UNV VOLUNTEER TERMS OF REFERENCE

Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive. 1.

Brief Project Description:

National UNV Specialist

In the Philippines, the non-profit sector including other organizations comprising it are referred to as nongovernmental organizations (NGO), people’s organizations or civil society. They play an important role in the provision of welfare, education, health and other services in the Philippines and this has been recognized by legal enactments such as the 1987 Philippine Constitution and the Medium Term Development Plan (MTPDP 2004-2010). The Non-profit sector has also provided the opportunities for volunteer work in the Philippines. With the assistance of the John Hopkins University Center for Civil Society Studies (JHU/CCSS), the National Statistical Coordination Board (NSCB) is implementing a Project on the Measurement of the Contribution of the Non-Profit Institutions and Voluntary Work in the Philippine Economy. So far, the project has come up with a registry of 106,259 non-profit institutions, which is presently being cleaned of duplications and for concordance with the International Classification of Non-Profit Organizations (ICNPO). Indicators on volunteerism are also being studied for the measurement of its contribution to the Philippine economy. To facilitate the completion of the above-mentioned work that has still to be undertaken by the project, the NSCB is requesting for the services of three UN Volunteers including one who will act as the focal person to oversee the smooth completion of the tasks and be responsible for seeing to it that the needed reports are communicated within the project personnel, the UN Volunteer office, and the John Hopkins University. 8.

9. Organizational Context: The National Statistical Coordination Board (NSCB) was created under Executive Order No. 121 issued on January 30, 1987 as the policy-making and coordinating agency on statistical matters in the Philippines.

Foremost among the objectives of the NSCB is to develop an orderly PSS capable of providing timely, accurate, relevant, and useful data for the government and the public for planning and decision-making. 10. Type of assignment place: Assignment with family 11. Description of Duties: Under the direct supervision of Raymundo J. Talento, Director IV, and under the guidance of the NPI Advisory Committee and the UNV Specialist for National Accounts, the UNV Researcher for National Accounts will be responsible for the following: • • • • •

To complete and finalize the NPI register; To develop the indicators on volunteerism; To develop the estimation methodology for measurement of NPI and voluntary work; To come up with estimates for the contribution of the NPI and voluntary work to the economy; and To perform all other auxiliary functions as may be required in the pursuit of the organization’s functions.

Furthermore, UNV volunteers are encouraged to: • Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD); • Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country; • Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.; • Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers; and • Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 12. Operational scope and coverage of non-profit institutions in then Philippines based on concepts and definitions in the UN Handbook on Non-Profit Institutions; Philippine classifications of the NPI’s based on the International classification of No-Profit Organizations (ICNPO); Classification of the NPI register based on the International Classification of Non-profit Organizations (ICNPO); Compilation of data from various sources, administrative, internet, surveys and other materials related to the non-profit sector for estimation of the contribution of the NPI and volunteerism to the economy; Estimates of the NPI sector and volunteerism; and

A final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities, capacities. Qualifications/Requirements: Bachelor’s degree in statistics, mathematics, economics, sociology, or related disciplines; At least 3 years of experience in undertaking research; Proficiency in computer applications particularly MS PowerPoint, MS Excel and other spreadsheets; Proficiency in technical writing and in report writing; Proficiency in database compilation;

Knowledge on national accounts and economic and social indicators; Knowledge in the validation of the various data from source agencies for the classification of the system of national accounts; and Knowledge in the development of suitable standards, concepts, definitions, classifications system required in the system of national accounts.

Computer skills: Minimum skill in the use of Microsoft Office Applications and related databases; knowledge in statistical computer packages or related software 16. Language skills: Proficiency in English and Pilipino 17. Living Conditions: Manila is classified as “A” – the lowest hardship for a developing country posting—and all western amenities (food, clothing, restaurants) are available in the city. Traffic congestions and air pollution is a nuisance to some inhabitants.

Conditions of Service A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to PHP 20,500; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
