Originally part of the Lyndon Johnson presidential “war against poverty”, the Tri-Valley Opportunity Council, Inc. has continued to strive to achieve their mission; to improve the quality of life for all by providing opportunities that help individuals and communities meet their needs and realize their potential. While the idea of “mentoring” may be uncommon, it happens all the time … intentionally or unintentionally, consciously or subconsciously. It’s about sharing cultures, experiences, thoughts and hobbies, but most importantly, it’s about taking the time to spend with our youth and subsequently, have a positive impact on them.

The natural dynamic of a family is all about mentorship: parent or grandparent to child, older sibling to younger sibling. There is great need for our youth to have meaningful role models in their lives. Hispanic Community Leaders in Minnesota: Maricruz Hill En esta edición tenemos el gusto de presentar a otra líder de la comunidad latina en Minnesota que es todo un ejemplo de capacidad, talento y belleza.

whom is attending College at Saint Cloud State University and the other one is 16 years old and she is a high school student and a start basketball player. Maricruz says that being the mother of her children is a privilege and she is very grateful for having them in her life.

Maricruz Muñoz Hill nació en Nueva York. Por ser sus padres puertoriqueños a los siete años se fue con su familia a Puerto Rico donde continuó su educación y cursó estudios universitarios. Maricruz se graduó de la Universidad Interamericana de Puerto Rico con un Bachillerato en Ciencias Sociales y Psicología.

Maricruz has been able to build a successful career in the financial area and currently she is the manager of one of the Wells Fargo stores. Since her return to US Maricruz has served the Latino Community in different positions. In Virginia within the years of 1997 and 1999 she worked as Employment Service Specialist.

Posteriormente regresó con sus dos hijas a los Estados Unidos y en el año 2001 decidió trasladarse a Minnesota. Maricruz es la orgullosa mamá de dos jóvenes. Una de ellas de 20 años que cursa estudios universitarios en Saint Cloud State University y otra de 16 años que además de asistir a la secundaria es jugadora estrella de baloncesto. Maricruz considera que el ser mamá de sus dos hijas es un privilegio y está muy agradecida por tenerlas en su vida. Maricruz ha sido capaz de construir una carrera exitosa en el área financiera y actualmente es la gerente de una de las sucursales de Wells Fargo. Desde su regreso a los Estados Unidos ha servido a la comunidad latina en diferentes posiciones. En el Estado de Virginia entre los años de 1997 a 1999 ocupó el cargo de Especialista en Servicios de Empleo. En esta posición Maricruz tuvo la oportunidad de asistir a muchas personas a encontrar un trabajo digno. En el año 2000 fue contratada por la empresa Davis Memorial Goodwill Industries de Washington D.C. como Gerente de Operaciones del Departamento de Ubicación Laboral. Posteriormente, en el 2001 vino de visita a Minnesota y al observar las necesidades de la comunidad latina en este estado decidió hacerlo su hogar para poder poner sus muchos talentos al servicio de su gente latina.

While holding this position Maricruz had the opportunity to assist many people in finding jobs. In 2000 she was hired by Davis Memorial Good Will Industries in Washington D.C. as the Operation Manager of the Employment Department. In 2001 she visited Minnesota and after seeing the needs of the Latino community in this State she decided to stay to use her talents to serve her people. In Minnesota she has worked in the financial and banking sector.

In this edition we have the pleasure of introducing a leader in the Latino Community in Minnesota who is an example of capacity, talent and beauty. Maricruz Muñoz Hill was born in New York. Being her parents from Puerto Rico she moved to that country with her family at the age of seven . In Puerto Rico she continued with her education and she concluded College studies. Maricruz graduated from the Interamerican University of Puerto Rico where she majored in Social Sciences and Psychology. Later on she moved back to United States with her two daughters and in 2001 decided to move to Minnesota. Maricruz is the proud mother of two young girls. One of them is twenty years old

En Minnesota ha incursionado en el campo financiero y bancario. Entre los años 2003 y 2008 ocupó diferentes cargos en U.S. Bank y fue la Directora Regional de este banco por varios años. Como Directora Regional una de sus funciones era realizar eventos comunitarios para educar a la comunidad latina en el área financiera y fue una de las pioneras en establecer una alianza con el Consulado Mexicano. Maricruz dice sentir una gran pasión por educar a la población latina en cuestiones financieras para que así puedan mejorar su vida y la de sus seres queridos. Otro de los ámbitos en los que Maricruz expresa su capacidad de liderazgo es en el servicio comunitario.

Between 2003 and 2008 she held different positions in U.S. Bank and she was the Regional Director of this bank for several years. As a regional director she was in charge of organizing community events to educate the Latino population in finances and she was one of the pioneers in establishing an alliance with the Mexican Consulate. Maricruz says that she feels passionate about educating the Latino population about financial issues to help them improve their lives and the life of their loved ones. Maricruz has also shown her leadership in the area of community service. Currently, she is part of the Board of Directors of CLAC and the Hispanic Chamber of Commerce. Maricruz has been a mentor for Latino Girls Scouts and she has given seminars to the Latino Girls Scouts in Minnesota about leadership and social skills. Contiues on page 28

Actualmente forma parte de la junta directiva del CLAC y de la Cámara Hispana de Comercio. Igualmente, ha sido mentora de niñas Scout Latinas y ha dado seminarios a las Scout Latinas de Minnesota sobre liderazgo y surgimiento laboral y social en la sociedad Americana. Maricruz dice sentirse muy satisfecha de compartir su testimonio con jóvenes latinas y de motivarlas a seguir siempre hacia adelante y a buscar siempre el progreso en sus vidas. Como si todo lo anteriormente escrito acerca de Maricruz fuera poco, ella también ha recibido diferentes premios como reconocimiento a su labor y talentos. En el 2005 recibió de parte de la Cámara Hispana de Comercio el premio “25 on The Rise” que se otorga a quienes han hecho un impacto a través de su trabajo. En el 2006 le otorgaron el premio “Women to Watch of the Year” por su éxito como mujer de negocios. Maricruz considera que la familia es su prioridad y que su espiritualidad le ha ayudado ha surgir y a mantener un balance muy positivo en su vida. Al preguntársele sobre algún cosejo para nuestros lectores sobre la crisis económica que enfrentamos, ella mencionó que la forma más sabia de sobrevivir esta crisis es mantener la unión familiar pues es ahí donde radica la fortaleza del ser humano. Asimismo, ella señala que esta crisis debe enseñarnos varias lecciones para que cuando la economía mejore eduquemos a nuestros niños para que tengan buenos hábitos de ahorro y planificación financiera. Sin lugar a dudas Maricruz Muñoz Hill es un orgullo para nuestra comunidad y una inspiración para la mujer latina. Su empeño y dedicación como madre y mujer profesional nos debe servir de motivación para luchar por alcanzar metas altas.

El programa de migrantes opera en los meses de verano, y algunos centros trabajan hasta noviembre y diciembre sirviendo niños cuya edad llega hasta 6 semanas después de la edad en la que es obligatorio ir a la escuela en Minnesota y North Dakota. Los servicios se dan de 8 a 13 horas cada dia, de lunes a viernes. Nosotros empleamos 36 funcionarios de tiempo completo en el centro y 475 empleados de estación. (Esto no incluye los números de empleados administrativos del programa). Tenemos una relación cercana de colaboración con el Programa Estatal de Educación de Migrantes, Título 1, en la mayoría de nuestros sitios (usamos el mismo local, compartimos funcionarios de transporte, salud, nutrición y servicios de familia, etc.)

The Migrant Program operates during the summer months, with some centers running into November and December, serving children 6 weeks through compulsory school age in Minnesota and North Dakota. Services are provided 8 – 13 hours each day, Monday – Friday. We employ 36 regular fulltime center staff and 475 seasonal employees. (This does not include the numbers for administrative staff employed by the program.) We have a close collaborative relationship with the State Title 1 Migrant Education program in most of our sites (using the same facility, sharing transportation, health, nutrition and Family Service Worker staff, etc.).

RIF (Reading is Fundamental): This program provides books that are appropriate in language and culture for our families. Children pick books suitable for their age group twice during the Migrant Head Start program and are able to keep them. Lending Library: This program allows parents access to a variety of books under a library system created by Head Start. Classroom teachers send books home with the children periodically and parents are encouraged to read them to the children and return them to the classroom. This program is also accompanied by a reading contest that is a successful tool in improving reading habits. Health, Disabilities and Family Services: We also assist our families with health, medical, and disabilities in various ways. Some of the ways are we help to cut costs as well as assist with educating families about the various health concerns and how to be more proactive about identifying and treating them. The family services we provide are strengths in our program. We have dedicated staff that work hard to assist families in any way possible. We are working on finding new ways to recruit families. We also are looking at the areas that we serve and trying to find ways to reach out to other areas. We are trying to improve the education level of our parents. We are thinking of creative ways to provide help with English classes, GED and even college information.

The TVOC Full Year Head Start (Region V) and Migrant Head Start (Region XII) programs offer comprehensive child development programming for children birth through five and their families.

El clima actual de una economía insegura ha motivado el tema de este año. Este año, CLAC se dedicará a estudiar y reportar sobre el desarrollo económico de la población latina de Minnesota. At Big Brothers Big Sisters of the Greater Twin Cities (BBBS), there are currently 214 Latino Littles who have been matched with an adult friend, but of those matches, there are only 20 with both a Latino Big and a Latino Little. There are 62 Latino Littles waiting to be matched with a Big Brother or Big Sister. This disparity has raised alarming concern for BBBS. As the Latino population throughout the United States continues to grow significantly in terms of numbers, needs and resources, it is essential that Big Brothers Big Sisters become more familiar at a national and local agency level with Latino communities and the assets within them. In fact, the Latino population is the fastest growing ethnic minority in the country, and a staggering one-third of the population is under the age of 18. Every child needs guidance and friendship from trusted adults, and Latino Littles could gain even more if we could match them to a caring, adult friend who shares their heritage and culture. The family services we provide are strengths in our program. We have dedicated staff that work hard to assist families in any way possible. We are working on finding new ways to recruit families. To help achieve its strategic objectives, Big Brothers Big Sisters of America (BBBSA) created the Hispanic Mentoring Model (HMM) in order to identify, develop and implement a variety of strategies for Hispanic mentoring at all levels of the BBBS organization. The development and implementation of the Hispanic Mentoring Model is not a separate program, but rather a fully integrated and aligned strategic emphasis within the goals and objectives of all BBBS agencies serving the Latino community. The mission of HMI is to help Latino children reach their full potential through professionally supported, one-to-one relationships with measurable positive effects on youth development. The HMI vision is to create and sustain long-lasting mentoring relationships for all Latino children who need and want them, contributing to better schools, brighter futures and stronger communities for all.

Destinos: Nuestra misión es servirle Al haber estado expuesto recientemente a la evolución sociológica del Estado de Minnesota me encuentro muy inspirado por nuestros esfuerzos en DESTINO. Lo que procuramos es la construcción de puentes y la solidificación de una sociedad saludable. Es la gente que no hace sus impuestos los que dañan a otros. El hacer los impuestos y tener su ITIN es la mayor y más grande oportunidad disponible para Latinos no americanos que existe actualmente. New Immigration Approach towards Employers ´ hacia Nueva Medida de Inmigracion Empleadores Dan Donnelly

The US Immigration and Customes Enforcement (ICE) published a press release on April 30th, which announces the beginning of a new control program that will go after employers rather than employees. This is a shift in the focus of the Bush administration which focused more on the undocumented workers. Some believe that this is a direct result of the raid carried out in Postville, Iowa a month ago. Many believe that it doesn’t seem as if the ICE will carry out a raid of this sort in the future. Instead, the new press release seems to indicate that the Obama administration plans to take agresive actions towards the employers that were not gone after in the past. What does all this mean? The ICE will put criminal and civil pernalties on employers that employ undocumented workers. Ultimately, just as a policy of going only after employees will fail, so to will going after employers without having a plan that fulfills their needs to fill positions with workers of diferent ocupations and for workers that have a desire to work in the United States.

Soluciones al Hambre: El hambre está aumentando en el Minnesota Inicia una estado de Minnesota. La cremación directa es una opción para aquellos que podrían decidir tener los servicios en un día posterior o no tener un servicio del todo. Trasladamos al difunto desde el lugar en que murió hasta el crematorio, lo cremamos, llenamos la y lo entregamos a  documentación la familia. En el caso de que se vaya a realizar un servicio de recordatorio trasladamos el difunto desde el lugar en que murió hasta el crematorio, cremamos el cuerpo y llevamos a cabo un servicio de visita o vela y el servicio de recordatorio. Después del servicio de recordatorio vamos al cementerio para realizar el entierro. Hacemos todos los arreglos con el pastor, y otras actividades como la música y el almuerzo, notificamos al cementerio, honores militares, escribimos y enviamos los obituarios a los periódicos y llenamos toda la documentación Un servicio tradicional incluye el traslado del difunto hasta nuestra funeraria, preparación y vestido del cuerpo y el ponerlo en el ataúd. ¡NO ME CRITÍQUES, AYÚDAME! Gerardo y Maria Rodriguez*

Una de las fábulas del poeta francés La Fontaine cuenta que un niño cayó al río Sena, estaba ahogándose cuando vio las ramas de un árbol y se agarró de ellas. Por allí pasaba un maestro orgulloso de sus conocimientos. El niño gritó por ayuda. Viendo al niño en apuros el maestro no corrió a salvarlo sino que profería toda sarta de críticas y amonestaciones. Le decía al niño que era un necio por haber caído allí, que tenía lástima de sus padres por tener a un niño tan tonto, que el niño era muy descuidado y travieso. Después de tanto hablar decidió ayudar al niño… Esta fábula se aplica a muchas personas en el mundo actual. Muchas veces vemos personas, amigos ó familia, que necesitan nuestra ayuda y antes de ofrecer nuestro hombro, nuestro dinero (si lo tenemos) ó nuestra ayuda incondicional, nos preocupamos en recordarles que ellos son la causa de sus propios problemas. No le damos la oportunidad de que lloren en medio de un abrazo, ni siquiera los miramos a los ojos. Dios desea que pongamos en acción -en todos los momentos- el sentimiento de solidaridad que ha puesto en nosotros cuando nos creó. Cuando un amigo ó familiar está en problemas no debemos “cobrarle” todo el tiempo el error que cometió. Eso desanima y demuestra nuestro poco interés en prestar nuestra solidaridad. Cuando se presenta un problema con nuestros seres queridos debemos estar dispuestos a ayudar, presentando soluciones. Debemos ejercitar nuestra paciencia promoviendo la paz de espíritu en el individuo.

Jamás, en ningún momento Jesucristo hizo cobranzas al pecador. Por el contrario, cuando aquella prostituta estaba siendo apedreada por la multitud (Juan 8), Cristo ni siquiera quiso saber lo que ella había hecho para recibir tal castigo, sino que al contrario, acusó al pueblo por su hipocresía y solamente le dijo a la mujer que se fuera y no pecara más. No usó de excusas y no llenó su boca de palabras inútiles que solo la harían sentirse aún más culpable. Así es el Señor de misericordioso con nosotros. El no nos acusa de nuestro pasado ó cuando estamos en problemas, sino que nos ayuda a levantarnos de nuestros problemas, de nuestras tragedias personales. Nosotros, por necios, actuamos así a veces, acusando a los demás como si les brindáramos algún tipo de ayuda! ¡Dios se apiade de nuestra lengua! Seamos sensibles a los problemas de los amigos, familiares y hermanos…para que Dios sea sensible también a los nuestros! Debemos darnos cuenta de que no somos perfectos, muchos de nuestros errores son causados por nuestra propia necedad y nosotros mismos debemos pensar al respecto y no volver a “tropezar de nuevo y con la misma piedra”, como decía una popular canción que yo escuchaba en mi adolescencia. 4-H is Present in County and State Fairs By Brad Rugg; Director or Fair and Animal Science Programs; Center for Youth Development – 4-H.

Most County and State Fairs were first organized in the 1900’s to highlight the summer growing season and bring the entire community together to celebrate the accomplishments of agricultural. Citizens would bring their best examples of their work – everything from garden produce and flowers to livestock and from grains to canning and sewing. Local merchants would display and demonstrate their latest products. Nightly grandstand shows would entertain local citizens with musical entertainment, racing and much, much more. And 4-H would use the county fair as a venue to showcase the accomplishments of youth in 4-H clubs.

Be sure to take a walk through the 4-H Building when you get to the county fair. It will be identified with a large green four leaf clover with an “H” on each pedal of the clover. The building will be filled with exhibits prepared by kids. You will find everything from vegetables grown by 4-Hers to rockets designed and constructed by youth with the helpful eye of an adult leader. Look for the purple ribbons. These projects along with the exhibitor are the best in that project area. 4-Hers with grand champions are invited to represent their county at the State Fair.

All those elements still exist today. 4-H experiences and opportunities have grown to fit our new audiences.

You won’t want to miss the 4-H livestock barns when you are at the fair. They will be filled with cows, pigs, sheep, chickens, rabbits, horses and even lamas. The animals are raised by 4-Hers and are also evaluated by judges during the fair week.

4-H features a variety of “project” areas that kids tell us they most desire. 4-H offers educational opportunities in these project areas – opportunities that help 4-Hers learn and begin to use leader skills.

The tradition of fairs in Minnesota is rich and deep. County Fairs exist in all but 1 of Minnesota’s 87 counties. Generally 4-7 days long, these celebrations are a balance of entertainment, education, and great food.

The most popular project areas include photography, crafts and fine arts, foods, shop, aerospace and shooting sports. Other new project areas that are gaining in popularity include computers, robotics and geocaching.

Counties fairs start in late June and continue throughout the summer.

4-H members enrolled in these project areas attend project meetings and enjoy fun activities throughout the year designed to teach kids more about their identified interest.

The Minnesota State Fair is the culmination of all county fairs. It is in St. Paul and set for August 27 - September 7. Their website is: www.mnstatefair.org

Teen-Aged Girl Scouts Learn Healthy Relationships More than 100 Girl Scouts from community initiative groups meet author, learn to recognize destructive relationships (ST. PAUL, MN) About 120 Girl Scouts from the Twin Cities metropolitan area met May 8 at the College of St. Catherine (now St. Catherine University) in St. Paul last week for a session on building healthy relationships, increasing their self-esteem, and focusing on activities that help girls develop into future leaders. The girls participated in an educational, interactive seminar for teen Girl Scouts where they participated in large and small discussion groups, learned about preventing the spread of HIV, and learned techniques to recognize and build healthy relationships. Author Carla J. Bradlee, writer of “A Voice From the Village,” was on hand to lead discussions and activities based in part on the book and curriculum she wrote to help teen girls understand the value of healthy relationships and how to recognize destructive behaviors. Girls throughout the River Valleys initiative groups had used the book and accompanying curriculum throughout the school year during group meetings. At the day-long event, girls participated in activities including a self-defense session, a discussion on media portrayals of women and body images, and met Bradlee who signed their books. “This was a chance to bring all the girls together to talk about a common concern for all girls of color,” said Jackie Means, director of community partnerships for Girl Scouts of Minnesota and Wisconsin River Valleys.

In 2005 she received the award “25 on the Rise” from the Hispanic Chamber of Commerce. This award is given to people that have made an impact through their work.

Funcionarios de Minnesota encuentran plaga de enfermedad del árbol “emerald ash borer” en un barrio de Saint Paul. El Departamento de Agricultura de Minnesota (MDA) anunció el descubrimiento de una plaga que afecta al árbol de ceniza llamado “emerald ash borer” en el noreste de Saint Paul en la intersección de la HWY 94 y HWY 280.

El Departamento de Recursos Naturales de Minnesota (DNR), el Servicio de Inspección de Salud de Plantas y Animales (APHIS) y USDA están trabajando de cerca con MDA en esta respuesta.

Esta es la primera vez que se detecta esta destructiva epidemia de este árbol en Minnesota.

USDA hizo la confirmación inicial.
