Harmful: danger of serious damage to health by prolonged exposure through inhalation. Harmful: may cause lung damage if swallowed. Irritating to skin. Vapours may cause drowsiness and dizziness. Human/health hazards: - by inhalation: exposure to a low concentrations causes irritation of the respiratory tract; exposure to higher concentrations may cause respiratory failure, stomach aches and affects the central nervous system causing loss of balance, vomiting sensation, nausea; prolonged exposure may cause cardiac diseases; very high concentrations may cause faints, coma, death. - by skin and eyes contact: the contact with the liquid or vapours has an irritant effect on the eyes and skin; produces redness of the skin and eye; prolonged exposure may cause dermatitis or opaque sight. - by ingestion: causes severe gastrointestinal pains, abdominal cramps, nausea, vomiting, affects the central nervous system by loss of balance. Ignition and explosion hazards The product is classified as highly flammable. Presents ignition and explosion risk when exposed to heat and flame. 3.2. Adverse effects - adverse effects of the physical & chemical properties and manner of manifestation: The toluene is stable at the room’s temperature, in normal conditions of storage and handling. Reacts with strong oxidizing agents. Thermal oxidizer decoposition of the product may produce carbon oxide and toxic vapours. - adverse effects over the human health and manifestation symptoms: In case of inhalation, 40-80% of the quantity is maintained in the organism. Vapour inhalation may cause pulmonary oedemas, cough and asphyxiation. Inhalation of high concentrations may cause damage to the central nervous system characterized by dizziness, headaches, fatigue, weakness, confusions, insomnia, irritability, which can lead to narcotic coma. Due to ventricular fibrillations it may cause heart failure. May also cause liver and kidney damage. Inhalation in small quantities in a longer time may cause a local irritant reaction and general toxic action. Inhalation of the product may cause pneumonia, which can be fatal. Prolonged skin contact may cause acute dermatitis. Chronic intoxication causes damage to the bone marrow. The symptoms of chronic poisoning include irritation of the mucous membrane, headaches, dizziness, loss of appetite and intolerance to alcohol. Chronic intoxication during pregnancy was associated with teratogenic effects on the foetus (causes severe malformation: microcephilia, disorders of the central nervous system, delays in development, speaking disorders, slow downs in growth, physical deficiencies including deformities of the face, cerebral cracks, leisure of the eyes and ears, small and flat nose). - adverse effects over the environment and manifestation symptoms: Causes adverse effects on reproduction. 3.3 Other dangers which do not result from classification

4.1 Symptoms and effects as a result of exposure - acute intoxication: dizziness, lost of balance, loss of consciousness. . - chronic intoxication: damage to the central nervous system, cephalgia, fatigue, coordination and memory damage, nausea, anorexia. 4.2 First aid measures (general overview) Remove the victim into fresh air; rinse the affected area with plenty of water and soap. Seek medical assistance. 4.3 First aid measures - in case of inhalation: : The victim must be immediately removed from the corrupted area into safety place. If necessary artificial respiration will be performed, cardiac massage. Seek medical assistance. - in case of ingestion: : If the victim is conscious he/she should drink 1-2 glasses of water to dilute the product. If large quantities of toluene are swallowed, gastric irrigation will be performed. DO NOT induce vomiting because there is the danger to aspirate it into the lungs. - in case of eye contact: Rinse with plenty of water even under the eyelid, for 15 minutes. It is not allowed rubbing the eyes or keeping them firmly closed. - in case of skin contact: The contaminated equipment will be removed as soon as possible. Rinse the skin immediately with water and soap. If skin irritation persists seek medical assistance. 4.4 Qualified medical attention Provide symptomatic treatment and moral support. The rescuer will give first aid taking care to protect his breath. The rescuer’s individual protection is ensured by wearing a gas filter mask for organic vapours or autonomous isolating equipment, clothes made of natural fibres, protective gloves and shoes resistant to oil products without metallic accessories. 4.5 Other information DO NOT administer anything to a person found in unconscious state or presenting convulsions.

Section 5 FIRE-FIGHTING MEASURES 5.1 Suitable extinguishing media (media, materials) Chemical and aeromechanical foam extinguishers for hydrocarbons, dry powder and carbon dioxide extinguishers, dry ice extinguishers; fixed and mobile extinguishing installations with chemical and aeromechanical foam, special PSI vehicles. For small fires the materials used for fire fighting should be dry substances (sand, land), and for large fires chemical foam and aeromechanical foam. For the storage tanks, fixed installations with aeromechanical foam are recommended. 5.2 Not recommended extinguishing media (media, materials) Water, anti alcoholic foam, sprinkler installation. Direct flushes of water must not be used because there is the danger for the fire to extend. Sprinkler installations can be used only to cool down the containers. 5.3 Special exposure hazards Danger of intoxication due to the toxic substances produced through thermal decomposition. Danger of thermal burns. 5.4 Special protective equipment for fire-fighters A suitable protective suit will be used for interventions in high temperatures (anti-thermal) and / or fire resistant suit (aluminised). Because the fire may produce toxic smoke and accidents, autonomous isolating equipment with compressed air and gas masks with polyvalent refills will be used. 5.5 Other information The fire area will be isolated. The access for unauthorized personnel will be forbidden. Section 6 ACCIDENTAL RELEASE MEASURES 6.1 Personal precautions The uninvolved personnel are carried off. The fire sources are disconnected (for example: engine is shut down); the flammable and combustible materials and the formation of sparks will be avoided. The danger zone is established with the explosive prove device and it will be isolated. Entering the area will be possible only with special protection equipment. Approach from the up wind side. After leaving the area the clothes that came into contact with the product will be changed and the affected areas washed with water and soap. In the enclosed space, if possible, adequate ventilation must be ensured. 6.2 Environmental precautions The spill of the product in drains, rivers or soil must be avoided. The affected area must be immediately isolated and the spilled product will be collected because it represents a pollution source. The contaminated surfaces with the spilled product will be covered with sand, earth, incombustible materials or other absorbent materials. Retaining dikes will be built in order to control leaks or spillage, if the case. In the event of large spills the competent authorities must be notified. 6.3 Methods for cleaning up The spilled product will be collected into metallic barrels, so that it does not represent a pollution source. The materials used for cleaning are: sand, earth, and other biodegradable absorbent materials. Collecting of spilled product is performed by specialized personnel. The wastes are considered dangerous and will be transported to special waste collection points or they will be burnt according to the legal provisions. 6.4 Other information Product vapours are heavier than air and may travel substantial distances to remote ignition. Use water spray to disperse the vapours. Section 7 HANDLING AND STORAGE 7.1 Handling (including environment protective measures) Handling is performed with the strict observance of the technological and PSI instructions. Avoid besprinkling with the product of the personnel. Contact with strong oxidizing agents will be avoided. When handling the containers that contain the product, avoid the mechanic shocks, kicks, deteriorations. Should only be used anti-ex tools, instruments and electric equipments. All the pipes and the equipment used for handling, transport or transfer must be connected to the grounding conductor in order to prevent uncontrolled electric static discharge. TOLUENE PETROM S.A.

For product transportation only CF or auto tanks (technically and PSI corresponding), metallic barrels or cans shall be used. Transport, even in small quantities, in improvised containers is not permitted. No smoking. 7.2 Storage - storage requirements: The product should be stored in special set up locations, away from the sun rays, and far from any heating or ignition sources, cool (< 40ºC), dry, well ventilated. Storage containers should be kept tight closed. The containers tightness will be checked periodically. The floors of the warehouses must be thick and solvent resistant. The places where product is handled will be provided with general and local ventilation systems in order to maintain concentrations under the allowed limits. Local ventilation system is preferred because it prevents the dispersion of the toxic gases in the working area by catching from source. Saving sprinklers must be provided. - specific requirements: In large quantities the product should be stored in fixed roof tanks connected to the grounding conductor and provided with exhaust valve and stopping flames trap, measuring equipment and Ex protection control, special PSI systems and retention tubes. For small quantities containers made of glass will be used. The storage containers will be labelled adequately. 7.3 Specific use(s) - recommended use(s): raw material, solvent - internal regulation : work instructions 7.4 Other information The trained personnel about the possible dangers must carefully handle the product. They must wear adequate protection equipment. After handling face and hands must be washed. It is forbidden to eat, drink and also to keep food in the working area. Avoid vapour inhalation. When the oxygen concentration in open air is of minimum 18%, the gas filter mask for organic vapours (filter of AX gases) will be used. When the oxygen concentration is below 18%, isolating equipment with air or oxygen will be used. Will be used gloves that will ensure protection against the oil products. At the same time the free movement of the fingers must be ensured, the gloves must protect as well as possible the forearm, to be tight on hands, not to be torn. When choosing the gloves the recommendations of the producer regarding the quality of the material, type of conjunction and the qualitative characteristics, must be taken into consideration. There will be worn glass protection goggles or goggles for chemical protection, according to the regulations concerning the protection of eyes and face. No contact lens will be worn at the working place. Suitable protective clothes and underwear made of natural fibres must be worn according to the legislation and boots with rubber shoe for oil products. The following articles are forbidden: collars, visors for shade, vizier for hats and frames of glasses made of celluloid or other flammable materials. In case of danger that the product might come into contact with the skin, a protective antistatic and resistant to burning suit will be worn.

8.2.2 Environmental exposure control All measures against accidental spillage of product during handling, transport, storage and/or usage should be provided. The environment exposure will be constantly monitored. 8.3 Other information Providing the measures and control equipment, ensuring the ventilation systems that maintain the concentration below the dangerous limits. Limit the number of employees that are exposed to danger or susceptible of being exposed, at the lowest level. 12.3 Persistence and degradability - Substance (ingredients) potential of degradation: In water toluene is volatile and biodegradable. The main process depends on the temperature of the water and on the existence of acclimated organisms in the area. If toluene is released to soil, it will be lost by evaporation from near surface soil and microbial degradation. The product is biodegradable in soil in aerobic conditions. In air, toluene oxidizes rapidly, producing through photochemical reactions, hydroxyls. - Half-life: In water toluene is volatile and biodegradable depending on the concentration, with a halve time starting from a few days to several weeks. -Substance (ingredients) potential of degradation into sewage-treatment plants: unknown 12.4 Bioaccumulative potential It does not bioaccumulate in a significant manner. 12.5 Other adverse effects: no adverse effects are known. R Phrase(s) Section 13 DISPOSAL CONSIDERATIONS 13.1 Appropriate disposal methods of the substance or preparation The absorbent materials imbued with toluene will be collected and transported to special waste collection points. Contaminated waters will be treated by gravitational separation of the solid components followed by the water’s surface clean up. The water must be dual filtered and the active carbon absorbed from it (1 kg of active carbon at 10 kg soluble substance). The used water obtained after filtering will be brought again to the tank of gravitational clean up. 13.2 Appropriate disposal methods of contaminated packaging The empty containers that contained toluene will be drained and evacuated from the warehouse. These must no be used to deposit drinkable water. The empty containers will be labelled like those that contained toluene. The wastes that contain toluene that are about to be disposed of, must be kept in hermetic closed containers. The protective individual clothes that are dirty with toluene must be kept in separate boxes, until they are washed. 13.3 Relevant provisions of legislation Provisions of the legislation regarding to waste will be observed (Government Decision HG 856/2002; waste code 16 03 05*).
