The Central Bank in its new Summary of Economic Indicators Bulletin summarized the economic developments in Trinidad and Tobago to June 2009. GROSS DOMESTIC PRODUCT The report stated that GDP in the Trinidad and Tobago economy contracted by 3.3 per cent in the first quarter of 2009 compared with growth of 2.4 per cent in the first quarter of 2008. Activity in the energy sector fell by 2 per cent (year-on-year) in the first quarter of 2009. The non-energy sector declined by 5.4 per cent on a year-onyear basis to March 2009. Within the non-energy sector, the Manufacturing, Distribution and Construction sectors declined by 11.7 per cent, 3.7 per cent and 2.7 per cent, respectively. Real GDP in the United Kingdom, Euro Area, and Japan contracted by 4.9 per cent and 8.8 per cent for the first quarter of 2009.In the United States, economic activity declined by 2.5 per cent in the first quarter of 2009 DOMESTIC PRICES On a year-on-year basis to May 2009, headline inflation declined to 10.3 per cent, down from a high of 15.4 per cent in October 2008 and 11.9 per cent in April 2009. Core inflation, which excludes food prices, measured 5.8 per cent on a year-onyear basis to May 2009. Food inflation registered a year-on-year increase of 19.6 per cent in May 2009. On a year-on-year basis to March 2009, producer prices increased by 5.8 per cent, compared with 10.5 per cent at the end of December 2009. COMMODITIES PRICES The average price of crude petroleum (WTI) for June 2009 was US$69.62 per barrel. On a year-on-year basis, this represents a decline of 48 per cent. Prices peaked in July 2008 at US$145.29 per barrel. The price of Natural gas averaged US$3.84 per mmbtu (Henry Hub) in June 2009, a 70 per cent decline from the peak price of US$13.31 in July 2008.

The 3-month treasury bill rate fell by 70 basis points to 2.56 per cent at the end of June 2009 from 3.26 per cent at the end of March 2009. The interest rate differential between the TT and US 3-month treasury bill rate narrowed to 2.37 per cent in June 2009 from 5.25 per cent a year ago. MONETARY AND BANKING AGGREGATES The growth in commercial bank credit to the private sector slowed to 3.0 per cent on a year-on-year basis to May 2009, a decline from the 9.7 per cent reported in February 2009. Consumer credit remained virtually fat compared to a year ago. As at May 2009, consumer credit fell marginally by 0.8 per cent relative to its May 2008 figure. Business credit expansion however has outpaced consumer credit, growing by 6.5 per cent on a year-on-year basis to May 2009. REAL ESTATE MARKET AND INDICATORS OF CONSTRUCTION ACTIVITY Residential median house prices fell further to TT$857,500 in May 2009 from TT$900,000 in December 2008, a decline of 4.7 per cent. The price of ½” steel fell by 20 per cent in the 12 months to May. New real estate mortgage loans approved and disbursed fell during the first quarter of 2009 by 28.3 per cent and 13.2 per cent respectively, compared to the previous quarter.

RETAIL SALES Retail sales contracted by 7.8 per cent in the first quarter of 2009 compared to the corresponding period in 2008. The steepest declines occurred in the sales of dry goods, motor vehicles and parts and construction and hardware materials. New motor vehicles sales fell by 31 per cent in June 2009 compared with June 2008. Credit Card loans outstanding increased by 15.1 per cent over the past 12 months to reach $1.7 billion at the end of May 2009. The number of credit card accounts also increased by 9.5 per cent for the same period. The analysis by the Central Bank provides insight into the operations of the real estate market; however, real estate listings do not reflect the lowering of prices or put another way real estate prices are so high that a reduction in prices is still beyond the reach of many consumers. Frankly, the demand for government’s housing is stronger now than ever and consumer expectation is that real estate prices even when they fall will still not be within their reach. Consumers will do well to note the Central Bank’s view on consumer expectation in relation to inflation. The 2008 report states - One factor that continues to have a major impact on inflation in Trinidad and Tobago is inflation expectations. Economists and policy makers acknowledge the importance of this factor though its impact is difficult to quantify. Inflationary expectations become strong and “embedded” when inflation remains high for too long and when the population has little confidence that the measures being implemented will succeed in reducing inflation quickly. Strong inflationary expectations affect the level of wage demands, influence

The reduction in inflation is largely attributable to lower international commodity prices as well as to the compression in domestic demand arising from the marked slowdown in the local economy. This is reflected in the rise in the unemployment rate to 5.0 per cent in the first quarter of 2009 and the sharp deceleration in bank credit growth. On a year-on-year basis to May 2009, private sector credit by the consolidated financial system measured 1.6 per cent compared with 8.4 per cent in January. Consumer credit declined by 0.9 per cent in May, the first recorded year-on-year fall since November 2003. Both business credit expansion and real estate mortgage lending slowed on a yearon-year basis to 10.0 per cent and 12.1 per cent, respectively in May from 11.8 per cent and 17.4 per cent in February. While the continued deceleration in inflation is quite encouraging, there are several downside risks to the inflation outlook. Firstly, it is not yet certain whether inflation expectations have been fully reversed. Secondly, there is always a risk that domestic agricultural prices could increase in the coming months in the face of inclement weather. Thirdly, the balance between fiscal and monetary policy needs to be adjusted. At the current moment, credit expansion is at a low level. The best approach to real estate investment at this time is to carefully consider the cost of buying now versus waiting for the full effects of reduced prices to hit the market. Protecting the environment is the talk around town these days, more so, in light of the recent judgment given by the High Court against the EMA in granting a CEC to the government to build an Aluminum Smelter Plant. But should we go a step further and consider how we can really protect the environment against indiscriminate waste disposal in general and from auto body shops in particular. Firstly let me allay fears that auto body shops are not being targeted, on the contrary, this is just to bring to the attention of owners and workers in the industry what people are doing worldwide to help protect the environment by properly disposing of their waste.

So, this leaves us with one alternative, to self regulate the industry. This involves getting organised, forming an association and bringing standards to the industry. I would like to use a quotation from EnviroStars a US based organisation that was started in 1993 whose formation was designed to give small businesses incentives and recognition for reducing hazardous materials and waste, in order to protect public health, municipal systems, and the environment. They said. “Your best strategy is to reduce or eliminate as many hazardous materials and wastes from your business as possible, then many if not most of these regulatory requirements will no longer apply!”

To treat with the first challenge would require the development of in some cases of new legislation, and or the enforcement of existing regulations. Be that as it may this is a task all by itself and some may speculate that if it is not on the government’s agenda, then, you are not likely to see any action in this area immediately.

So beginning today and continuing we will publish a series of tips on best practices that auto body shops can adopt as their own and introduce into their daily operations. Now I know the biggest issue is to get everyone to adopt these best practices as their own particularly where that industry is not regulated by the relevant authorities. The challenge is what will it cost to implement these practices, because adoption often involves buying either materials or equipment that cost more and unlike the established shops can little afford that increase in cost. And even the larger shops make not adopt these practices because they want to obtain maximum profit. So, there is a challenge, what can be done to encourage businesses both large and small to always consider the environmental impact and to ensure that their operational processes do not contribute to environmental destruction. The other issue this highlights is the narrow focus of some businesses in seeking profit at any and all costs.

Analysing the Communication Process In our discussion in the last issue we talked about the results of research of the communication process. We saw where marketing experts in their effort to enhance the impact of their advertising messages dissected the communication process with the hope that through better understanding of the constituent parts they can be more effective in communicating their brand messages. The first component we looked at was ‘All Communication begins with an objective, the need to communicate’, in this issue we want to focus on ‘All Communication implies that there is a targeted audience to whom the message is directed.’

WHOM THE MESSAGE IS DIRECTED So you have a message that you want to communicate. Having a message with intent to communicate is like a speaker inviting persons to his lecture. But not everyone will find the message of interest to them, so therefore the challenge for the speaker is to identify persons to whom his message will have most relevance and find the appropriate channel through which the message can be conveyed to them. Lets use as an example a tertiary institution, their audience will include two types of

I also want to restate a couple of points that were made in the last issue As humans we are communicating all the time, whether in informal or formal conversations, as we go about our normal daily activities we are communicating to our staff and peers, therefore the first principle in communication is that as an individual we must be an effective communicator. What tends to happen when this principle is ignored, is we try to build a communication system to fill the gaps in our personal process and when the gaps becomes apparent we engage in spin. Becoming an effective communicator is not becoming a CIA Agent; your staff is not the enemy within whose community you must infiltrate. This is for real and the requirements comprise of the things that your parents, grandparents and others used to tell you; do unto others what you would have others do unto you, or put another way – love your neighbor as you love yourself. Upon this foundation you can build a communication strategy, because your point of origin is you and begins with the end in mind – your staff or customers. We have a business to run and staff and customers need information about your products and services in order to function effectively, so managing information has to be strategic. There is a format that a business can use to structure its message, it is called the AIDA principle, this acronym is Attention, Interest, Desire, and Action. How the message is presented has relevance both to the channel and formatting, example a classified advertisement to sell a car, would be different from what a car dealer would use to attract buyers for a new vehicle.
