Subject: Clarke chart (SECRET) Hi Alexis, Hope you are doing well! You may remember that you and I discussed a chart that Clarke said he made of the AQ network (see MFR of Clarke's third interview). We would like to get hold of that chart, and I think you advised me to wait and see if Clarke was going to be interviewed yet again after the hearings, at which point we could ask him for more information on the chart. (Such information would include where the chart is now, what sources he used in drawing it up, when did he do it, whether it was a back of the envelope type thing versus a thorough, researched effort to capture the nature of aQ, etc.) Have we, or are we planning to, schedule a 4th interview with Clarke? The National Commission on Terrorist Attacks Upon the United States (the "Commission") requests that the Director of Central Intelligence (DCI or "respondent") provide the Commission with a copy of the following video no later than March , 2004 (the "production date"): 1. An English language version of the video relating to the USS Cole entitled "The Destruction of the American Destroyer Cole." If no such video is in the DCI's possession, then we would request an English language transcript of the video. The Commission requests that the video or transcript requested above be provided as soon as it is available. If the video or transcript is withheld from production, even temporarily, based on an alleged claim of privilege or for any other reason, the Commission requests that the respondent, as soon as possible and in no event later than the production date, identify and describe the alleged basis for not producing it, with sufficient specificity to allow a meaningful challenge to any such withholding. If the respondent does not have possession, custody or control of the video or transcript but has information about where such video or transcript may be located, the Commission requests that the respondent provide such information as soon as possible and in no event later than the production date. If the respondent has any questions or concerns about the interpretation or scope of this request, the Commission requests that any such questions or concerns be raised with the Commission as soon as possible so that any such issues can be addressed and resolved prior to the production date. WASHINGTON - U.S. intelligence agencies have launched a worldwid< ,* Qaeda's master bombmaker, who may be building a "dirty" bomb and other new devices for tern*inside the United States, sources said. U.S. counterterrorism officials told The Post it was new information about the activities of maker Midhat Mursi, in part, that led the Bush administration to secretly dispatch Department ol radiological detection teams to New York and four other cities over New Year's Eve. Before the Bush administration decided to raise the nationwide alert level to Code Orange, an v informant had said that Mursi, who goes by the nom de guerre Abu Khabab, was active again, i« officials told The Post. Intelligence officials said Mursi is a chemical engineer who was head of al Qaeda's destruction committee and reported directly to al Qaeda's No. 2 man, Ayman al-Zawahiri. He is believed to have gone underground before or during the 2001 Afghanistan war and is most wanted al Qaeda figure after Osama bin Laden and Ayman al-Zawahiri. Before the Afghan war, Mursi operated cru/e at an al Qaeda complex near Jalalabad, wk imagery showed scores of dead animals of ghoulish experiments with anthrax and and chemical poisons, U.S. officials said. All documents described below are believed to be possessed by the Document Exploitation Unit. 1.

A representative sampling of 10-20 translated terrorist training camp applications, with priority afforded those applications bearing instructor comments.

2.

Any letters written or signed by Usama bin Laden (UBL).

3.

Any charts or documents describing the organization of Al Qaeda, other than those recovered in the Benevolence International Foundation raids in Bosnia.

4.

Any documents which describe or illustrate a relationship between UBL/A1 Qaeda and the government of a foreign country.
