Legislative Committee PLUMBING BILL: Governor Culver signed the plumbing bill on May 25. Effective July 1, 2009, landlords will be able to perform "routine maintenance" on any of their properties without the need for a licensed plumber performing the tasks. Anything beyond "routine maintenance" will require a licensed plumber to perform the repair. It is unclear how this definition will be enforced. The "routine maintenance" definition is as follows: NEW SUBSECTION. 17. "Routine maintenance" means the maintenance, repair, or replacement of existing fixtures or parts of plumbing, HVAC, refrigeration, or hydronic systems in which no changes in original design are made. Fixtures or parts do not include smoke and fire dampers, or water, gas, or steam piping permanent repairs except for traps or strainers. Routine maintenance shall include emergency repairs, and the board shall define the term emergency repairs to include the repair of water pipes to prevent imminent damage to property. "Routine maintenance" does not include the replacement of furnaces, boilers, cooling appliances, or water heaters more than one hundred gallons in size. We will continue to work with the Plumbing Board on a satisfactory definition of "emergency" to ensure that we are protected. COURT FEE INCREASES: One of the last bills to pass in the 2009 session increased the fees for certain court filings. The bill, SF 478, was subject to Governor Culver's line-item veto power. However, the Governor did not veto the section and he signed the bill on May 26, so the following increases will go into effect immediately: A civil filing increases from $100 to $185. A small claims filing increases from $50 to $85, and a small claims appeal increases from $75 to $185. The fee to file a mechanic’s lien increases from $20 to $50.

A/C Training Johnstone Supply is offering a significant discount to CIAA members for a 6 week Air Conditioning course coming up called “Everything A/C”. CIAA members pay only $15/week or $75 for the entire course. This is an excellent way for your maintenance staff to understand the ins and outs of Air conditioning systems before the full brunt of summer. This class will utilize a live working A/C specifically designed for training. 90% of the class will consist of live demonstration and student participation. Tax Credits and Rebates for Increasing R-Value Get your buildings insulated this year. There are tax credits as well as MidAmerican Energy rebates that can truly cut costs. Springer Professional Home Services can do no-charge energy audits with absolutely no obligation. Here is some information on the MidAmerican Energy rebates to current gas & electric customers: If your building has less than an R-30 value you are eligible for a rebate. If you increase your buildings R-Value to an R-20, the rebate is $.04 cents times the added R-Value, times the number of square footage. For example: Your building currently has 2.8" of insulation or an R-10 Value. Adding 3" of insulation will give you an R-20 Value. Your building has 20,000 sq. ft. of attic space. You would get $.04 x 10 (added R-Value) x 20,000 (sq. ft.) = $8,000 rebate. In order to receive the $.04 rebate, you MUST have an Energy Audit or currently be on the Energy Audit program through MidAmerican Energy. If you fail to get the audit, your rebate will be $.02 per square foot. Springer Professional Home Services would bid and complete the above example for $6500, meaning your insulation is FREE if you have had the audit. And, you'll save heating and cooling costs to boot. National Lease Program Offers Webinars Join the National Lease Program staff on the last Wednesday of every month for instructional Webinars. Each Webinar will feature a 30-minute tutorial instructing the user how to integrate the lease program and Blue Moon with existing property management software. Webinars will include the history of the lease program, the benefits and value to using the program, participating states and a listing of companies currently using the lease. They also include step-by-step instructions on how to customize and manage the lease, based on specific community requirements. Dolben to be Inducted Into NAA Hall of Fame The NAA Hall of Fame has a new member. Deane Dolben, CAPS, President of The Dolben Company, Boston, will be inducted into the NAA Hall of Fame on June 25 at the 2009 NAA Education Conference & Exposition in Las Vegas. Induction into the NAA Hall of Fame represents the highest honor that can be bestowed upon an apartment professional. He is the 12th person inducted over the 70-year history of NAA. Dolben, a Past Chairman of the Board, has been active in apartment industry leadership since 1997, when he was President of the Rental Housing Association of the Greater Boston Real Estate Board. In 1998, he played a key role in bringing the Northeast into NAA’s membership. Dolben served as NAA President (now recognized as Chairman of the Board) in 2004.

NAAEI Promotes Apartment Careers at DECA The NAA Education Institute (NAAEI) recently participated in the national DECA career preparation conferences for college and highschool students in Anaheim, Calif. NAAEI sponsored a panel at the DECA Business Management Academy, which attracted more than 250 college students. Students learned about exciting career opportunities in apartment management and were impressed to meet apartment industry professionals who had been able to advance quickly in their careers and find their niches in apartment management. NAAEI exhibited at the DECA Career Fair, which was visited by 1,600 college students, and recruited apartment professionals to judge DECA college and high-school competitive events and serve as mentors to high school students.
