EWING TOWNSHIP ENVIRONMENTAL COMMISSION, September 18, 2007 CALL TO ORDER-OPEN PUBLIC MEETINGS STATEMENT: A meeting of the Ewing Township Environmental Commission (EEC) was held on the evening of Tuesday, September 18, 2007 in the Ewing Township Municipal Complex. Chairperson Mike Hiscock called the meeting to order at 7:12 p.m. He began by reading the following statement: The notice requirements provided for in the Open Public Meetings Act have been satisfied. Notice of this meeting was properly given in the resolution by the Ewing Township Council on January 3, 2007 which was transmitted to the Times of Trenton and The Trentonian, filed with the Clerk of the Township of Ewing and posted in the Ewing Township Municipal Complex, all on January 4, 2007. MINUTES APPROVAL: The minutes of the August 21, 2007 meeting were approved on a motion by Hal, seconded by Mike. The vote was unanimous. PUBLIC COMMENT: John Hoegl stated he is interested in helping the EEC area of alternative energy. John’s assistance was welcomed by all. STANDING AND SPECIAL COMMITTEE REPORTS:
Planning Board and Site Review: Hal attended the 9/13/07 Site Review Meeting. He will email the agenda with comments to EEC members (attached). He highlighted 2 issues: 1. Higher Ground Interdenominational Church, 1009 Whitehead Road, wants to expand but doe not have room for required additional parking. Parking on adjacent property would require an easement. There are several large trees that would be destroyed. Item referred to Zoning Board. 2. A proposal for an indoor flea market on the vacant property near the IHOP. It was referred to the Redevelopment Agency.
Natural Resources Inventory/Conservation Element (NRI/CE): Not discussed. Tree Ordinance: ordinance.
Scott will contact Dave Thompson for his input on the
Web Site: Lynn Robbins to investigate the ability for the EEC to be contacted via email through the Web site. Grants:
Hal will investigate 501(c)(3) status for the EEC.
Sustainability: meeting.
Erin will prepare a draft Green Ordinance for the next
Lee reiterated that the Janssen cannot re-schedule the tour any time soon. JCC - It appears the Township is not interested in developing a long tern plan for the property. Upgrades are to be done on a piecemeal basis in order to get the building open for use as soon as possible. The EEC agreed we need to keep pressing for Green rehabilitation of the property. Ewing Bike Trails: Not discussed. DEP Stream Monitoring Program: Hal revised the information packet on the program (attached). He noted that participants will have to sign liability waivers. He discussed it with TCNJ and they are interested in participating. He attempted to contact appropriate people at the high school. Hal made a motion to proceed with setting this program up. Scott seconded it; motion approved. Community Fest: Aimee noted the date and time: October 6, 10:00 am to 5:00 pm. She passed around a sign-up sheet for volunteers. Some of the things the EEC will have at its table include a sign-up sheet for volunteers to assist the EEC,
Solar Tax petition, info on Public Question #3. Aimee said that the Princeton Environmental Institute may prepare information handouts for us. Mayor’s Meeting: Mike, Hal and Pete met with the Mayor and Dave Thompson on 9/14/07. They discussed the following: -

“Solar Tax” Ordinance – All agreed this was a good idea. The mayor will have Mike Hartsough investigate example ordinances. Hal is checking with ANJEC. Dave Thompson indicated he would advance a resolution to the League of Municipalities to also investigate. Tax Exempt Status – Hal will investigate further Scudders Falls Bridge letter – Pete agreed to draft a letter for the Mayor Tree Ordinance – All think it is a good idea. Dave Thompson will provide input to the EEC. The EEC will decide who will be on the committee at a later date.
Dave Thompson noted that the Township has requested PSE&G to replace street lights with more energy efficient lights. He also suggested that the EEC be represented on the Township Flood Mitigation Committee.
