President’s Message Well the 2008-09 season has finally come to a close and we can focus our thoughts on the upcoming season which begins in early September. I guess it’s true when they say that there really is “no rest for the wicked.” Last year was probably our busiest and most successful season ever, with close to 14,000 games officiated. There were some very notable moments, with a number of people receiving both provincial and national appointments, and in most cases, officiating the gold or bronze medal games. This shows that CBOA continues to produce some of the very best officials in the province, and the country. In addition to our national accolades, Michael Weiland received his FIBA card in August and is undoubtedly facing an exciting and successful international career. Congratulations to all! The new season brings with it some changes in the CBOA. First we have a new website that is fully functional and looks FANTASTIC! A big thank you to Ken Runquist for doing such an incredible job, especially within such a short time frame. Second, Evaluation Chair Ian Pollard is working diligently on bringing a new CBOA Rating System up to snuff. This will be a daunting task considering he is doing it parallel to CABO’s new national Certification Program. Third, Treasurer Evan Picton has hired on a couple of assistants to help with our books and other financial matters. Evan is currently training them so that our new payment procedures and budgeting process will be in place by the start of the year. Perhaps the most significant change is the retirement of John Weiland as CBOA Commissioner – a position that he has held for over eleven seasons – and the conclusion of over four decades of service as an official, builder, and mentor. John was more than an assigner – he trained, evaluated and mentored almost all of the officials in our organization today, and the majority of our most successful officials working the top levels. Put simply, there is not a single official in the CBOA that has not benefited from John’s (Continued on Page 7)

From the Desk of the Treasurer Hi all, Welcome to another busy season! Here’s a bit of an update on a few changes to the CBOA Finance Department – as well as some reminders: First, we would like to remind all officials that advance cheques will be written and mailed to the address on the Arbiter on the third Sunday of each month. That is, all advance requests will be held until that Sunday and processed then. When there are extenuating circumstances and emergency situations, CBOA will do its best to accommodate the possibility of sending out an advance sooner. But for efficiency reasons, advances will generally only be sent out at the aforementioned time. To speed up the receipt of your advance, and to make the process more efficient, please make sure that your mailing address and other contact information on the Arbiter is up to date. Secondly, I am pleased to announce that we have two Assistant Treasurers on board for the upcoming season. Admir Chihaluca and Chris Pelletier will take on duties similar to mine, and will be available to respond to any questions about the CBOA’s finances. You can contact Admir at [email protected] and Chris at [email protected] Lastly, if you are interested in how the CBOA accounts for your money, annual financial statements will be available for you to review at the Annual General Meeting on September 10th. From The CBOA Commissioner Another busy season is almost upon us…we have the city recreational leagues starting up right away, beginning with the Senior B Women’s League on September 9th. Regular Senior Men’s and Women’s leagues get underway September 13th. Please go into the Arbiter and block your days for September/October, as I will be sending out games for those months shortly. If you are not yet on the Arbiter, please go to http://arbitersports.com and register. Contact me at 403-616-7727 if you need assistance maneuvering your way around the Arbiter. Another annual event, The Corporate Challenge tournament goes September 13–16 at Mount Royal College, with as many as eight sets of games going on at any one time. These games are 3-on-3 format at one basket, with each game lasting no more than 30 minutes. Please contact me if you are interested in helping out with those games as well. A reminder that you should check your e-mail regularly for new game assignments, and either accept or decline them as soon as possible. Diligence is crucial to making the assigning process as reliable as possible – for ourselves, and more importantly, our clients. Dick Vanderstam, CBOA Commissioner

CBOA Member at Large Hello, everyone, and I hope you had a great summer! Remember that if you ever have any suggestions, comments, or concerns about the CBOA, contact me anytime at [email protected]. I am a regular e-mailer and will most often get back to you within a day. The Member-at-Large is meant to be a link between the membership and the CBOA Executive, and a general “helper” type that can support you in your day-to-day officiating matters. So don’t hesitate to e-mail me, no matter how insignificant you think the question is. CBOA’s first social event will be a party at Don Herman’s house at the end of the Higher Hoops Tournament in early December – stay tuned for details! See you all on the court! Grant Hoe, CBOA Member-at-Large Congratulations to Chad Titsing (1A Boys), Chris Pelletier (2A Boys), and Ian Pollard (3A Boys), who  officiated Gold Medal Games at High School Provincial Tournaments this past season.  Well Done!

News from the CBOA Evaluation Committee Another season is fast approaching, and our association now has a chance to set some seasonlong goals. As Evaluation Chair, I’ve identified some priorities for the Evaluation Team this year: •

The committee will strive to provide formal evaluations to as many members as possible this season to aid in the development of our officials.



We are also keen to identify members who are ready to take “the next step”. If you think you are ready to move up the ranks, please let us know and we’ll schedule an evaluation for you. Contact me via email at [email protected].



CBOA is introducing a new evaluation scheme as part of CABO’s National Officials Certification Program. More information about this new system will be featured at the ABOA Provincial Clinic on September 12-13.

To rookie and developing officials – we are expanding the Mentorship Program to allow more members to take advantage of the expertise that senior level officials have to offer. Mentors are there to support you, share experiences, and help you learn the finer points of officiating basketball. Use your mentor, and any other senior official, as a valuable source of feedback in your growth as a referee. As well – set some goals for the coming season, and try to get evaluated at least once by a CBOA evaluator. A reminder to ACAC officials: the ABOA Provincial Clinic is at Mount Royal College on September 12-13. You are required to attend an ABOA Provincial Clinic once every 2 years, so please plan to attend, particularly if you did not make last year’s clinic. The ABOA clinic is designed for all levels of officials – so we encourage every CBOA member, regardless of experience, to attend at least part of the weekend. It is a good chance to meet other officials, to share stories, and gain valuable insight into the exciting world of refereeing. See you all at the CBOA meeting on September 10th. From the desk of the CBOA Secretary As the secretary for the CBOA I am responsible for keeping the organization’s records and informing the membership about upcoming events. I am therefore very excited about our new website, and all the work that Webmaster Ken Runquist has put into the site's development. The new site can be found at www.cboa.ca. It will now be easier for you to stay informed on the CBOA. There are sections for meeting minutes, CBOA policies, education news, photographs, and of course the new CBOA newsletter that you are reading at this moment. If there is something you would like to see posted on the website, drop me an e-mail at [email protected], as I will be working with Ken on updating content. I would like to remind everyone that you should also e-mail me if you are unable to attend any of our meetings. If you miss more than one of the meetings (excluding the exam day which is mandatory) you are at risk of being fined for inadequate attendance. Running the CBOA effectively is easier when we get the maximum possible number of members attending. As well, lower attendance costs the CBOA money in wasted food, drink, and other supplies. CBOA will once again be recruiting at the Mt. Royal Volunteer Fair on Wednesday October 7th. Please let me know if you would be able to help staff the table. Finally, if you have any milestones (weddings, births, graduations, moving, etc.) you'd like to share with our membership please contact me so we can include them here – we like to share to good news! On that note, congratulations to Brenton Pilling who got married this summer – and a fond farewell to Kurt Powell, as he moves to Medicine Hat. Donald MacDonald, CBOA Secretary

The CBOA joins basketball officials across Alberta in mourning the death of long-time official and evaluator Daryl Paustian. The 56 year old lost a long battle with cancer in mid-August. Daryl was a well-liked and respected Provincial Evaluator, with a great deal of experience and passion for the game of basketball. The CBOA Executive would like to pass along condolences to Daryl’s family, and his friends in the Edmonton area basketball community.

Education Report Welcome to another season! And if you can believe it … NO NEW RULES! Okay, perhaps this is not completely true, but there have been no major changes identified at this point in the season. With Calgary’s busy men’s and women’s leagues starting in just over a week’s time, there are some key administrative things that all officials need to make a note of. There is a new score sheet for the Calgary Senior Men’s Basketball leagues that we will unveil at our meeting on September 10th. The purpose of the new score sheet is to make it easier for us to report Unsportsmanlike and Technical Fouls – and for the CSMBA to decide if offences require further investigation. Mastering the new sheet will be as simple as “check the boxes”. Remember, we administer the entire rule book with the adult leagues. I know sometimes the path of least resistance is easier than “taking care of business”. But by not penalizing offences correctly, you may be telling the offender that their behaviour is acceptable – which creates problems later on. Of course, not everything is cut and dried ... this is where officiating becomes an “art form” and not a science. In the end, no decision in this game is life or death ... just have confidence in yourself and do what is best for the game. Have a great season, everybody! Mike Bittante, Education Officer

… enthusiasm and wisdom over these many years. Our gratitude and thanks go out not only to him but also Heather Weiland for allowing John to serve our group with such distinction. While John may be leaving the Commissioner’s Office, you can rest assured that he will still be involved in a number of other ways over the coming months. Thanks again John for a lifetime of dedication and hard work! Finally, I would like to thank each and every one of you for your continued dedication to the CBOA and the basketball community at large. Your hard work is crucial to the continued growth of the game in the Calgary area. It is with that thought I ask you to look for that next official. We can use another 30 people just like you to help us out through the year. If you know someone please contact Dick Vanderstam or Mike Bittante as soon as possible. FIBA REFRESHER QUIZ 1. A1 jumps from his team’s frontcourt, intercepts a pass thrown by B1, and lands in control of the ball with both feet simultaneously straddling the mid-court line. While still straddling the line, A1 dribbles the ball. Is this legal? 2. On a final free throw by A4, after the ball has struck the ring and while it still has a chance to enter the basket, defensive player B4 reaches through the basket from below and touches the ball. The official counts the free throw and credits A4 with one point. Is this the correct procedure? 3. A1 has the ball for a throw-in. A1 reaches across the plane of the boundary with the ball, and B1 slaps the ball out of A1’s hands. Is B1’s action legal?

4. A4 is dribbling the ball near a sideline. A4 loses his balance and steps out of bounds without touching the ball. A4 then returns to the court and continues his dribble. Is this legal? 5. After the horn has sounded to end playing time in the fourth period, the score is tied and the possession arrow favours Team A. A1 is then assessed a technical foul. After the free throws, shall the overtime period start with a Team A throw-in? 6. A2 is assessed a second unsportsmanlike foul in the game. May A2 be permitted to remain on the bench for the remainder of the game? 7. A1 dribbles the ball in Team A’s backcourt. A1, while still dribbling, straddles the mid-court line. Does the 8-second count continue? 8. A4, from his backcourt, throws a pass that bounces off the leg of an official who is in Team A’s frontcourt. The ball bounces directly back to A4 who recovers the ball in his backcourt. Is this a backcourt violation? 9. A1, in Team A’s backcourt, makes a throw-in pass to A3 who leaps from Team A’s frontcourt, catches the ball, and then lands in Team A’s backcourt. Has A3 committed a violation for illegally returning the ball to the backcourt? 10. A1’s shot is in the air and on its downward flight when B1 grabs the rim and causes it to quickly snap in and out of place. The ball then bounces off the rim without entering the basket. Shall B1 be penalized for goaltending?
