What is really taking place is the Commissioner of investigation and the Commissioner of the Department of Correction are handing out. arbitrary and capricious penalties, and Norman Seabrook has decided to blame the Captains. Captains do not fire nor recommend the tiring of any officer. Captains do not charge officers with bad uses of force. The people who do this are above Warden . Norman Seabrook forgot to blame them in his letter. In my opinion, Norman Seabrook should consider dir ecting his energy where it is needed-to best represent his members and join me in fighting the Department of Correction on all these unfair disciplinary issu es. and BHlNJE GONG on their retirements. Capt. Cottone - a former delegate for the CCA - will be greatly missed. He worked and served as a delegate at the Manhattan Courts. Capt. Gong will be equally missed. He was an Executive Board member of the Asian Jade Society. Both Captains were long time friends of the eCA and left the Department with excellent reputations .
