Dear Sir, With reference to the above subject, it is to bring to your kind notice that M/s Jindal Steel & Power Ltd has been allotted 36 MCM water from Water Resource Department, Government of Jharkhand for our proposed Thermal Power Plant at Shikaripara block Dumka district, Jharkhand and In this connection we want to mention following points for your kind consideration.

1. Amrakonda- Murgadangal coal block had been jointly allocated to Jindal Steel & Power Ltd and Gagan Sponge Iron Pvt. Ltd, in Shikaripara block of Dumka district. Based on MoU signed between government of Jharkhand and JSPL, we have to set up a Thermal Power Plant of 1000MW capacity in the state of Jharkhand. 2. With the allocation of coal block JSPL has selected the site for Thermal Power Plant near coal block at Shikaripara block in Dumka district. 3. The water resource department, government of Jharkhand has allocated 36MCM water as per our annual consumption for 1000MW plant from the following rivers :-

i)

From Brahmani 15.16MCM

ii)

From Dwarka 20.84MCM

4. For the purpose of drawal of water from both the rivers we have to construct two dams at different location & as per our survey more than 350 hectares of land displacement of affected families could also take place.

5. A PFR based on satellite imagery has been prepared. 6. As such two dams would be constructed and the submergence of 350 hectares land could not be avoided, the people in the affected villages are opposing vigorously for the construction of dam as well as preliminary activities such as necessary field survey , geo-technical investigation for finalizing detailed engineering design could not be carried out leading to find exact submergence area and number of affected person. 7. Looking into the above constraints we have made a survey for an alternate arrangement to take out water from run off of river Ganga from a suitable point near to Sahebganj and Rajmahal. 8. If you permit us and allow withdrawing water from runoff of river Ganga river, we may put up suitable pipe lines to our project site to meet our annual requirement of consumption of water. This arrangement would also avoid the submergence of a vast area of land and also the displacement of affected families in the proposed dam site of Thermal Power Plant.

In view of the above submissions, we would request you to kindly consider the linkage of water from run off of the river Ganga so that project could be completed as per schedule without facing a major annoyance of the people in the project site. We also request ypu to pass necessary orders for the above so that appropriate action from our side could be taken in time for which under signed/JSPL deeply oblige to you.
