The monthly meeting of Harrington Grove Community Association was held on March 26, 2009 at 7:00 P.M. at St. Francis of Assisi, the Vice President being in the chair. All Board members were present except Herb Hernandez. The minutes of the last meeting were reviewed and approved. Dean Mayfield of The Commons discussed the procedure for turning over The Commons roads to the City of Raleigh and thereafter turning the Commons HOA account to Charleston Management. Pringle moved that The Commons accounts be transferred over to Charleston Management at the requisite time period of six months or less; and to require The Commons HOA and Charleston Management to facilitate the City of Raleigh changing the “Private Road” signs, 20 MPH speed limit and “Stop” signs and posts to be replaced with City of Raleigh standard signs. In addition, The Commons HOA and Charleston Management to follow up with the City of Raleigh regarding “limited or prohibited” street parking options to replace The Commons HOA “no street parking” rule. The motion passed after debate. Matoka Snuggs advise that the sidewalks on North Radner were the responsibility of the HOA, not the City. Hutson moved that the HOA proceed with the $525 sidewalk repairs on North Radner. The motion passed after debate. Snuggs advised that the bid for the fence on New Leesville Blvd. came to $2,776. Hutson moved that we move forward on the vinyl fence at the playground for the cost of $2,776. The motion passed after debate. The Treasurer announced that the next CD matures in April. The community BBQ date was discussed. Parks was asked to find out from Jim Vescio whether Saturday, September 19, 2009 would be a convenient date for the swim and racquet club. The community yard sale dates were discussed. Saturday, May 16, 2009 was decided on and tentatively also September 19th (depending on the BBQ date). The playground sand vs. other types of “floor” was discussed and it was decided to keep sand. Hutson moved we spend $3,725 for additional sand and $2,660 for timbers to better retain it. The motion passed after debate. The Wakefield Nursery quote for planting bushes behind the new fence on New Leesville Blvd. was discussed. Cronlund moved we spend approximately $9,050 but not to exceed $9,500, for the bushes on New Leesville. The motion passed after debate. Thereafter the Board went into Executive Session. Pringle moved that the resident who had a yard waste issue be fined $150 to close the case. The motion passed after debate.
