MCPS GRANTS U.S. CITIZEN PERMISSION TO ATTEND HIGH SCHOOL Montgomery County, MD – June 29, 2009 – After two years of refusal to enroll our fourteen‐ year old client in school, Montgomery County Public Schools (MCPS) today agreed to enroll Jeff Sukkasem in his local public high school. MCPS finally agreed that Sukkasem is a bonafide resident of Montgomery County and is entitled to a free public school education as is any other child in Montgomery County, MD. According to MCPS, the circumstances under which Sukkasem was originally denied a free public education are no longer relevant. During the period of March 2007 to June 2009, Sukkasem resided in Montgomery County with his legal guardian. MCPS has finally acknowledged that Sukkasem is a resident of Montgomery County given his continued presence over the last two years in the community. Sukkasem has amply demonstrated his domicile and residency are located here, in Montgomery County, and not in Thailand where his parents reside. It was only after local and international media outlets publicized Sukkasem’s plight—fourteen year old boy kept out of school for two years—that MCPS reversed its earlier decision that refused Sukkasem the right to a free public school education.
