As you may know, the statute that created the National Commission on Terrorist Attacks Upon the United States directs the Commission to "build upon" the investigations of other entities, including "executive branch... investigations into the terrorist attacks of September 11, 2001, other terrorist attacks, and terrorism generally." The statute also authorizes the Commission to secure information directly from any executive department, bureau or agency for purposes of its investigation. We understand that your office recently completed a review of the FBI's handling of intelligence prior to the September 11th attacks. To assist the Commission in fulfilling its statutory mandate, we hereby request that your office provide to the Commission and its staff information gathered during that review, including: (1) copies of all FBI or other Department of Justice documents collected during the review, other than documents that have already been provided to the Joint Inquiry of the Congressional Intelligence Committees; (2) a list of all interviews conducted by your office; (3) copies of any tape recordings of those interviews; (4) copies of any transcripts of those interviews; (5) for interviews for which there is no existing transcript, copies of memoranda or "write-ups" of such interviews; (6) for interviews for which there is no recording, no transcript, and no memoranda or "write-ups," copies of interview notes made for any such interviews; and (7) a copy of the final report, once it becomes available.
