1. Ref A was a classified cable sent January 25, 2002, outlining procedures for a new security advisory opinion ]ft . known as Vajgaja, Condor. SAO procedures that were in place prior to January 25, 2002. 4. Ref A applies only to a subset of applicants "covered by Ref F. The DS-157 is designed to provide the information required for a Visas Condor cable on these applicants. Any applicant who is waived from the requirements of Ref F (e.g., applicants who are well and favorably known to post personally or by circumstance) is therefore exempt from the requirement for a Visas Condor. Similarly, applicants who do not have to fill out a DS-157 (Refs B, C, D, and E) are also exempt from the requirement for a Visas Condor. 5. Paragraph 6 of Ref A indicates that posts should submit visas condor cables in lieu of visas donkey or visas eagle clearance cables as specified in Ref G, except for those applicants whose CLASS name check returns a "00" hit. Visas Donkey Mantis cables are not superceded by a Visas Condor, however. Please continue to submit Donkey Mantis cables as necessary. Note that posts may in some cases need to submit a "Visas Donkey Condor" (for example, when a Donkey is required because of a "00" hit, but the applicant also falls within the guidelines for a Condor) or a "Visas Donkey Mantis Condor". In these cases, post may not issue a visa without Departments authorization. 6. VO is working with CA/EX/CSD to see if it is possible to suspend in the NIV system cases that require a visas condor clearance. Posts will be advised of the outcome of this discussion.
