GENERAL CONTRACTOR shall provide secure and dedicated offices and facilities for the OWNER (M/s ISPRL), PMC viz. M/s Engineers India Limited (here after referred as PMC in the document) and personnel of PMC’s Back-up Consultant (M/s SWECO) at the same location as their own staff working at SITE on the WORK. CONTRACTOR will be responsible for running, maintenance and up-keeping of the office facility to be provided for OWNER/PMC throughout the tenure. OWNER / PMC’s Construction team at SITE Offices is expected to be approximately 22 full-time/part-time persons excluding CONTRACTOR provided support personnel. Office facility is required 12 persons during first year after award of contract and thereafter for 22 persons till completion and commissioning of the project. OWNER /PMC SITE Office shall be located adjacent to but segregated from, the Contractor’s SITE Offices. Where there are satellite SITE offices being used, due to size of SITE, offices shall be made available for OWNER/PMC in satellite SITE offices on a segregated basis, the extent of which will be determined by OWNER, once CONTRACTOR prepares its detailed SITE establishment plans. OWNER /PMC shall have the right to alter its requirement from time to time to meet the changing needs of its Project Team in terms of organization and number of staff required to attend at SITE. Office accommodation for OWNER/PMC need to be arranged by CONTRACTOR within a period of 15 days of award of contract. CONTRACTOR may arrange office facility in a suitable hired accommodation at nearby location to site till such time the office facilities are established at site, however, contractor should establish all the facilities within 3 months of award of contract.

2.0

OFFICE ACCOMMODATION FACILITIES The requirement for OWNER /PMC office accommodation and the facilities at the CONTRACTOR’s SITE offices encompass full height air-conditioned offices arranged in convenient and defined work area acceptable to OWNER /PMC. Indian & Western toilets with washing hose (4) and washbasins; provided proper ventilation. Emergency exist(s)/entrance. Double glass aluminium door. Floor Mats to be provided for all air locks Split unit AC in all offices. All external windows to be UPVC double glaze (fly panel to be provided) Carpet tile to be provided throughout. Fluorescent lighting fixture square type flush with ceiling Computer outlets to be provided in all offices. Type of furniture to be provided shall be submitted for OWNER /PMC approval. It is either Godrej Make or equivqlent. Glazed aluminium doors shall be provided at all SITE offices’ entrances. All windows to be provided with Mosquito netting to opening windows. OWNER/PMC shaded car park area shall be located adjacent to SITE offices. Fire prevention facilities/fire extinguishers/fire alarms. The proposed layout of the offices shall be submitted to PMC for approval. The office structure shall be new, of good quality and located on concrete foundation with sound flooring.

2.1

The CEO, ISPRL and Resident Construction Manager (RCM) office shall be furnished with sufficient furniture of the Executive Quality. Secretary area shall include a desk and a chair for occupant, a computer table, a bookcase, three chairs for visiting guests and a low level table. Filing and records area shall include lockable full height file cabinets, bookcases and drawing files sufficient for retention of all Project documents. The room shall also have a latest version Xerox or equivalent photocopy machine, a desk and a chair for 2 occupants and a reference table with tow chairs. CEO’s and RCM’s office shall include a desk and chair for occupant, a meeting table and four chairs (Sofa set), a bookcase, a lockable file cabinet, a white marker board with pens and a computer table. CEO’s and RCM’s office shall have en-suite toilet facilities. A single person office shall include a desk and chair for occupant, two guest chairs, a bookcase, a reference table, a white marker board with pens, a computer table and a lockable file cabinet. A multi-person office for two persons shall include two desks and chairs for occupants, two guest chairs, two bookcases, two reference tables, two computer tables, two lockable file cabinets and two white marker boards with marker pans. A multi-person office for 16 persons shall include 16 desks and chairs for the occupants, 16 guest chairs, six bookcases, 16 lockable file cabinets. Fax and Printer tables will also be provided as necessary. Partitioning screens will be provided as required and fans.

COMPUTING AND TELECOMMUNICATIONS Supply of SITE ‘Computing and Telecommunications’ shall be as under: Contractor shall supply minimum P-IV personnel computers with 17” LCD monitors for each member of the site team. In addition to the above, any other software essential for running of the office shall be provided as and asked for by PMC site team. Latest version of all softwares should be installed and if required to be upgraded during course of the project. 1)

A dedicated server to be provided for sole use by PMC. The server should be setup to Contractor’s Standards and procedures and to ensure compatibility with Contractor’s systems. Only users nominated by PMC will have access to the server. All administration including backups, users’ accounts and virus protection will be the responsibility of the Contractor. The server should be kept in a secure and safe location within Contractor’s office space. All PC workstations and printers shall be connected to PMC’s dedicated server and Contractor’s LAN. PMC expects their Project team to share Contractor’s existing network facilities where required. Contractor shall provide all hardware and software required to use any equipment supplied. Contractor will supply all consumables including printer cartridges, paper, transparencies and CDs. Contractor will supply any additional miscellaneous hardware requirements as needed subject to PMC approval. Actual configuration/specification is to be submitted to and approved by PMC prior execution. In addition, PMC shall also be provided with a dedicated fully loaded walk-up 3D model review workstation complete with 2 LCD 19” flat screen monitors (to be configured as view only). This workstation is to be available from the start of modeling activities until final departure of PMC’s Project team from Contractor’s offices. For standard software, e.g. MS Office/Windows 2000, Contractor may use network or individual per machine. Access to the internet and e-mail will be provided to all machines. All computer location will need a set of manuals that the computer user can access from that location to be provided by Contractor (Softcopy/Hardcopy). Easy access to a conference room equipped with marker board, an overhead Projector (LCD projector for PC based presentations) and stand and telephone with dial out facilities etc. Office facility will be equipped with ample walkway entrance to office areas. Separate toilet facilities. Toilet facilities to be Western style and some with wash facilities (Eastern style). Female toilet shall also be provided. Fully equipped kitchen with beverages (including soft drinks/tea/coffee).

Dedicated office support staff shall be provided and assigned to assist and support PMC personnel as required by PMC. Potable water shall be used in all facilities and water storage vessels shall be provided with sunshades. Emergency Exit/Entrance to be provided. CONTRACTOR shall make available lunches during meetings between CONTRACTOR and PMC, and for PMC visitors (on chargeable basis). OWNER/PMC shall have ready use of video conference facilities.

COMPUTER SUPPORT CONTRACTOR shall provide maintenance support to all communications and Hardware/Software/Network (LAN/WAN) services provided for PMC. IT support shall be available at all times during working hours.

3.2

TELEPHONES CONTRACTOR shall supply ten 6 direct exchange telephone lines with ISD/STD facility, to be used for telefax machine and direct private lines; one each for ISPRL and PMC-RCM and others as designated by him, which shall be suitable for attachment of a portable fax provided to OWNER/PMC by CONTRACTOR. Local call telephones shall be provided one per office occupant linked to CONTRACTOR’S switchboard. All International/national and local calls without limitation shall be at CONTRACTOR’S cost. All telephones shall have voice mail and the facility to redirect calls to other extensions when occupants are absent and shall have a group answering facility available.

3.3

VIDEO CONFERENCING CONTRACTOR shall provide video conferencing facilities for use by OWNER/PMC’s Team at SITE that are compatible with OWNER’S requirements. A plan for switching between Video Conferencing circuits and Telephone circuits is to be provided to reduce telephone and facsimile costs if ISDN is not used.

3.4

FAX SERVICES CONTRACTOR shall provide three (3) dedicated laser plain-paper fax machines of the latest version, which shall be located with OWNER’s Project Team. All outgoing local facsimiles and PROJECT related international facsimiles (including without limitation the international facsimiles to CONTRACTOR’S/SUB-CONTRACTOR’S/LICENSOR’S/ VENDOR’S offices to backup consultant offices or to PMC’s office and other CONTRACTORs working on the PROJECT), or to any other party, shall be at the CONTRACTOR’s cost.

3.5

WALKIE TALKIE CONTRACTOR shall provide twelve (12) walkie talkies, dual band (one for CONTRACTOR network, other for OWNER/PMC network only) including hardware, software chargers, base stations etc., to operate the service, facilities will be handed over to CONTRACTOR upon completion.

MOBILE TELEPHONE CONTRACTOR shall provide six mobile telephones for OWNER/PMC Team’s sole use. Only local/STD call facility shall be provided for these mobile phones. In addition, CONTRACTOR shall provide two mobile phones for the use of OWNER/PMC shall have international facility to make international calls. These calls shall be included in the lump sum price.

3.7

E-MAIL CONTRACTOR shall extend its e-mail facilities for use by OWNER/PMC and to PMC’s electronic mail facility.

3.8

DIGITAL CAMERA The CONTRACTOR shall purchase a new digital camera (with high resolution and suitable for photography inside the cavern) and handover the same to the RCM of PMC at site. The camera shall be of the highest mega pixels and the best features available in the market as on the date of purchase.

4.0

ANCILLARY SERVICES The following services shall be supplied to support OWNER/PMC’s Team:

4.1

STATIONERY CONTRACTOR shall make normal office stationery, consumables and computer supplies, carterages, etc available to OWNER/PMC’s Team as per actual requirement.

4.2

PHOTOCOPYING/SHREDDING One (1) photocopying machine, latest version “Xerox” or equivalent with full options, together with access to printing facilities (linked to network and capable of mass producing up to A0 size drawings) in CONTRACTOR’s own offices shall be provided by CONTRACTOR for use in OWNER/PMC’s office area. CONTRACTOR shall provide, at no additional cost to copies of all PROJECT drawings, specifications, etc. as required during execution of the PROJECT.

4.3

REFRESHMENT SERVICE CONTRACTOR shall provide reasonable refreshment service for PMC’s personnel including soft drinks, tea & coffee.

5.0

MESSENGER AND MAIL SERVICE CONTRACTOR shall collect, dispatch and distribute all mail to/from PMC’s Project Team offices and to/from CONTRACTOR’s mail room and shall provide facilities for the receipt and dispatch of mail and also the inspection of unknown incoming mail.

CONTRACTOR shall arrange and provide free of charge to PMC courier services to transport Project Documents as requested by PMC. Courier services shall cover OWNER/PMC’s office in CONTRACTOR’s HOME OFFICE, SITE Office and OWNER/PMC’s in HQ in NEW DELHI and backup consultant office in Sweden. For the avoidance of doubt the courier services shall cover to-and-fro services between various OWNER/PMC/Back-up consultant offices. 5.1

CAR PARKING Adequate, shaded, convenient and secure car parking for ten (10) vehicles shall be provided by CONTRACTOR and allocated for sole use by OWNER/PMC’s personnel.

6.0

CARE, MAINTENANCE AND SAFETY CONTRACTOR shall maintain the offices in good order at all times and shall be responsible for all repairs to the offices, office equipment, furniture/fittings, computer and communication facilities and utility services that are necessary. Offices shall be provided with appropriate and sufficient fire detection and fighting equipment and procedures as required meeting the requirements of OWNER/PMC. Normal maintenance shall be provided by CONTRACTOR.

6.1

HOUSEKEEPING AND SECURITY Housekeeping and security shall be available during all normal construction office hours and outside normal office hours as required. CONTRACTOR shall make available PMC office facilities to PMC Project team out of normal hours.

6.2

CLEANING Cleaning shall be carried out to CONTRACTOR’s standards and in accordance with the Health and Hygiene requirements.

6.3

SECRETARIAL/ SUPPORT STAFF CONTRACTOR shall provide, during the period that PMC Team is at site, support personnel as follows: • • • • •

Two(2) Executives and two(2) staff secretaries conversant with PC operation. One (1) Document Controllers. Two (2) Tea Boy/ Messenger One (1) Receptionist One (1) Cleaner

All the secretarial / support staff will be provided required office furniture, PCs and facilities to perform their work. Any and all personnel provided shall be of a suitable high standard with the highest qualifications for the position proposed. CONTRACTOR shall give preference to candidates with previous relevant expertise and experience of working. All proposed personnel would be expected to attend an interview and be subject to PMC approval. CONTRACTOR shall supply replacements for the above personnel in the case of leave or absence. MESS FACILITIES CONTRACTOR shall provide full access to OWNER/PMC/ Backup Consultant nominated staff and their visitors to his senior staff mess facilities to be established by the Contractor with same charges as charged for Contractor’s employee. Lunch boxes in lieu of main meals may be required as necessary.

7.0

PERSONNEL SAFETY EQUIPMENT CONTRACTOR shall provide for OWNER/PMC Team’s sole use and replace, as necessary, the following safety equipment for each of the PMC’s Project Team personnel on-SITE, together with additional sets for guests as required by PMC. Each set of personnel safety equipment shall comprise: • • • • • • • • •

One helmet One pair of steel capped SITE boots Two pairs of Gum Boot Two pairs of Safety hand gloves Two pairs of safety glasses, on set having dark lenses (for normal sighted persons) One pair for prescription safety glasses with matching clip over dark lenses (for persons in need of optical correction) 4 pairs of overalls Torch approved for use in zone 1 areas. As required other safety equipment such as ear plugs, dust masks, gloves etc. In addition, Contract shall arrange to provide 40 sets of Overall, hand gloves and Gum boots of different sizes for the usage of visitors. Contract shall make necessary arrangement for cleaning/laundry of Overalls on daily basis. CONTRACTOR shall replace worn out or damaged or lost equipment from time to time during the construction period. CONTRACTOR shall ensure that OWNER/PMC Team’s equipment and hand tools are identified with PMC Logo and are coloured independently from all CONTRACTOR’s personnel as approved by OWNER/PMC. CONTRACTOR shall supply Breathing Apparatus (BA) equipment, gas detectors, snake bite kit or any other Safety equipment required to OWNER/PMC staff during the execution of the WORK. Consumables like potable water and power for running of office shall be borne by the Contractor

8.0

WATER AND POWER Potable water, water for sanitation and Power for running of the office shall be provided by the Contractor.

9.0

MEDICAL AND FIRST AID A well equipped Medical and first aid center with a doctor is to be arranged by the Contractor at his site office.
