According to the police report, Viloria-Paulino left his home on Forest Street around 5:40 p.m. on Nov. 18, accompanied by Borges. The two appear on video surveillance, according to police. Police say Borges took officers to a place near Merrimack River, parallel to Water Street, where Borges and Viloria-Paulino smoked marijuana together. According to the report, Borges said he left Viloria-Paulino by the river around 7 p.m., and returned home. According to the report, police found Viloria-Paulino’s body partially submerged and decapitated, dressed in a black T-shirt and black sweatpants. Police say a witness told investigators that Borges said he had done “something bad.” According to the report, Borges told the witness he had stabbed and decapitated someone.
