Violation: The affirmative cannot increase something that isn’t already in existance. The affirmative is trying to create something completely new and not actually increasing the incentives. C. Standard: Legal-The government uses legal standards and it has to be through the United States federal government making our defintion the best. D. Voter: Rules of the Game says topicality is a voting issue.
