INDEPENDENT GOVERNMENT COST ESTIMATE (IGCE) FOR MARSHALLING SUPPORT SERVICES TASK ORDER IMPLEMENTATION UNDER VEHICLE AUCTION AND SUPPORT SERVICES CONTRACTS -2008Background and Objectives Statement of Need: The U.S. General Services Administration, Heartland Region, Fleet Management Division, herein after known as “GSA Fleet” has the need to procure vehicle marshalling support services for vehicles located throughout the four and a half (4 ½) state geographical area of operational control (Missouri, Kansas, Nebraska, Iowa, and Southern Illinois) for calendar year 2008. GSA Fleet needs vehicle marshalling support services for acceptance of new vehicle deliveries and the new/sale vehicle exchange process in specific areas throughout the entire region. As new vehicles are delivered, they are exchanged for the sale eligible vehicles currently assigned to GSA customers. The GSA Fleet Management Centers do not have the facilities or personnel to accomplish this function. Services are needed within a fifty (50) mile radius of the following areas where GSA Fleet has large concentrations of vehicles: Kansas City Greater Metropolitan area; St. Louis Greater Metropolitan area; Council Bluffs, IA / Omaha, NE area; Springfield, MO area. The U.S. General Services Administration, Office of Motor Vehicle Management has established an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task and Delivery Order program for Vehicle Auction and Support Services. The method of procuring the marshalling support services needed by GSA Fleet will be accomplished by utilizing these contracts already in place and issuing task orders against these contracts. The method for procuring these services has been utilized for the past seven (7) years in GSA Fleet under the current and prior IDIQ Multiple Task and Delivery Order program contracts. It has proven to be the most efficient and time conscious method for procuring these services and has also allowed for maximum flexibility in the process. Sources/Competition/Contractors Considered: All contractors who received a contract under solicitation FFFR-TT-030001-N Vehicular Auction and Support Services are considered. Should additional contractors be added in the locality, they shall be evaluated under future IGCEs.

Applicable Conditions: The vehicles to be marshalled are managed by GSA Fleet Management Centers with operational control within the four and a half (4 ½) state areas of Missouri, Kansas, Nebraska, Iowa, and Southern Illinois. GSA Fleet requires the following line items, as defined in the Statement of Work in the contract, to be performed under any task order awarded. Required Line Items of Services: Line Item 2. Note: Body repairs, glass, mechanical repairs, and fuel for marshalled vehicles are not authorized under this procurement.

Costs: The total estimated dollar value for this IGCE is $143,000.00. This figure includes an estimated dollar value for new vehicle deliveries, old vehicle exchanges, vehicle reconditioning for seasonal use vehicles if necessary, transportation costs associated with new vehicle deliveries, and transportation costs for marshalled vehicles between contractor facilities (if contractor has multiple facilities). Delivery of Performance Period Requirements: The dates of performance are January 1, 2008 or date of award (whichever is later) through December 31, 2008. This period of performance is subject to change contingent upon factors external to GSA Fleet’s control. This IGCE is being established prior to need of performance of vehicle marshalling support services. GSA Fleet anticipates establishing a task order immediately after approval has been received, as new vehicle orders are being placed at this time. Plan of Action Sources and Competition: All contractors who received a contract under solicitation FFFR-TT-030001-N Vehicular Auction and Support Services are considered. Budgeting and Funding: GSA Fleet has requested and received funding approval for this acquisition. Pegasys document PR200801100004 is provided. Funding approval for the period of October 1, 2008 through December 31, 2008 will be requested at the beginning of the new fiscal year. Contract Administration: Contract administration for vehicle marshalling services will be delegated to Contracting Officer Representatives (CORs) within GSA Fleet.
