II. STATEMENT OF THE PROBLEM As the researcher of this research, we have found out that many of our pupils in Grade Three are having difficulty in reading. Few are able to read fluently, but still have difficulty in answering the “how” and “why” questions. We are hoping that by using different strategies or intervention program our pupils will be able to have an enthusiasm in reading. This is important in order for a child to be successful. We feel that intervention program will help the teacher to have a different teaching strategies and show the student how to reflect

comprehension and to become life-long learners. The springboard in identifying the appropriate, effective and solicited reading interventions is the result of PHIL-IRI. The Philippine Informal Reading Inventory is set of oral reading passages. For the elementary grades in order to get the reading level of the public elementary schools Reading level classified the ability of the child to read such as: 1) Frustration, 2) Instructional, 3) Independent. Therefore; PHIL-IRI serves as an eye opener in
addressing problems related to reading specifically, the study seeks to answer the following questions: 1. What are the factors that affect the reading ability and comprehension of the pupils in Grade Three? 2. How can we improve the reading ability and comprehension of the pupils in Grade Three? 3. What intervention should be used to improve the reading ability of the pupils in Grade Three? III.
