I am writing to request participation in the Delegation of Authority Program pursuant to 287 (g) of the Immigration and Naturalization Act. I feel that this partnership will foster cooperation between my office and the Immigration and Customs Enforcemem Agency. and allow us to work in cooperation to better serve the needs of the citizens of Whitfield County and the State of Georgia.

I am proposing the following Delegation of Authority Training for the individuals and purposes outlined below. It is understood that all personnel engaging in this training will have a minimum of two years of experience. have passed a security or background check acceptable to ICE and have no pending disciplinary action.

I am requesting the training of six Detention Officers at the Whitfield County jail for the purpose of identifylng violators of Federal Immigration Laws from within our own inmate population and processing these offenders in accordance with US Irrunigration and Customs Enforcement standards. It is understood that these officers must attend, and sufficiently complete, the Jail Enforcement Officer training offered by your agency. I'or all matters of communication between our agencies, or other matters as needed based on training and as required by any future Memorandum of Understanding (MOU): Lieutenaf'¥iJ.) 6), b (7) G:)will be the Point of Contact (POC) for our agency. Feel free to contact our POC in regards to any questions or concerns you have regarding this request or related issues.

It is my belief that this program will assist our officers in identifying criminal illegal aliens who pose a threat to our community, state and nation. I eagerly await the creation of a MOU between your agency and this office. I sincerely hope you will endorse this reguest and allow us to work together towards this noble purpose.

Sheriff Scott Chitwood Whitfield County Sheriff's Office 805 Professional Blvd. Dalton, GA 30722 Dear Sheriff Chitwood, Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for the Putnam County Sheriff's Office. On April 11,2007, the Program Manager for 287(g) Delegation of Authority at ICE Headquarters forwarded your request for participation in the 287(g) program to the Special Agent in Charge (SAC), and the Field Operations Director (FOD) for the Atlanta area of responsibility (AOR). The SAC and FOD, along with a member of your staff will need to conduct a feasibility assessment study. After completion, the assessment will be reviewed at ICE Headquarters and a detennination will be made to either accept or deny your request to participate in the program.
