a comparison of the findings and recommendations addressed in the 1995 and 1999 continuity operation assessments. These assessments were utilized as a baseline for the post-9/11 assessment. Focuses on four functional areas: Policy, Plans, Operations, and Tests, Training, and Exercises. Briefing package includes executive note pages. Classification: Top Secret. 4) Post-September 11,2001 After Action and Assessment Lessons Learned Library and COOP/COG Remedial/Corrective Action Program Database Users Guide, dated October 31, 2002 Summary: Document is a user's guide to the "Lessons Learned Library (LLL)" database established for the findings and recommendations collected during the assessment. The user's guide also provides guidance on use as a Remedial Action Program/Corrective Action Program (RAP/CAP) tool to document and track action on recommendations.
