Hi All-

Garth got the tapes yesterday (the bad weather delayed the delivery) and the digitization process is underway as of last night. I failed to tell Garth last week that the tapes are 120 minutes each -that means a lot more audio and a lot more time is needed. He said the first recordings will be uploaded to the audio drive tomorrow morning. It will be a rolling process. Below is the set of ATCSCC tapes he received. 12636-12645 came in first (I believe some of you had the opp to listen to the tapes before I sent them). The rest of the list of recordings are unedited. I'll keep you updated on Garth's progress. Thanks for understanding! Lisa

Dana, You have tapes for East 14, 15, 25 and 21 (NTMO). That is what we (myself, Miles and Air Traffic) decided on some days after our site visit to the Command Center. You don't have East 16 which has responsibility for the airspace underlying Atlanta, Jacksonville and Miami Centers. The list below is the universe of what's recorded at the Command Center. There are no other lines other than these that are recorded. On 9/11 all positions capable of being recorded were recorded. Activities that were not recorded were the Central Altitude Reservation Function (CARF), and any other Military activities and these lines are not recorded today. Due to the nature of the events on 9/11, many lines were not used. We transitioned into continuous telcon lines so that information could be passed instantaneously due to the need to get all the airplanes on the ground in a very short timeframe. This is why the tape marked NTMO was unoccupied; the line was recorded but no one was using it. Below is a list of floor positions and the geographical airspace they cover. system users for re-routing traffic around bad weather. TCA positions -• Tactical Customer Advocate --covers communication between the Command Center and primarily the airlines to assist with specific flights impacted by weather, crew time outs, etc. SPT positions --Strategic Planning Telcon -- covers coordination between Command Center and FAA field facilities, airlines and other system users, weather forecasters to develop the Strategic Plan of Operations (SPO). The SPO identifies an overall plan of operation for 2-4 hours in the future. The normally recurring telcons were canceled on 9/11 due to the grounding of all flights. NOM position -- National Operations Manager --directs control room operations. The NOM assumes the primary role in analyzing and evaluating the National Airspace System.

Good Morning, Gerry, This follows our earlier conversations. We are responding to the request to find a conversation between the ATCSCC and the WOC advising them that we ground stopped traffic nationwide on 9/11/01. We have spent the better part of three days (so far) looking this communication. have not found it.

The telephone call to the ARTCCs to ground stop all departures regardless of destination was made at 1326z(0926 local). We have listened to nine positions, which include three operational phones and 6 administrative lines. We listened to the operational phones from approximately 1230-1500z (0830-1100 local) and the administrative lines from approximately 1300-1500z (0900-1100 local). These lines include the following functions performed on that day: NOM position (two operational phones and two administrative phones), a position located next to the NOM, which we opened up to support headquarters/security type communication (one operational phone and one administrative phone), the administrative phone at the West NTMO (supervisor) position and the administrative phone at the East NTMO (supervisor) position. We listened to another position adjacent to the NOM position used as the security type position in the event it may have contained additional communication. The East NTMO administrative line was used as a communication vehicle between HQ (Jeff Griffith and Doug Davis) to keep them apprised of the event. At 1327z (0927 local), ATCSCC advises Jeff Griffith of a nationwide groundstop. At 1343z (0943 local), ATCSCC advises Doug Davis that we're diverting all internationals

inbound to the U.S. to Canada. This is the line where most of our communication with "HQ", though not the WOC, took place. This is NOT a line that was sent to the 9/11 Commission because the direction we received was to send >»operational<« lines in the East. In our normal course of business, we advise the WOC of an event, but not necessarily the traffic management initiative(s) associated with it. The tapes were capable of recording 53 lines on 9/11, providing a conversation took place. Good Afternoon, This is an estimate on remaining tape recording estimates, as well as a recap of what we have previously written. In response to AAT-l's direction to provide, "all. ...tapes. ...of internal FAA communications, including interphone conversations among FAA locations, concerning aircraft presumed to be hijacked on 9/11/01", and in keeping with our instruction to provide these recordings between the times of 0815-1115 eastern local, I estimate the possibility of approximately 94 hours of voice communications remaining that could be recorded. Each three hour period takes approximately 3 hours and 45 minutes to queue up and record. That comes up just short of 118 hours of recordings, which equates to just under 17 shifts, or approximately 3 1/2 weeks. As we go through, we may find we can compress some of that, but I can only tell this real time. On 9/5. I sent this to Tony Ferrante in response to an inquiry from the 91 1 Commission: Good Morning, Tony, In response to the 9/11 Commission request for tapes, we provided you recordings that include the operational conversations from the following positions: Position 14 - normally delegated the responsibility for the geographical area containing the airspace underlying New York Air Traffic Control Center (ARTCC). This airspace includes the following major* airports: Newark International (EWR), John F. Kennedy (JFK), LaGuardia (LGA) and Philadelphia (PHL). The New York Terminal Radar Approach Control (N90) airspace is also included in this area. Position 15 - normally delegated the responsibility for the geographical area containing the airspace underlying Boston and Cleveland ARTCCs. This airspace includes the following major airports: Boston-Logan (BOS), Detroit (DTW), Cleveland-Hopkins (CLE) and Pittsburgh (PIT). Position 25 - normally delegated the responsibility for the geographical area containing the airspace underlying Washington ARTCC. This airspace includes the following major airports: Baltimore (BWI), Reagan National (DCA) and Washington Dulles (IAD). NTMO (National Traffic Management Officer) • a supervisory position normally delegated oversight for the traffic management responsibilities in the "East" area at the Air Traffic Control System Command Center. This individual is responsible for the three positions listed above, as well as one more position. The remaining East position (16) normally has responsibility for the airspace underlying Atlanta, Jacksonville and Miami ARTCCs. On September 11, 2001, telephone calls were answered in the most efficient manner, and were not necessarily subject to normal geographic boundaries. * major is defined as one of the OEP 35. On 9/26. I sent this to Gerrv Shaklev in response to an inquiry forwarded through Shirley Miller

from the 911 Commission: Good Afternoon, Gerry, Here's where we are: We have recorded the 4525 line from approximately 1215-1515z (0815-1115 local). This is an administrative line from the NOM position and is the main administrative number used to reach the control room at the ATCSCC. Various and diverse communication with FAA, military and civilian entities would normally occur on this line. We have recorded the 4530 line from approximately 1215-1515z (0815-1115 local). This is an administrative line from the East NTMO (supervisor) position. On September 11, this line was opened to provide direct access between ATCSCC and HQ, specifically Jeff Griffith's office. Regular updates were provided by the ATCSCC on the status of the event. Questions posed to the ATCSCC by Jeff's office were answered here. Following our conversations, it is my understanding that the 9/11 Commission is interested in the communication between ATCSCC and HQ and would be interested in at least two more positions. We are currently in the process of recording those. These positions were opened on 9/11 to support the unfolding events and include hotline information passed between 1) ATCSCC and HQ and 2) information passed between the military and ATCSCC. These two positions will be recorded for the same times noted above and should be completed by Tuesday, 9/30 COB. Per your suggestion, I have asked Howard if he would take those that are completed to Janie (and he has agreed), so they will be in HQ Monday a.m. On 9/30. I sent this to Gerry Shakley in response to an inquiry forwarded through Shirley Miller from the 911 Commission: Hello, Gerry, We're sending Howard home with the following tapes today: Position 6 - This position is located in the strategic planning area and was used as a special telcon position on 9/11. Coordination among ATCSCC and FAA field and regional offices are recorded. Occasionally, other entities were asked to join this open conference. These tapes include conversations from 1245-1515z (0845-1115 local). NOM Operational Phone - This is an operational line at the NOM position and includes diverse communication with air traffic, military and civilian entities. This might also include conversations with FAA field and regional offices, as well as FAA headquarters. These tapes include conversations from 1241-1515z (0841-1115 local). Note: Start times of these tapes vary as pertinent conversations may be contained in the times outside the "standard" of 0815-1115 local. This concludes the recordings of the tapes that I estimate contain the bulk of the coordination during the 0815-1115 local timeframe on 9/11/01. Hello, All, I estimate it will take us until approximately GOB 1/23 to complete the recordings requested. I did speak with Tony Ferrarvte yesterday afternoon about 3:30 and he asked that we make recordings of all lines, whether we,think they are blank OR pertinent. That is what we are in the process of doling. \n addition torthe lines listed below.'xthere are approximately 6 operational lines which screened earlier iSnd believe to be bla'-nk. Hi Ellen. On the transcript dated Oct 21, 2003, page 11, there is a discussion between Mike Artist and Jeff Griffith about keeping a line open all the time. Mike tells Jeff to calll Iwhich he says is a NOM number. first, is that number a recorded line and if so, did we provide that re-recording to the Commission already? thanks Shirley
