THIS IS MY DOCUMENTATION ON WHY I INQUIRED ON THE DEPARTMENTS VEHICLE COMMUTER POLICY AND MY CONCERNS OF ABUSE. AROUND FEBRUARY OF 2008 D/C NOLAN'S DEPARTMENT VEHICLE WAS BROUGHT INTO THE EQUIPMENT MAINTENANCE DIVISION'S(EMD) BAY FLOOR. I WAS IN THAT BAY AT THAT TIME TALKING TO SUPERINTENDENT(SUPT.) SMITH. WHEN THE CAR CAME IN. SUPT. SMITH STARTED LOOKING THE VEHICLE OVER WHEN HE LOOKED INSIDE I HEARD HIM GROAN. I ASKED HIM WHAT WAS THAT ABOUT (THE GROAN) AND HE SAID IT WAS BECAUSE OF D/C NOLAN'S MILEAGE. AS SUPT. SMITH WENT TO ANSWER A PHONE CALL I TOOK A LOOK AT THE MILEAGE. I ALSO SAW A CONNECTED GPS UNIT (WHICH I ASSUMED BELONGED TO THE DEPT.) AS I WAS POKING AROUND WITH THE UNIT I PULLED UP THE HISTORY AND NOTICED TRAVELS TO THE STATE OF RHODE ISLAND AND LaGUADIA AIRPORT IN NEW YORK. WHEN SUPT. SMITH RETURNED I TALKED WITH HIM ABOUT THE MILEAGE AND THE COMMUTER POLICY; THAT LEAD TO A DISCUSSION ABOUT WHERE SUPT. SMITH LIVES (ABOUT 12 MILES AWAY FROM HARTFORD) AND WHERE D/C NOLAN LIVES (ABOUT 8 MILES FROM HARTFORD). THE TALK ALSO COVERED WHEN D/Cs CASARES, NOLAN AND SUPT. SMITH'S VEHICLES WAS PUT ON LINE AND THE AMOUNT OF MILEAGE THAT WAS ON D/C NOLAN'S VEHICLE COMPARED TO THE OTHER VEHICLES THAT CAME IN AT THE SAME TIME. LATER I FOUND OUT WHAT THE MILEAGE WAS ON ALL THREE VEHICLES AT THAT TIME (D/C CASARES ABOUT 1800, D/C NOLAN ABOUT 5600 AND SUPT. SMITH ABOUT 3100). THE MILEAGE DIFFERENCE ALARMED ME WHEN I FOUND OUT THAT D/C NOLAN'S VEHICLE WAS IN USE BY HIM ABOUT A MONTH AFTER THE OTHER TWO. ON ANOTHER DATE I ASKED A/C PARKER WHAT THE COMMUTER POLICY WAS AND WHY I WANTED TO KNOW. I TALKED WITH HIM ABOUT THE ABOVE SITUATION AND MY CONCERNS OF POSSIBLE VEHICLE POLICY ABUSE.
