Subject: RE: Additional request

Chris: I will take care of the Sarasota to Barksdale to Offutt language, and will bring Mike Hurley in on the "Planning for War" section (he reviewed the 9/11 evening materials). Regarding your requests from Sunday, I sent you today (on classified email) a marked up version of Chap 10 that includes the Defcon 3 footnote. I also gave you what I have on Rice\Rove and the Threat to Air Force One. The only remaining task is the COG/COOP footnote, which I will talk to Kevin Shaeffer about tomorrow. Thanks, Dana. Original Message From: Chris Kojm Sent: Mon 6/28/2004 10:26 PM To: Dana Hyde Cc: Stephanie Kaplan Subject: Additional request Dana -- Commissioners also asked for a little more description in the first paragraph of the whole transition from Sarasota to Barksdale to Offutt. Can you add a few more sentences? After the detailed treatment of events in the morning (Chapter 1), they felt the text breezed along too briskly for the remainder of the day. Also on page 5, under the heading "Planning for War," can we say a little more about the lead up to meetings on the evening of September 11? Would appreciate your response on this, and the matters I raised with you on Sunday, by 5 PM Tuesday. Thanks, C

Subject: potus communications with f.leaders Mike: You've probably already done this - but there is some good stuff in the notes we just got back regarding high level diplomacy immediately after 9/11. I think it would go well in your section. --S

Subject: immediate aftermath Mike, One thing you made want to add in the immediate aftermath section/prepping for war was that the USG, in an attempt to induce positive Pakistani cooperation, waived a number of the Congressinoal sanctions which resulted from Pak's nuclear ambitions. You may want to have a quick look at Armitage's MFR on this. -S Just a thought - let me know if you think it is worth going into more detail.

Subject: RE: Transition briefings for Ashcroft Mike, If you look at the Pickard MFR (which I think should be at K Street), he mentions the briefings that the FBI gave to the incoming administration. He talked about briefings for Cheney, Libby, Ashcroft, Rice and Hadley. He didn't provide much detail as to the content of the briefings. Chris: since we were thinking about reinterviewing Watson anyway, maybe these are some good questions to ask him. Mike —Original Message— From: Christine Healey Sent: Wednesday, May 12, 2004 6:13 PM To: Mike Hurley Cc: Len Hawley; Peter Rundlet; Mike Jacobson Subject: RE: Transition briefings for Ashcroft I think it might have come up at his interview. And at FBI interviews. Don't remember the topic coming up during the fireworks at the hearing. We made a document request on the subject but I don't think we got much. Anyway, we will try to get something for you. Original Message From: Mike Hurley Sent: Wednesday, May 12, 2004 6:08 PM To: Christine Healey Cc: Len Hawley; Mike Hurley Subject: Transition briefings for Ashcroft

Hi Chris: I'm drafting Final Report section 5.4—Change and continuity. It's essentially on the Transition. The focus is on the NSC transition but I'm also including a bit on briefings incoming principals received on UBL and the al Qaeda threat during the transition. I've got pretty good stuff on DoD and State. I'd appreciate if you or anyone on your team could send me a couple of paragraphs on anything you've got on transition briefings for Ashcroft. I think a couple of paragraphs with sourcing would help. Again, I don't need to delve deeply into this, but it would be good to touch
