The U.S. Immigration and Naturalization Service (INS), an agency of the Department of Justice, is responsible for enforcing the laws regulating the admission of foreign-born persons (i.e., aliens) to the United States and for administering various immigration benefits, including the naturalization of qualified applicants for U.S. citizenship. INS also works with the Department of State, the Department of Health and Human Services and the United Nations in the admission and resettlement of refugees. INS is headed by a Commissioner who reports to the Attorney General. INS Responsibilities Administer immigration-related services: • • • • •

Immigrant and nonimmigrant sponsorship Adjustment of status Work authorization and other permits Naturalization Refugees and asylum

Enforce immigration laws and regulations: • • • • • • • •

Border control Port-of-entry inspections Detention and removal of criminal aliens Worksite enforcement Apprehension of illegal aliens and workers Deportations and exclusions Denial of benefits to ineligible applicants Document fraud

Organization The operational and management functions of INS are administered through INS Headquarters in Washington, D.C. that oversees approximately 29,000 employees through three Regional Offices and the headquarters-based Office of International Affairs. These offices are responsible for directing the activities of 33 districts and 21 Border Patrol sectors throughout the United States and three district offices and 39 area offices outside U.S. territory. INS field offices provide direct service to applicants for benefits under the Immigration and Nationality Act and implement INS policies to carry out statutory enforcement responsibilities in their respective geographical areas. Overseas offices, in addition, serve as important information channels between INS and U.S. Foreign Service officers and foreign government officials abroad.

DOJ Strategic Plan INS is a component of the Department of Justice and our mission is included in the DOJ Strategic Plan. The DOJ Plan is organized into eight strategic goal areas. These are: • Protect America Against the Threat of Terrorism • Enforce Federal Criminal Laws • Prevent and Reduce Crime and Violence by Assisting State, Tribal, Local and Community-Based Programs • Protect the Rights and Interests of the American People By Legal Representation, Enforcement of Federal Laws and Defense of U.S. Interests • Fairly and Effectively Administer the Immigration and Naturalization Laws of the United States • Protect American Society by Providing for the Safe, Secure, and Humane Confinement of Persons in Federal Custody • Protect the Federal Judiciary and Provide Critical Support to the Federal Justice system to Ensure it Operates Effectively • Ensure Professionalism, Excellence, Accountability, and Integrity in the Management and Conduct of Department of Justice Activities and Programs Within each strategic goal area, there is a brief overview of the goal followed by a description of our strategic objectives, strategies and key cross cutting programs. Within the Immigration strategic goal, the following objectives relate to INS: • Secure America's borders, especially to reduce the incidence of alien smuggling. • Promote public safety by combating immigration-related crimes and removing individuals, especially criminals, who are unlawfully present in the United States. • Provide timely and consistent services and achieve a substantial reduction in the benefits processing backlog. • Improve operational efficiency and organizational effectiveness of the INS workforce. • Provide accurate, easy-to-use, readily accessible, and up-to-date information to meet planning and operational needs. • Improve the efficiency of the inspections process for lawful entry of persons and goods. • Adjudicate all immigration cases promptly and impartially in accordance with due process. INS also supports the following Detention strategic objective: • Provide for the safe, secure and humane confinement of detained persons awaiting trial, sentencing, or immigration proceedings.

Mission, Strategies, and Performance Welcome to the Mission, Strategies, and Performance Site. The Immigration and Naturalization Service is a Federal agency within the US Department of Justice (DOJ) that administers the nation's immigration laws. You will see that INS' mission involves a variety of inter-related functions. Specifically, the INS: Conducts immigration inspections of travelers entering (or seeking entry) to the United States as they arrive at officially designated ports of entry. There are approximately 250 ports of entry in the Unites States, which include air, land and sea locations. Regulates permanent and temporary immigration to the United States. This includes legal permanent residence status, nonimmigrant status (e.g., tourists or students), and naturalization. LJ u/id iSiLFifi-fei

Maintains control of U.S. borders. The Border Patrol is responsible for securing the 8,000 miles of international boundaries in vehicles, aircraft, or boats, as well as on horseback or on foot. Identifies and removes people who have no lawful immigration status in the United States. INS Restructuring The proposal to restructure the INS was announced by the Department of Justice and discussed by the Attorney General and INS Commissioner. Read also the INS Fact Sheet and the full INS Restructuring Plan. On December 7, the Commissioner named Richard Cravener as the INS Director of Restructuring. The INS restructuring proposal creates two new mission-centered bureaus, one for immigration services and one for immigration law enforcement, both under the direction of the INS Commissioner. This fundamental reform will lead to performance improvements across the entire agency and will better equip the INS to meet the challenges of the future. INS restructuring has been under consideration for several years. Creating separate chains of command and accountability for immigration services and enforcement functions has been central to all proposals during this time. Under this plan, the Bureau of Immigration Services will provide immigration benefits, such as legal permanent residence and naturalization. It also includes provisions to enhance customer service and efficiency. The new Bureau of Immigration Enforcement will safeguard the nation's borders and enforce immigration laws, thereby strengthening the INS' ability to prevent illegal immigration. The INS must position itself to operate effectively in an environment changed by the terrorist attacks on U.S. soil. Now more than ever, it is critical that the nation's immigration functions be carried out in an efficient and coordinated manner. This restructuring proposal will allow that to occur. INS restructuring will be complemented by initiatives to modernize systems and make procedures more efficient, which will further enhance the agency's ability to adjust appropriately to the increased workload it has, and will continue, to face.

Fingerprints Welcome to the INS Forms, Fees and Fingerprints information center. From here you'll be able to find most of what you'll need to apply to INS for a service, benefit, or permit. We've provided an Online Catalog of forms and form packages that are most commonly used to apply or petition for benefits offered by the INS. Many of these forms (benefit applications and petitions) require the payment of a fee in order for INS to process (adjudicate) your requests. Some also require applicants to pay an additional and separate fee for fingerprinting. This section will provide you with information on fees and fingerprint requirements. On December 21, 2001, INS issued a fjnaj_ru|e to adjust the fees charged for certain applications and petitions. The new fees will take effect on February 19, 2002; all forms submitted on or after that date must be by the new fee. Read the News Release and see the chart of new fees. The Forms and Fees page provides information on INS forms and how to print them. We recommend that you obtain all of your forms by downloading (printing) them from this Website. This ensures that you are using the most up-to-date version of the form that INS has available. However, if you do not want to download a form, you may order INS forms by phone at 1 (800) 870-3676.
