Steve,

The two interview letters attached are for two former INS officials who ran internal enforcement at INS during the 1990s and up to Sept. 11. I'm told they have thirty years INS experience between them.

Both contacted me seeking to be interviewed. Both are available this week and I'd like to interview them prior to my (and Tom's) interview in NYC on Friday of a former acting commissioner, Mary Anne Wyrsch. If we could expedite these letters, that would be great.

Thanks.

Invasion: How America Still Welcomes Terrorists, Criminals, and Other Foreign Menaces to Our Shores By Michelle Malkin Click here to buy the book Chapter 1 What Would Mohamed Do?

"Crave death....Make sure that nobody is following you....Bring knives, your will, IDs, your passport....Pray: 'Oh God, you who open all doors, please open all doors for me, open all venues for me, open all avenues for me.'" These were some of the handwritten instructions found in September 11 ringleader Mohamed Atta's abandoned luggage. If he could send a message from hell-where he surely went after he piloted American Airlines Flight 11 into the World Trade CenterAtta would have good news for his band of homicidal brothers around the world: The doors to America are still wide open. One year after the terrorist attacks, the avenues for death and destruction remain virtually unobstructed. When we assess the security of our borders, our immigration laws, and our tourism policies, we must view them through the cold eyes of a terrorist killer. We must ask at every turn: What would Mohamed do? How would he exploit our entry points, evade detection, and blend into the American mainstream? What would an instruction manual for Atta's future conspirators trying to reach our shores look like? Top-secret intelligence wouldn't be needed to compile such a field guide. Everything a terrorist needs to know about infiltrating this country is readily available from newspapers, television broadcasts, the Internet, and government publications. In The News INS TO END EMPHASIS ON DEPORTING ILLEGAL IMMIGRANTS 03/05/99 03:34:03 PM By MICHAEL HEDGES Scripps Howard News Service Release date:03-06-99 Scripps Howard News Service WASHINGTON -- Finding and deporting the 5 million illegal immigrants in America will no longer be a priority under a controversial new federal immigration strategy that critics say is a first step toward amnesty for • Fort Foundation laefcey aliens. "Instead of focusing on ROBERT BACH outputs, such as the total number of inmiGRATIOHAHDHATURAlQATIOH SERVICE Associate Commissioner fir Policy anil Planning illegal aliens removed from the United States, (the Immigration and Naturalization Service) will evaluate its performance in different terms," said a copy of the new policy. Among five enforcement goals for INS, the strategy does not include removing illegal immigrants, except those who break the law. The new plan, written by an INS associate commissioner for policy, is to be phased in between 1999 and 2003. The plan drew quick fire from some in Congress. After reviewing a copy of the strategy obtained by Scripps Howard, Rep. Lamar Smith, R-Texas, who chairs the House subcommittee on immigration said, "The INS, by their actions, is telling would-be illegal aliens that if you don't get caught entering the U.S., we'll look the other way so you can stay." "Even as INS tells Congress that deporting illegal aliens is one of their priorities, they admit they're doing little to remove the more than 5 million illegal aliens who live in the U.S. permanently," Smith said. Officials at INS declined requests to discuss the new strategy on Thursday and Friday. Under the "major shift" in emphasis, the INS will instead measure success in more subtle ways, such as increased wages in industries that typically use illegal immigrants, reduced local crime rates, and rises in costs put on smuggling aliens or
