T – Increase is to upgrade an existing program Definition - Increase - addition: a quantity that is added; "there was an addition to property taxes this year"; "they recorded the cattle's gain in weight over a period” Wordnet 3.0 Princeton University 2006 Violation – The affirmative team creates a new program, rather than add something to a program that already exists. Standards: Best Limits – Our definition provide the best limits for this case. Under the aff definition, they could create any number of programs and have them do any number of things. Under the neg definition, they must actually increase something within the USFG, which are the best limits for this debate. Debateability – Under the aff definition, there is no debateability because the neg has no ground to make arguments. For the neg, the round becomes an exercise in futility, because we can never predict the infinite number of agencies within the USFG that an affirmative can create. Abuse – Circle this, I’ll get back to it later. Voters: A Priori – Topicality should be the first point that the affirmative takes because topicality is the most important voter. Competitive Equity – Without competitive equity, this debate round becomes a moot point. Our definition provides the best competitive equity in this round, and you should not vote for the affirmative because they have no competitive equity. Jurisdiction – It is not in your jurisdiction as a judge to vote for a non-topical case.
