Transfers by Agreement Job Aid Job seekers will usually remain with the same Job Services Australia (JSA) provider (from hereon referred to as ‘JSA provider’) for as long as he or she is looking for work but, in certain circumstances, may change JSA provider. A job seeker may be transferred to a new JSA provider if there is agreement between all parties. A Transfer by Agreement is completed by the JSA provider using DEEWR’s IT Systems. Instructions A job seeker may discuss transferring to a different JSA provider with their current JSA provider. The JSA provider should inform the job seeker of their transfer options and discuss if a Transfer by Agreement would be appropriate.
If the current JSA provider and the new JSA provider agree to this, a Transfer by Agreement can be recorded.
All parties to the Transfer (current JSA provider, the job seeker and the new JSA provider), must complete a Transfer by Agreement form. This form must be completed by all parties, prior to the transfer being processed. The current JSA provider can then transfer the job seeker on DEEWR’s IT Systems. Transfers are completed on the Transfer screen. Choose the transfer reason and then ‘submit’. The JSA provider must retain a copy of the Transfer by Agreement form for documentary evidence purposes.
Notes While it is usually the job seeker that initiates a Transfer by Agreement, as their current JSA provider they may also suggest this. The job seeker and the new JSA provider must agree for it to be a Transfer by Agreement. The reason for the transfer may include transport or financial difficulties or that the service arrangements with the new JSA provider would be more appropriate for the job seeker’s needs. When considering a transfer request, the current JSA provider should assess the job seeker’s servicing and level of engagement , for example, if a job seeker is not ‘fully engaged’ in the services the JSA provider is delivering—which may have an impact on his or her ability to meet participation requirements, increase skills or find suitable employment— then a transfer may be beneficial. If the decision is made to reject a transfer request, the job seeker should be informed of the reason why. If the transfer is not agreed to by all parties, there are other transfer options for the job seeker, such as Relationship Failure or Better Servicing. Remember, the current JSA provider needs to ensure when considering Transfers by Agreement, that job seekers are not using the transfer process to avoid his or her responsibilities.
A Transfer by Agreement form does not need to be signed prior to a transfer being agreed to.
Once the current JSA provider has submitted the transfer, the job seeker will be removed from the caseload. The JSA provider will need to arrange any transfer of Employment Pathway Fund (EPF) credits to the new JSA provider, as arranged/agreed between the JSA providers. If the job seeker has transferred to the new JSA provider Site, the new JSA provider will receive a noticeboard message stating ‘Transfer, take action as appropriate.’ The new JSA provider must contact the job seeker as soon as possible to arrange an appropriate Appointment. At the Contact the new JSA provider must commence delivering services to the job seeker in his or her eligible Stream and review and update his or her Employment Pathway Plan (EPP).

Service Fees are pro‐rated, calculated by DEEWR and based on the amount of services left within the 13‐week Service Fee period that the job seeker is in. The pro‐rata Service Fee will be made available on the Available Payments list once the receiving JSA provider commences delivery of services to the job seeker. Originating JSA providers do not have Service Fees recovered when job seekers transfer.
The amount credited to the EPF may be adjusted by DEEWR on a pro‐rata basis, which shall be calculated with reference to the amount of time that the job seeker had (prior to the transfer) spent in the relevant Stream Service.
