Proposed Questions for Ambassador Madeleine Albright 1. Did the Clinton Administration in the wake of the '98 Kenya and Tanzania embassy bombings investigate the financing of Al Quaeda, and, having determined that AQ was responsible for those bombings, conclude that it was determined to engage in continued attacks against Americans worldwide? 2. Did this investigation further conclude that terrorist financing emanating principally from the KSA was responsible for the death of Americans, and posed a significant threat to continuing attacks on Americans? 3. Did the Clinton Administration send a high-level delegation to the KSA in 1999 for the express purpose of informing it that the USG would not tolerate continuation of unregulated free-flow of money to AQ via Saudi banks and institutions? 4. Did the Administration ask that a high-level delegation headed by Rick Newcomb, as head of Treasury's OF AC (Office of Foreign Assets control) and Will Wechsler, director of the NSC's counter-terrorism terrorist financing office, travel to meet with senior officials of the Saudi Ministry of Interior, intelligence community, and most particularly, the SAMA (Saudi Arabian Monetary Authority)? Did not such a meeting take place in 1999, with the USG threatening, through Rick Newcomb, that the over $1 billion in Saudi Bank assets held in US banks, would be jeopardized, that the funds would be subject to freezing under US laws, and that Mr. Newcomb intended to use the full scope of his pqoers to do precisely tht if the Saudi authorities failed to comply with US demands? 5. Is it not true that despite this unequivocal urgent demand by the USG that the Saudi authorities refused to comply, testing our will, believing, perhaps tht the ClintonLewinsky matter, coupled with the suit by the Sudnese pharmaceutical company (as the wrongly bombed target in an attack on AQ) convinced the Saudi authorities that the USG was not serious in carrying out its threat of freezing assets? 6. Do you have any reason to believe that it was not foreseeable in 1999, as Newcomb and Wechsler warned on behalf of the Clinton Administration that continued free flow of Saudi funds to AQ would result in the death of Americans? 7. In light of 9/11, do you find it especially regrettable that no further action was taken by the USG against the Saudi recalcitrance at staunching the flow of terrorist financing to AQ? 8. Do you believe that the Administration was correct that it had a perfect moral as well as legal obligation to prevent that flow of funds once the link was clearly established? 9. On Thurstday, November 27,2003, did you publish the statement: "If there is a central front in the war against terror, it is KSA, not Iraq"? (Attach A)

10. On Thursday, November 27,2003, did you write: "It is not possible for the KSA to buy protection from the likes of Osama bin Laden"? (AttachA) 11. Were you aware of the June 25,1996, meeting in Paris at the Royal Monccau Hotel between Saudi officials and high level financiers of al-Qaeda, including arms dealer Adnan Kahoffi and bin Laden's brother? 12. When did you first find out about this meeting? 13. Was the Clinton Administration aware of the June 25,1996 meetin in Paris at the Royal Monccau Hotel between Saudi officials and member of al-Quaeda" 14. When did the Administration first find out about this meeting? 15. Did the United States government have this meeting monitored? 16. To whom in the administration were the details of this meeting provided? 17. Was the administration of the belief that the purpose of this meeting as far as the Kingdom of Saudi Arabia was concerned was to secure protection for the Kingdom and their own economic interests in exchange for giving support to the al-Qaeda network? 18. Was the administration aware that a deal was struck between Saudi officials and alQaeda at this meeting? A deal where protection money was paid by certain Saudis to al-Qaeda in exchange for al-Qaeda agreeing not to carry out attacks inside the Kingdom. 19. Can you think of any legitimate reason for such a meeting and pay-off? 20. Is it true that after the U.S. Embassy bombing in 1998 you personally informed Saudi Defense Minister Prince Sultan that wealthy Saudi businessmen had provided millions of dollars into al-Qaeda operatives or accounts (Attach B) (Attach Bl) (Attach E) (Attach F) 21. Same question but change "you personally" to: you delegated a ranking U.S. official to so tell Sultan. 22. In an article in Foreign Affairs in September-October 2003 that Osama bin Laden is the cobra that turned on its master-(wealthy Saudis) referring specifically to K.S.A (Attach C, Page 7) 23. In May of 2002, did you deliver the keynote address at Tufts University Fletcher School of Law and Diplomacy commencement address and at such, did you state "too many Arab leaders speak of peace on day while financing terror the next"? Were you

referring in part to wealthy Saudi buisnessmen? To KSA based charities ? (Attach D, 3rd page). 24. Did you authorize State Department official james B. Foley at the State Department daily briefing of July 8,1999 to state to the assembled media that the UAE had taken steps "to clean up its bank - the Dubai Islamic Bank-" in respect to terrorist money laundering? (Attach G)
