Personal Property: Organization Property
• Deployable property issued to a unit under authority of a MTOE or deployable TDA. Includes all CTA property which deploys with the unit.
Personal Property: Installation Property
• Non-deployable property issued to a unit under authority of a CTA or other HQDA-approved or NGB authorization document, except expendable items or personal clothing.
Types of Authorization Documents •TAADS- Documents which authorize personnel and/or equipment such as: •MTOE - (DEPLOYABLE UNITS) •TDA - (generally NON-DEPLOYABLE UNITS) •CTA- (COMMON TABLE OF ALLOWANCES)
Table of Organization and Equipment (TOE)
• A document that sets the wartime mission, capabilities, organizational structure, mission essential personnel and equipment requirements for military units
MTOE •An authorization document that sets the modification of a basic TOE to the needs of a specific unit or type of unit
Table of Distribution and Allowances (TDA)
A TDA is developed for a unit for which there is no appropriate TOE.
COMMON TABLE of ALLOWANCES (CTA)
A Common Table of Allowance (CTA) is an authorization document for items/material costing less than $100,000 which are required for common Army-wide use.

Check all items for completeness. • Make sure component shortages are listed on the Shortage annexes.

Make a visual check of the condition of the property. Report damaged equipment to unit maintenance personnel for repairs.

Research and Reconciliation 1. Report discrepancies to commander. 2. Identify and recommend adjustment actions. 3. Update supply records.

TERMS •Non-expendable (N): Personal property that is not consumed in use and retains its original identity during its period of use. •Expendable (X): Property that is consumed in use or loses its identity in use. •Durable (D): Personal property not consumed in use, does not require property book accountability, but because of its unique characteristics requires control when issued to the user.

Condition: You are the commander or supply officer and have to ensure that methods for obtaining relief from responsibility for lost damaged, or destroyed property are accurate. Standard: IAW AR 710-2, AR 735-5, DA PAM 7102-1, and current Army doctrine. WHAT DO I DO IF I LOSE SOMETHING?
TERMS • Accountability: The obligation of a person to keep accurate records of property, documents, or funds issued to him. • Responsibility: The obligation of an individual to ensure Government property and funds entrusted to his or her possession, command, or supervision are properly used and cared for, and that proper custody and safekeeping are provided. * Five Types of Responsibility
TERMS Command Responsibility: The obligation of a commander to ensure that all government property within his or her command is properly used and cared for, and proper custody, safekeeping, and disposition are provided. * Can not be delegated *
• Direct Responsibility: The obligation of a person to ensure that all government property for which he or she has receipted for, is properly used and cared for, and that proper custody, safekeeping, and disposition are provided. * You signed for it *
TERMS • Supervisory Responsibility: Obligation of the supervisor to ensure that all government property issued to, or used by his or her subordinates is properly used and cared for, and that proper custody, safekeeping, and disposition are provided. *Don’t have to be hand receipted *
• Personal Responsibility: Obligation of a person to exercise reasonable and prudent actions to properly use, care for, safeguard, and dispose all government property issued for, acquired for, or converted to a person’s exclusive use, with or without a receipt. * You were loaned a tool *

FORMS USED TO ASSIGN RESPONSIBILITY • Equipment receipt cards, DA Form 3749, record assignment of property to the same person for brief recurring periods (i.e., weapon cards) • Component hand receipts, DA Form 2062, record nonexpendable and durable components of end items • Temporary hand receipts, DA Form 3161, record issue of items for a period of up to 30 days

“Is the personal, joint, or corporate statutory obligation to reimburse the government for government property lost, damaged or destroyed because of negligence or misconduct.”
TERMS:
• NEGLIGENCE: is an act or omission that a reasonable and prudent person would not commit under similar circumstances. • WILLFUL MISCONDUCT: is an intentionally wrongful or unlawful act or omission relating to government property, to include misappropriation of Government property.
TERMS:
• Proximate Cause: The cause which, in a natural and continuous sequence, unbroken by a new cause, produces loss, damage, or destruction, and without which the, the loss, damage, or destruction would not have occurred.
Methods of Obtaining Relief from Responsibility for Property • Financial Liability Investigation of Property Loss (DD Form 200) • Damage statement • Statement of Charges/Cash (DD Form 362) • Memorandum for record (MFR) to adjust losses of: - Durable hand tools - Organizational clothing and individual equipment OCIE due to contamination • Abandonment order
Financial Liability Investigation of Property Loss (FLIPL) Documents the circumstances concerning the Loss, Damage, or Destruction of Government property. Mandatory when: • Person admits liability, and amount is more than 1 month’s base pay • Person does not admit negligence or liability • Loss discovered during an inventory and individual does not make voluntary reimbursement to the Government • Negligence is suspected but no one admits liability
Damage Statement • Commanders may “write off” damaged OCIE when: - Damage is a result of a field training exercise, and - There is no negligence or willful misconduct involved. • Memorandum must be turned-in to CIF within 30 days of the commander’s approval.
“Write Off” denotes relief from responsibility
