Dan Marcus, General Counsel National Commission on Terrorist Attacks Upon the United States 2100 K Street, NW, Suite 300 Washington, DC 20036 Dear Mr. Marcus: This supplements our prior responses to the Commission's Document Request No. 1 to the Department, which requested in part 2, inter alia, transcripts, memoranda, reports, and other documents and audio/video recordings relating to debriefings or interviews and post-arrest statements by thirteen individuals. Enclosed are two CDs, labeled 6 and 7, in response to your request. CD 6 contains scanned responsive documents relating to part 2 of the Request and debriefings of six of the thirteen individuals. They are Messrs. Yousef (a); Haggag (e); Salem (f); Al-Ridi (h); Al-Owhali (j); and Meskini (1). The Department is not asking the Commission to maintain the confidentiality of this material because their provision of information has already been publicly disclosed through their testimony in federal prosecutions or otherwise. An index of the documents in the CD can be found by accessing the "Welcome.PDF" file in the CD. There are 345 pages on CD 6. We have substantial confidentiality interests as to the information regarding four of the remaining individuals listed in part 2 of the Request, which is set forth in the separate enclosed CD 7, labeled "Confidential." They are Messrs]_,_^_ fc| -_____^_ Some of these individuals have testified at public trials although they may have provided additional information that remains confidential and we want to protect them as sources of this additional information. We are providing this CD ,tb the Corrimission based upon your agreement that its contents, including the identities of the; individuals as sources of the information, will not be disclosed outside of the Commission. There are 1,520 pages on CD 7.

Wash.) Enclosed is a compact disc (CD) of scanned responsive documents in PDF format relating to three of the S.D.N.Y. cases: United States v. Usama bin Laden; United States v. Mokhtar Haouari; and United States v. Ramzi Ahmed Yousef, Abdul Hakim Murad, Wali Khan Amin Shah. An index of the documents in each CD can be found by accessing the "Welcome.PDF" file in the CD. There are 17,313 pages on this CD. I also want to correct the page count information that corresponded to the two CDs that were enclosed with my letter, dated July 14, 2003. CD 1, which was enclosed with that letter, actually contained images from 13,752 pages, and CD 2, also enclosed with the letter, contained images from 9,649 pages, for a total of 23,401 pages. I apologize for this error in my letter. We will supplement this response as soon as additional materials responsive to this request become available.
