EXPLANATORY STATEMENT - (Continued) BUDGET MESSAGE Chapter 68, PL 1990 placed limitations on municipal esxpenditures referred to as "CAPS"> The CAP limitation is calculated by a method established through New Jersey statutes. Expenditures subject to these spending restrictions are those made from general operating expenses, employee fringe benefits, salaries and certain deferrde cahrges. Our present "CAP" limit for FY 2004 is 2% of our general budget and increase inthes areas areliiet to this percentage. Items which are mandateds by State legislation, State and Federal grants, capital improvements and debt service are excluded from the "CAP". Chapter 49, PL 1983 permitted the use of a percentage index. SFY 2004 CAPITAL BUDGET AND CAPITAL IMPROVEMENT PROGRAM

This section is included with the Annual Budget pursuant to N.J.A.C. 5:30-4. It does not in itself confer any authorization to raise or expend funds. Rather it is a document used as part of the local unit's planning and management program.
